According to Resolution 70 of the Politburo on ensuring national energy security by 2030, with a vision to 2045, the target by 2030 is for total electricity capacity to reach 183-236GW, output to reach 560-624 billion kWh; renewable energy accounts for 25-30% of total primary energy supply.
The Politburo requested the issuance of mechanisms and policies to promote renewable energy, deploy the renewable energy certificate (REC) market; prioritize wind power, solar power and research on the exploitation of geothermal heat, ocean waves, tides and ocean currents. At the same time, test the production and use of hydrogen and ammonia, combined with offshore wind power and solar power.
For wind and solar power, the Politburo requires appropriate development of system safety, reasonable prices, and encourages rooftop solar power, self-production and self-consumption. The State assigns large, reputable enterprises to invest in large-scale offshore wind power in conjunction with national defense assurance.
In addition, the Politburo requested to maximize the exploitation of co-generation power sources from biomass; promote the development of electricity from the treatment of urban waste, solid waste and biomass; encourage electricity generation from the recovery of excess gas, excess heat and excess water at factories. These types of power sources are allowed to develop without being limited by planning scale.

Regarding nuclear power, the Politburo requested the urgent implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects, to be put into operation in the 2030-2035 period. At the same time, a program to develop flexible-scale nuclear power, small modular reactors, and invest in advanced technology research to ensure absolute safety must be developed.
Resolution 70 also defines a roadmap to gradually reduce the use of fossil fuels, converting coal-fired thermal power to natural gas, biomass, hydrogen, and ammonia. At the same time, it builds a breakthrough mechanism to mobilize social capital, apply preferential credit, and government guarantees for important energy projects; develop the green bond market, green credit, and take advantage of ODA and JETP capital sources.
The Politburo encourages private enterprises to participate in energy storage infrastructure (storage batteries, LNG warehouses, onshore and offshore oil and gas warehouses) and requires innovation in the electricity transmission price mechanism to strongly attract the private sector to invest in the power grid.
