Nearly 10km from the center of Lung Khau Nhin commune, Nam Do village has 72 households, 100% of whom are Dao ethnic people. Village head Tan Khay Su said: For many years, people in the village have mainly grown corn and rice; hard work but luckily just enough to eat. In years of natural disasters and droughts, the risk of crop failure and hunger is very high. Recently, implementing the policy of the local government, Nam Do village has promoted the restructuring of crops and livestock; in which, focusing on expanding the area of commercial tea cultivation.
Accordingly, since 2016, some households in the village have boldly converted their family's cultivated land to grow tea trees. The effectiveness of tea trees is clearly seen from the third year, when the tea trees begin to yield and the income is many times higher than that of growing corn and rice. From this result, the people have actively converted ineffective cultivated land to grow tea trees.
"Currently, out of 72 households in the village, 71 are involved in growing tea. Tea plants have contributed to gradually eliminating hunger and reducing poverty for the people; if in 2022 the whole village had 55 poor households, then by the end of 2023 the number of poor households will be 41, a decrease of 14 households," Mr. Su added.
As one of the five poor communes of Muong Khuong district, and one of the top ten poorest communes of Lao Cai province, Lung Khau Nhin commune has paid special attention to poverty reduction in recent times. In particular, the economic restructuring, promoting investment in infrastructure projects to serve production development, cultural - social programs, education, health, population, loans to create jobs, housing support for poor households... have brought about positive effects in poverty reduction.
Mr. Dang Cong Huan, Chairman of the Commune People's Committee, said: The ethnic programs and policies supporting investment from the State, including the National Target Programs, are truly an extremely important resource to promote socio-economic development in Lung Khau Nhin. From this resource, the commune has the conditions to shift the structure of crops and livestock towards commodities.
Currently, along with traditional trees and animals, Lung Khau Nhin commune focuses on propagating and mobilizing people to plant tea trees. Specifically, up to this point, the whole commune has 403.5 hectares of tea, of which the harvested area is more than 200 hectares, the yield is 8 tons/ha, the output is 1,614 tons/year. The total number of households participating in tea planting is 484/684 households, accounting for 70.76% of the total number of households in the commune. In 2023 alone, the whole commune newly planted nearly 60 hectares of commercial tea.
"When participating in tea planting, people are supported with 30 million VND/ha from the National Target Program resources. Therefore, people are very excited and agree with the policy of the commune and district in planting tea trees. Currently, tea trees have become a hunger-reducing tree for people in the commune. This is clearly shown in the poverty reduction rate of the commune in recent years. Specifically, in 2021, the poverty rate of the commune was 454 households, accounting for 68.27%; in 2022, the number of poor households decreased to 387 households, accounting for 57.50%; by the end of 2023, this number was 332 households, accounting for 48.54%...", Mr. Huan informed.
In addition to expanding the tea growing area and increasing farmers' income, the consolidation of the infrastructure system has contributed to creating favorable conditions for trade and exchange of goods. Statistics show that, from the resources of the National Target Programs, Lung Khau Nhin commune has so far invested in and opened 8 new rural roads, with a total length of 19.15km. A new domestic water supply project with a length of 4km has been built, providing clean water to 72 households and 1 kindergarten and primary school.
"The commune's transportation system has been upgraded a lot, helping people travel conveniently, contributing significantly to the local socio-economic development," Mr. Huan affirmed.
It can be said that the National Target Programs have been contributing to "changing the skin and flesh" in the poor commune of Lung Khau Nhin. In 2024, the total planned capital allocated to the commune is 3,462 million VND; of which, the capital of National Target Program 1719 is 1,893 million VND, the capital of the National Target Program for Sustainable Poverty Reduction is 1,569 million VND. The Party Committee and the commune government have been focusing on promoting the disbursement of this important resource to maximize investment efficiency; thereby, accelerating the progress of hunger eradication and poverty reduction for the people in the commune.
