Long An: Changes to the authority to sign and issue land use right certificates.

From September 2023, Long An province implemented changes to the authority responsible for signing and issuing land use right certificates.

In accordance with the provisions of Government Decree No. 10/2023/ND-CP dated April 3, 2023, amending and supplementing a number of articles of decrees guiding the implementation of the Land Law; and Circular No. 02/2023/TT-BTNMT dated May 15, 2023, of the Ministry of Natural Resources and Environment , on August 31, 2023, the People's Committee of Long An province issued Decision No. 8079/QD-UBND on adjusting the internal process for resolving administrative procedures in the field of land under the authority of the Department of Natural Resources and Environment of Long An province.

Specifically, the Long An Provincial People's Committee decided to adjust 13 internal procedures for handling administrative procedures in the land sector under the authority of the Department of Natural Resources and Environment (Provincial-level administrative procedures), including: Adjusting 8 internal procedures in Decision No. 4362/QD-UBND dated May 23, 2023 of the Provincial People's Committee; and 5 internal procedures in Decision No. 3267/QD-UBND dated April 20, 2023 of the Long An Provincial People's Committee.

Accordingly, starting in September 2023, the Land Registration Office branches in Kien Tuong district, Tan An city, and other districts will issue new land use right certificates for cases stipulated in Clause 4, Article 95 and Clause 3, Article 105 of the 2013 Land Law, for households, individuals, residential communities, and Vietnamese citizens residing abroad who own houses attached to land use rights in Vietnam. Previously, the issuance of new land use right certificates for these cases was handled by the Land Registration Office.

Therefore, currently, the authority to issue land use right certificates for the cases stipulated in Clause 4, Article 95 and Clause 3, Article 105 of the 2013 Land Law is determined according to the land users in the area as follows:

1. The issuance of certificates and confirmation of changes to land use right certificates for organizations, religious establishments; Vietnamese people residing abroad implementing investment projects; foreign organizations and individuals; and enterprises with foreign investment capital is carried out by the Land Registration Office.

2. The issuance and confirmation of changes to land use right certificates for households, individuals, residential communities, and Vietnamese citizens residing abroad who own houses attached to land use rights in Vietnam shall be carried out by the Branch Office of the Land Registration Office in Kien Tuong district, Tan An city./.
