Employers operating in areas where the name has changed or the administrative units have been divided shall temporarily apply the regional minimum wage rate prescribed for the area before the name change.
Currently, the minimum wage is applied in four regions, with workers in Region 1 receiving the highest minimum wage of 4,960,000 VND/month.
The minimum wage for workers is currently implemented according to Government Decree 74/2024 dated June 30, 2024, which stipulates the minimum wage for workers employed under labor contracts.
Accordingly, the minimum monthly wage is VND 4,960,000/month for Region 1; VND 4,410,000/month for Region 2; VND 3,860,000/month for Region 3; and VND 3,450,000/month for Region 4. The minimum hourly wage is VND 23,800/hour for Region 1; VND 21,200/hour for Region 2; VND 18,600/hour for Region 3; and VND 16,600/hour for Region 4.
Decree No. 74 also provides a detailed list of areas where the minimum wage applies, in which workers in Region 1 have the highest monthly minimum wage of 4,960,000 VND/month, including the following areas:
In Hanoi , the districts of Cau Giay, Thanh Xuan, Hoang Mai, Dong Da, Ha Dong, Hai Ba Trung, Ba Dinh, Hoan Kiem, Long Bien, Tay Ho, Nam Tu Liem, Bac Tu Liem and the districts of Gia Lam, Dong Anh, Soc Son, Thanh Tri, Thuong Tin, Hoai Duc, Thach That, Quoc Oai, Thanh Oai, Me Linh, Chuong My and Son Tay town belong to Hanoi City.

In Ho Chi Minh City, the districts are: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Tan Binh, Tan Phu, Binh Tan, Binh Thanh, Go Vap, Phu Nhuan, Thu Duc City and the districts of: Cu Chi, Hoc Mon, Binh Chanh, Nha Be.
In Quang Ninh province , the cities include Ha Long, Uong Bi, Mong Cai, and the towns of Quang Yen and Dong Trieu.
In Hai Phong City, including the districts of Thuy Nguyen, An Duong, An Lao, Vinh Bao, Tien Lang, Cat Hai, and Kien Thuy;
Hai Duong City belongs to Hai Duong province.
Dong Nai Province: Bien Hoa City, Long Khanh City and the districts of Nhon Trach, Long Thanh, Vinh Cuu, Trang Bom, Xuan Loc, and Thong Nhat.
Binh Duong province includes the cities of Thu Dau Mot, Thuan An, Di An, Tan Uyen, Ben Cat and the districts of Bau Bang, Bac Tan Uyen, Dau Tieng, Phu Giao.
Vung Tau City and Phu My town belong to Ba Ria - Vung Tau province; Tan An City and the districts of Duc Hoa, Ben Luc, and Can Giuoc belong to Long An province.
Decree 74/2024/ND-CP also clarifies that employers operating in areas where the name has changed or the administrative unit has been divided shall temporarily apply the minimum wage stipulated for the area before the name change or division until the Government issues new regulations.
Employers operating in newly established areas formed from one or more areas with different minimum wage levels shall apply the minimum wage level of the area with the highest minimum wage.
Employers operating in newly established cities under provincial administration, formed from one or more areas belonging to Region 4, shall apply the minimum wage rate prescribed for the remaining cities under provincial administration.
To update the areas where minimum wage rates apply and to prepare proposals for adjusting the minimum wage to the Government, the Ministry of Interior has requested the Chairpersons of the People's Committees of provinces and centrally-administered cities to direct local labor management agencies to coordinate with relevant departments and sectors to review and update the names of areas where minimum wage rates apply, especially in district-level administrative units that have undergone restructuring.
According to the work plan for March, the Ministry of Interior stated that it will focus on preparing the content regarding the adjustment of the minimum wage, especially concerning the zoning of minimum wages to suit changes in administrative areas when implementing the reorganization of administrative units.
