The working session aimed to monitor the implementation results of Program 1747/QD-TTg on supporting the application and transfer of scientific and technological advances (abbreviated as Program 1747) in rural, mountainous and ethnic minority areas.

According to a report from the Department of Science and Technology, in the period of 2020 - 2024, the whole province will implement 6 projects under Program 1747, of which 4 projects are being implemented and 2 projects have stopped implementation.
Models of applying scientific and technological advances have initially shown positive results in disadvantaged localities. Many models have been successfully transferred, training grassroots technicians and organizing training for hundreds of farmers.
The application of technical advances has gradually changed people's awareness of modern agricultural production, contributing to increasing income and creating jobs for workers in remote areas.

Basic technology transfer activities are close to practical needs such as: prioritizing crop and livestock varieties suitable for soil conditions, simple techniques, supporting training in local languages, building regional brands (OCOP, collective brands)... These contents help people in ethnic minority areas to easily access and apply.
At the meeting, many opinions from units and members of the monitoring delegation unanimously appreciated the role of Program 1747 in promoting agricultural and rural development in Dak Lak. However, delegates also frankly pointed out many shortcomings in the implementation process.

The biggest problem at present lies in the financial mechanism, especially the limited counterpart funding from the locality. Therefore, when the project ends, the funding for maintaining the model and replicating the results is almost gone.
In addition, the technical staff at the grassroots level is still small, most of them are part-time, lacking in expertise; the level of science and technology acquisition of the people is still limited, affecting the speed of model diffusion.
The members of the monitoring delegation also said that there should be a clearer and tighter coordination mechanism between sectors and local authorities; it is necessary to calculate a roadmap for replicating the model in the direction of developing raw material areas, linked to processing - consumption - market; strengthen the connection of "4 houses" in implementing and replicating the model of projects and scientific research topics...

Concluding the working session, Mr. Le Van Cuong, Head of Supervision Delegation No. 13, highly appreciated the efforts of the units in implementing Program 1747 in the locality.
At the same time, it is recommended that in the coming time, the Department of Science and Technology should coordinate more closely with other departments and branches to develop a plan for applying science and technology with focus and key points, avoiding wasting investment resources for science and technology. At the same time, it is necessary to strengthen propaganda activities, disseminate science and technology knowledge to the people, promote training activities, and improve the capacity of technical staff at the grassroots level. The monitoring team will record recommendations from departments and branches to synthesize and recommend the Provincial People's Council, Provincial People's Committee and Central agencies to consider and make appropriate adjustments in the coming time.
