High school teachers' expected highest salary is nearly 18 million VND/month

The Ministry of Education and Training has just announced a draft Circular on codes, appointments and salary classification for teachers teaching in public educational institutions.

When the Law on Teachers officially takes effect from January 1, 2026, teachers' salaries will no longer be regulated for teachers at the current levels of rank I, II, III. Instead, in the new draft, the Ministry of Education and Training plans to transfer teachers' salaries to new titles.

Specifically, for preschool, primary, secondary and high school levels, teachers are divided into three professional titles, including: Teacher, main teacher and senior teacher, equivalent to current levels III, II and I.

Accordingly, the salary coefficient for preschool teachers remains unchanged, from 2.1 to 6.38. For secondary schools, the coefficient for teachers and senior teachers (formerly grade III and II) remains from 2.34 to 6.38. Only the group of senior teachers (formerly grade I) is increased, from a coefficient of 4.4 to 6.78 to 5.75 to 7.55.

The new salary table for teachers as planned by the Ministry of Education and Training is specifically as follows:

The draft Circular of the Ministry of Education and Training also stipulates that the appointment and salary arrangement for teachers teaching in public educational institutions must be based on the job position, responsibilities, tasks, capacity and professional expertise of the teacher and according to the provisions of law.

In addition, it is not allowed to combine salary increase or change of teaching title, except in 3 cases: there is career advancement, meeting the requirements of a higher teaching title and wishing to change the current teaching title; having a lot of teaching experience and many achievements in professional activities; teachers are recognized and appointed to the title of professor or associate professor.

Previously, the Law on Teachers passed by the National Assembly in June determined that teachers' salaries are ranked highest in the administrative career salary scale system.

Minister of Education and Training Nguyen Kim Son also said that the basic salary of all teachers is expected to increase by at least 2 million VND, and up to 5-7 million VND/month. This figure does not include allowances (professional incentives, seniority, position, exceeding the salary range, working in areas with especially difficult conditions).
