On the afternoon of October 26th, a representative from the State Bank of Vietnam (SBV) Region 2 stated that, as of the end of October, 12 projects under the social housing loan program, worker housing program, and projects for renovating and rebuilding old apartment buildings, as stipulated in Government Resolution 33/NQ-CP dated March 11, 2023, had been approved in Ho Chi Minh City.

According to the State Bank of Vietnam Region 2, out of the approved projects, only 3 projects received disbursements under the social housing and worker housing loan package. Cumulative disbursements reached over 280 billion VND, with outstanding loans reaching nearly 261 billion VND. Within this package, only 2 individual customers received disbursements exceeding 1.5 billion VND.
In addition, credit institutions in Ho Chi Minh City also disbursed funds for 3 social housing projects outside the city, with the total disbursement reaching nearly 724 billion VND. The current outstanding loan balance is over 614 billion VND.
The program for lending for social housing, workers' housing, and projects to renovate and rebuild old apartment buildings, as stipulated in Government Resolution 33/NQ-CP dated March 11, 2023, is a credit incentive program with a scale of up to VND 145,000 billion, involving 9 commercial banks. Previously, the credit scale of this program was only VND 120,000 billion.
The "modest" disbursement figures in Ho Chi Minh City also partly reflect the many challenges still facing the city's social housing development.
According to the Ho Chi Minh City Department of Construction, the progress of social housing projects in the city is very slow. To date, Ho Chi Minh City has only 205,000 m² of housing construction floor area, equivalent to 4,100 apartments, reaching only nearly 12% of the plan to develop 35,000 social housing units in the 2021-2025 period.
Representatives from the State Bank of Vietnam, Region 2, shared that, in addition to the social housing loan program, the agricultural and rural loan program under Government Decree 116/2018 also has outstanding loans in Ho Chi Minh City exceeding 467,000 billion VND with more than 1.75 million customers.
Businesses in export processing zones and industrial parks in Ho Chi Minh City also have outstanding loans totaling nearly 284,000 billion VND. Of this, short-term loans amount to over 225,000 billion VND, accounting for more than 79%; medium and long-term loans amount to over 58,000 billion VND, accounting for nearly 21%.
