Accordingly, the Party Committee and the Provincial Military Command always identify the work of "Repaying gratitude" as an important political task. Agencies and units in the Provincial Military Command have proactively coordinated with local Party committees and authorities to organize many charitable activities to care for war invalids, sick soldiers, families of martyrs, and people with meritorious services. With activities such as visiting, giving gifts, helping to repair houses, providing free medical examinations and medicines, building houses of gratitude, and caring for Vietnamese Heroic Mothers, the Provincial Military Command has contributed to easing the pain of war, adding motivation for policy families to strive to stabilize their lives.
Typically, the Military Command of Truc Ninh district has comprehensively and effectively implemented the military rear policy work. The focus is on advising on the good implementation of regimes and policies for soldiers, relatives of soldiers, and policy beneficiaries in the area. In the first months of 2025, the district organized visits and presented 15 gifts (worth 7.5 million VND) to officers and soldiers working at the border and islands; transferred gifts from the Ministry of National Defense , the Central Military Commission and the Military Region Command to policy beneficiaries in difficult circumstances, children of soldiers with serious illnesses; 9 soldiers who are children of war invalids and martyrs (9 million VND), 12 cases are children of war invalids and seriously wounded soldiers, "American-killing heroes" on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (12 million VND), 6 cases in especially difficult circumstances (6 million VND). In addition, the Military Region Command supported 4 million VND from the Children's Support Fund for 2 children of soldiers with serious illnesses. The district's armed forces also presented gifts to 3 families of soldiers in difficult circumstances, relatives with long-term illnesses, and families of martyrs... Lieutenant Colonel Nguyen Van Nguyen, Political Commissar of the Truc Ninh District Military Command, said: "With a sense of responsibility and close coordination with local Party committees and authorities, the district's armed forces always strive to take good care of the material and spiritual lives of policy beneficiaries and soldiers' families, contributing to maintaining the army's rear and building a solid national defense posture from the grassroots level."
A highlight in the "Repaying gratitude" movement is the construction of "Houses of gratitude" for policy beneficiaries in difficult circumstances. A typical example is Nam Dinh city, under the direct direction of the City Party Committee and People's Committee, the "Repaying gratitude" movement does not stop at visiting and giving gifts but has gone into depth with many creative and practical ways. Mr. Phan Trong Loan, a 2/4-class disabled veteran in My Tan commune who was supported to build a "House of gratitude", shared: "Returning from the battlefield, I carried many wounds. My family was in difficulty, the old house was seriously degraded. I am truly grateful for the support of the Military Command of Nam Dinh province and city to build a house. This is a great gift from comrades and teammates - both material and spiritual, giving me and my children more confidence". The house of gratitude was inaugurated in a warm and solemn atmosphere with the presence of representatives of the Provincial Military Command, local Party committees, authorities and villagers.
In the first 6 months of 2025, the Nam Dinh Provincial Military Command has actively implemented the directives of the Central Government and the Ministry of National Defense, notably Decree No. 02/2020/UBTVQH14, Decree No. 131/2021/ND-CP, Circular No. 55/2022/TT-BQP, as well as Decision 1515/QD-TTg dated September 14, 2021 of the Prime Minister on searching, gathering and identifying the remains of martyrs with missing information. The Provincial Military Command has directed the Military Commands of districts and cities to closely coordinate with local Party committees and authorities to review, guide and receive 123 dossiers requesting benefits according to Decisions 142, 62, 49 of the Prime Minister; organize appraisal, approval, and synthesis reports to the Political Department of Military Region 3 within the prescribed time. The Standing Office of the Provincial Steering Committee 515 (Provincial Military Command) has received and supplemented information on martyrs from agencies and units; proposed to amend and complete the records of wounded soldiers and martyrs for 8 subjects; extracted and provided initial information for 12 relatives of martyrs. At the same time, the organization has deciphered symbols and military unit codes in wars for 36 cases, supporting the search, verification and collection of martyrs' graves. Lieutenant Colonel Nguyen Van Thien, Political Commissar of the Provincial Military Command, said: "The Party Committee and the Provincial Military Command always determine that policy work is not only a responsibility but also a sentiment and morality of Uncle Ho's soldiers. Therefore, all stages of implementation are carried out seriously and strictly."
Activities to care for people with meritorious services during the Lunar New Year 2025 were carried out carefully and fully. The Provincial Military Command consulted and selected 50 policy beneficiaries with especially difficult circumstances for the Minister of National Defense to directly visit and present gifts at Bao Minh Industrial Park (Vu Ban district); at the same time, received and delivered 150 gifts authorized by the Minister to policy families in the province. The Military Commands of districts and cities closely coordinated with local Party committees and authorities to visit and present 153 gifts to families of officers and soldiers working at the border and islands. In addition, the Provincial Military Command delivered 5 gifts from the President to comrades who are children of martyrs serving in the armed forces; presented gifts from the Ministry of National Defense to 5 generals and 43 retired military officers with serious illnesses.
In addition, the Provincial Military Command has also organized a review, selection and proposed support for the construction of 3 gratitude houses for families with housing difficulties; continued to implement the policy of supporting 4 Vietnamese Heroic Mothers according to Decision 1231/QD-BQP, at the rate of 2 million VND/person/month. On the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), the Provincial Military Command coordinated to visit and deliver gifts from the Ministry of National Defense to 247 typical policy beneficiaries, deeply demonstrating the traditional morality and responsibility towards previous generations.
With specific and practical actions, the military rear policy work is increasingly going into depth. In the coming time, the Provincial Military Command will continue to closely coordinate with departments, branches and localities to fully implement policies for people with meritorious services, promote propaganda and education on patriotism and deep gratitude to previous generations, contributing to building an increasingly strong national defense.
