The section from Km14 to Km19+456 (from Ong Tu Bridge, Dien Duong Ward to the border area with Da Nang City) is considered the "bottleneck within a bottleneck" in the dredging process of the Co Co River.

The dredging of this section of the waterway was previously included in package HA/W3-2 of the Hoi An City Urban Environment and Infrastructure Development Project to Respond to Climate Change. However, the project was technically halted before any implementation could begin due to the expiration of the ODA loan. But without dredging this section, the restoration of the Co Co waterway will remain unfinished.

Quang Nam province has determined that a new project will be needed to restart the dredging of this section of the route using public investment capital during the 2026-2030 period. Notably, land clearance has faced difficulties and obstacles for a long time, as the relevant parties have yet to reach a consensus.

According to statistics from the People's Committee of Dien Ban town, there are still approximately 30.3 hectares of land on this section that have not been compensated and cleared, affecting 507 households.

The head of the Land Development Center of Dien Ban town said: "There are still many agricultural land plots without land use right certificates that are subject to disputes when authorities conduct surveys and verify the origin of the land. On a single plot of land without a land title certificate, several households claim ownership, so a team needs to be established to handle land disputes affected by this project."

According to Provincial Party Secretary Luong Nguyen Minh Triet, one advantage of restarting the dredging project for this section is that the planning does not overlap with any existing projects on either side of the Co Co River.

This is a very important project that will address many issues related to regional connectivity. Therefore, the Provincial People's Committee and relevant departments and agencies should consider allocating a portion of this project's capital in the medium-term public investment plan for 2021-2025 to facilitate land clearance and create favorable conditions for subsequent stages of the project.

According to Vice Chairman of the Provincial People's Committee Tran Nam Hung, for the land areas where the compensation plan has been approved, if the people still agree with the old plan, Dien Ban will continue to make payments. If the people do not agree, a new project will be created based on that data and the price will be applied according to the new regulations.

"Regarding the disputed land plots, Dien Ban needs to urgently direct the People's Committees at the ward level to organize mediation and verify the origin of the land. Otherwise, the town itself must handle the matter thoroughly."

"The agricultural land areas located in the gap between the Co Co River dredging project and the projects of the businesses will be compensated in the second phase of the Co Co River dredging project," said Mr. Tran Nam Hung.
