The Ministry of Education and Training said that this Circular applies to teachers teaching in public educational institutions and related organizations and individuals; it does not apply to teachers teaching in educational institutions under the state management authority of the Ministry of Public Security and the Ministry of National Defense.
The appointment and salary arrangement for teachers teaching in public educational institutions must be based on the job position, responsibilities, tasks, capacity and professional expertise of the teacher and according to the provisions of law. At each level, teachers will be divided into three groups: Teachers, main teachers and senior teachers.
Accordingly, preschool teachers have the lowest coefficient according to their professional title of 2.1 and the highest is 6.38. For preschool teachers who have not reached the standard level, the salary coefficient ranges from 1.86 to 4.06.
For primary, secondary and high school teachers, the lowest salary coefficient by job title is 2.34 and the highest is 7.55. For primary school teachers who have not yet reached the standard level, the salary coefficient ranges from 1.86 to 4.06.
With the current basic salary of VND2,340,000, preschool teachers at levels 6 and 38 will have a corresponding salary of VND14.9 million/month; general education teachers at levels 7 and 55 are expected to receive a corresponding salary of VND17.6 million/month.

Teachers of pedagogical colleges and universities are ranked with the highest salary with the lowest salary coefficient by job title being 2.34 and the highest being 8.0.
The draft sets out principles for appointment and salary classification for teachers teaching in public educational institutions, including the content that salary increases or changes in teacher titles are not allowed, except in cases where teachers have career advancement, meet the requirements of a higher teacher title and wish to change their current teacher title.
Teachers with extensive experience in teaching, education and many achievements in professional activities or in cases where teachers are recognized and appointed to the title of professor or associate professor according to the provisions of specialized laws. Newly recruited teachers are not appointed to a professional title higher than the one they have been selected for based on their training level.
In case there is a difference between the current salary coefficient and the salary coefficient of the teaching position, the difference coefficient will be reserved according to the provisions of the law on wages.
Previously, Minister of Education and Training Nguyen Kim Son said that the basic salary of all teachers is expected to increase. Accordingly, the increase will be at least 2 million VND, and at most it can be up to 5-7 million VND/person/month. This increase is only calculated on salary, not including other allowances.
