The draft Law on Chemicals (amended) was submitted to the National Assembly for discussion and comments on May 8. The scope of the law regulates the development of the chemical industry, chemical activities, hazardous chemicals in products and goods; safety and security in chemical activities; responsibilities, powers and obligations of organizations and individuals participating in chemical activities; state management of chemicals and information in the chemical sector.

One of the contents that has received much attention in the Law on Chemicals (amended) is the Chemical Industry Development Strategy. In particular, the law clearly states that the requirement for the Chemical Industry Development Strategy must be consistent with the State's policy on chemical activities, the provisions of the Law on Chemicals (amended) and other relevant laws.
The Law on Chemicals also clearly states that the development strategy of the chemical industry must be built on the basis of the national socio -economic development strategy, national master plan, national strategy and program on industrial development, while ensuring environmental safety, national defense and security.
The chemical industry development strategy also aims to form specialized chemical industrial zones, suitable to the natural conditions and socio-economic conditions of localities and meeting chemical safety requirements.
Along with that, specifically determine the viewpoints, goals, and development orientations of the chemical industry nationwide in each period and development solutions, organize the use of the country's resources from central to local levels to ensure the implementation of viewpoints, goals, and development orientations of the chemical industry.
The chemical industry development strategy is established for each 10-year period, with a vision for 30 years.
The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries, ministerial-level agencies and localities to develop and submit to the Prime Minister for approval and adjustment of the Chemical Industry Development Strategy.
The approved strategy for the development of the chemical industry will be the basis for building a development direction for the region's advantageous industry, selecting development options, arranging, selecting and allocating development resources in the region within the content of the regional planning. At the same time, building a development direction for important industries in the area, selecting a plan for organizing socio-economic activities and a plan for developing the system of economic zones, industrial parks, export processing zones and high-tech zones in the province within the content of the provincial planning.
