Rent another school facility to complete the procedure
According to documents, the Nam Sai Gon International College (Bac Dong Hamlet, Kien Binh Commune, Tan Thanh District) was established by the People's Committee of Long An Province in November 2011. However, for more than 10 years, the school has not been able to enroll students, so in July 2024, it was transferred to a new investor according to Transfer Contract No. 01/HDCN-QTNSG dated July 22, 2024. The transferee is Mr. Nguyen Duy Doanh. The transfer price is 550 million VND.
Section 3.1.4 of the transfer contract clearly states: Party A (the transferor) leases the location and part of the facilities at Long An University of Industry and Economics to Party B (Mr. Doanh) to complete the procedures for establishing a new board of directors, perfecting the personnel structure of the Board of Directors and registering vocational education activities (GDNN) according to the provisions of law. The maximum rental period is 3 months and the location and rental costs are agreed upon between the two parties.
By July 24, 2024, the two parties had signed the minutes of handover, acceptance and liquidation of the above contract. Mr. Doanh had received all the legal documents of the school from Party A, including: seal, decision to establish the school, decision to recognize the Board of Directors for the period 2016-2021 and 2021-2026; Certificate of registration of additional vocational education activities No. 2108/CNĐKHĐ-SLĐTBXH issued by the Department of Labor, Invalids and Social Affairs of Long An on November 23, 2011; regarding assets, debts, accounting records, organizational structure, training records: none.
On August 12, 2024, the Department of Labor, Invalids and Social Affairs of Long An province issued a decision to recognize the school's (new) board of directors. Accordingly, the Chairman of the Board of Directors is Mr. Nguyen Duy Doanh.
On August 15, 2024, the Department of Labor, Invalids and Social Affairs of Long An province sent Document No. 4643/TTr-SLDTBXH to the Provincial People's Committee regarding the change of the school's name to College of Technology and Communications.
On August 19, 2024, Long An Provincial People's Committee issued Decision No. 8402/QD-UBND on permission to change the school name.
It is noteworthy that in the decision to recognize the new board of directors, the proposal to change the school's name, and the decision to allow the school's name change, none of the addresses of the College of Technology and Communications are mentioned.
On September 6, reporters visited Km41 – National Highway 62, Bac Dong Hamlet, Kien Binh Commune (Tan Thanh District) – the registered headquarters of the South Saigon International College. Here, there was only the signboard “Long An University of Industry – Tan Thanh Branch” with faded paint. Near this signboard was a long-standing, vacant building, surrounded by overgrown grass.
Vocationaleducation license has not been reissued.
Speaking to reporters, the leader of the Department of Labor - Employment and Vocational Education (LĐVL-GDNN) under the Department of Labor, Invalids and Social Affairs of Long An province said: "Currently, the College of Technology and Communications has only been allowed by the Provincial People's Committee to change its name and issue a decision to recognize the Principal on August 30. The Department of Labor, Invalids and Social Affairs has issued a decision to recognize the Board of Directors.
Up to now, the Department of Labor, Invalids and Social Affairs of Long An province has not re-issued the vocational training license for the College of Technology and Communications. If the school wants to resume operations, it must ensure the conditions of facilities, teaching staff, machinery and equipment... to be granted a license. Currently, the school is not allowed to enroll students.
Regarding the information about “renting facilities for 3 months to complete procedures…”, the representative of the Department of Labor, War Invalids and Social Affairs responded: “Renting for 3 months does not meet the requirements according to regulations, the facility must be rented for at least 2 years. If the contract to rent facilities is for 2 years and is licensed to operate but is canceled midway through the contract, the license is considered to be invalid.”
Speaking to reporters of the People's Representative Newspaper over the phone, Deputy Director of the Department of Labor, Invalids and Social Affairs of Long An province Nguyen Dai Lanh also confirmed: "The College of Technology and Communications has not yet been re-granted a license to operate vocational education."
Speaking to reporters over the phone, Mr. Nguyen Duy Doanh, Chairman of the Board of Directors of the College of Technology and Communications, said: "Currently, the school's headquarters is still at the old address in Kien Binh commune, Tan Thanh district (renting land from Long An University of Industry and Economics) and is looking for another land plot in the educational land planning to build facilities to apply to open a training program."
On August 30, the People's Committee of Long An province issued a decision on the recognition of the Principal of the College of Technology and Communications. Accordingly, Mr. Le Van Duc (born in 1987, from Hanoi) holds the position of Principal for a term of 5 years.
It is known that Mr. Duc is currently the Vice Principal of the College of Technology and Tourism (Long An province).
