Opening up many new cooperation focuses in the relationship between Vietnam and Cuba

The visit to Vietnam by the First Secretary and President of Cuba has opened up many new directions and focuses of cooperation in the special friendship and comprehensive cooperation between Vietnam and Cuba.

From August 31 to September 2, First Secretary of the Central Committee of the Communist Party of Cuba, President of the Republic of Cuba Miguel Díaz-Canel Bermúdez and his wife led a high-ranking delegation of the Cuban Party and State to pay a State visit to Vietnam to attend the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam.

On this occasion, Deputy Foreign Minister Dang Hoang Giang answered the press about the results of the State visit to Vietnam by First Secretary and President of Cuba Miguel Díaz-Canel Bermúdez:

Could you please tell us about the outstanding results of the State visit to Vietnam by First Secretary and President of Cuba Miguel Díaz-Canel Bermúdez?

- Deputy Minister Dang Hoang Giang: The State visit of First Secretary and President of Cuba Miguel Díaz-Canel Bermúdez to Vietnam has special significance, taking place at a significant time on the occasion of the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam. This is also the time when the two countries are looking forward to celebrating the 65th anniversary of the establishment of diplomatic relations (December 2, 1960 - December 2, 2025) and the Vietnam - Cuba Friendship Year.

In an atmosphere of sincerity, special trust and a spirit of solidarity and friendship, the leaders of Vietnam and Cuba exchanged many important and substantive contents of great orientation, thereby further deepening the special friendship between Vietnam and Cuba.

It can be affirmed that the visit of the First Secretary and President of Cuba was very successful, achieved many substantive results and created an important milestone, strongly promoting the special friendship and comprehensive cooperation between Vietnam and Cuba, reflected in the following contents:

Firstly, the two countries’ senior leaders expressed their high regard and priority for the traditional solidarity, special friendship and comprehensive cooperation between Vietnam and Cuba, which was built and nurtured by President Ho Chi Minh and Leader Fidel Castro and generations of leaders of the two countries. General Secretary To Lam and senior leaders of Vietnam affirmed that Vietnam always treasures this valuable legacy of relations and is ready to do everything within its capacity to support, assist and comprehensively cooperate with Cuba.

Second, in their roles as leaders of the two Parties, General Secretary To Lam and First Secretary and President of Cuba reaffirmed that the relationship between the Communist Party of Vietnam and the Communist Party of Cuba is the foundation and strategic orientation for bilateral cooperation; at the same time, strengthening comprehensive cooperation between the National Assemblies and specialized agencies of the National Assembly, departments, ministries, sectors, localities of the two countries, socio-political organizations and promoting people-to-people exchanges.

Third, in terms of economy, trade and investment, the two sides paid special attention to discussing practical and important measures to bring bilateral cooperation commensurate with the good political relations between the two countries, especially in the three key areas of cooperation: agriculture, energy and biotechnology. The two countries' senior leaders agreed to continue to have favorable policies for businesses of the two countries, build joint ventures and partnerships to jointly research and produce each country's strong products.

Fourth, the two sides reached a common understanding of the precious value of the long-standing legacy of relations between the two countries, as well as the importance of continuously tightening and deepening the relationship between the two peoples on the occasion of the Vietnam - Cuba Friendship Year 2025. The broad support of the Vietnamese people from all walks of life in the "65 years of Vietnam - Cuba friendship" campaign, chaired and implemented by the Vietnam Red Cross Society, and many other exchange and cooperation activities in 2025 are vivid evidence, reflecting both the breadth and depth of the strong relationship between the two countries.

Fifth, on the multilateral level, the two sides affirmed that they will continue to cooperate and coordinate closely at forums of which each country is a member, especially the United Nations. The Cuban side highly appreciated Vietnam's growing international prestige and supported Vietnam in successfully organizing the signing ceremony of the United Nations Convention against Cybercrime in Hanoi in October 2025, and announced that it would send a delegation to attend the signing ceremony.

On this occasion, the two sides also adopted a high-level Vietnam-Cuba Joint Statement, marking an important milestone in bilateral relations. This statement not only demonstrates the close ties between the two countries but also affirms the determination to promote comprehensive cooperation in many areas, emphasizing that the relationship between the Communist Party of Vietnam and the Communist Party of Cuba is the foundation and strategic direction for bilateral cooperation.

The two sides signed five important cooperation documents in the fields of ensuring food security and rice production, economics and science and technology; healthcare, document storage and management, etc. These are important foundations for the two sides to continue to concretize bilateral cooperation in the coming time, thereby contributing to consolidating and tightening the traditional solidarity, special friendship, and comprehensive cooperation between Vietnam and Cuba to develop substantially and sustainably in the new period, for the benefit of the people of the two countries, for socialism, for peace, cooperation and development in each region and in the world.

With the important results achieved, can the Deputy Minister tell us about specific measures to implement the agreements and signings between the two countries in the coming time?

- Deputy Minister Dang Hoang Giang: With 16 activities in less than 3 days, the visit to Vietnam of the First Secretary and President of Cuba has opened up many new directions and focuses of cooperation in the special friendship and comprehensive cooperation between Vietnam and Cuba.

The most important issue is that the agencies, organizations and localities of the two countries must focus on concretizing the results of the visit as well as effectively implementing the high-level agreements reached, bringing the cooperative relationship into depth and effectiveness in all channels and fields, specifically:

Regarding political and diplomatic relations, in order to deepen the political trust and the extremely good relationship between the two Parties and the two countries, creating a foundation and strategic orientation for bilateral relations in all fields, I think the two countries need to: continue to promote exchanges and contacts between high-ranking leaders of the two countries during the "Vietnam - Cuba Friendship Year 2025; strengthen programs and contents of cooperation between the two parties in 2025 and the following years, including increasing exchanges and sharing of experiences and theories on building socialism and building the Party; closely coordinate, urge and support the effective implementation of cooperation agreements between the two Parties, between departments, ministries, branches and localities of the two countries.

At the same time, review and evaluate cooperation mechanisms between ministries and sectors of the two countries to propose to competent authorities new methods and forms of cooperation, on the basis of practicality, efficiency, focus and key points.

Regarding economic, trade and investment cooperation, it is necessary to continue to focus on directing and implementing signed economic cooperation agreements, prioritizing three key areas of cooperation including agriculture, energy and biotechnology - pharmaceuticals. The two sides need to soon negotiate and sign the Medium-term Agenda on economic, trade, scientific and technological cooperation between Vietnam and Cuba; propose appropriate forms of joint ventures and associations between enterprises of the two countries, based on the strengths and actual situation of each country, and at the same time, seek opportunities to expand cooperation in other potential areas of cooperation.

In people-to-people exchange and some other areas of cooperation, Vietnam and Cuba need to continue to strengthen people-to-people exchange, cultural, educational and tourism promotion activities, as well as cooperation between localities of the two countries, especially on the occasion of the 65th anniversary of the establishment of Vietnam-Cuba diplomatic relations, "Vietnam-Cuba Friendship Year 2025".

At the same time, step up information and propaganda work on the significance and importance of the traditional solidarity, special friendship and comprehensive cooperation between Vietnam and Cuba; pay attention to nurturing and educating the young generation of the two countries to always cherish, preserve and further develop the special, exemplary and loyal relationship between the two peoples.

On the basis of the traditional solidarity, special friendship and comprehensive cooperation between the two countries, together with the attention of the leaders of the two countries, the efforts of the ministries, branches, localities and enterprises of both sides, we can believe that the Vietnam - Cuba relationship will continue to develop deeply and substantially, contributing to the cause of national construction and protection of each country, for peace, stability, cooperation and development in the two regions and in the world.
