On the afternoon of October 26, a representative of the State Bank of Vietnam (SBV) Region 2 said that by the end of October, the loan program for social housing, worker housing, and renovation and reconstruction projects of old apartments according to Resolution 33/NQ-CP dated March 11, 2023 of the Government had 12 projects approved in Ho Chi Minh City.

According to the State Bank of Vietnam Region 2, among the approved projects, only 3 projects were disbursed under the credit package for social housing and worker housing. The cumulative disbursement turnover reached more than 280 billion VND, the outstanding debt reached nearly 261 billion VND. In this package, only 2 individual customers were disbursed more than 1.5 billion VND.
In addition, credit institutions in Ho Chi Minh City also disbursed nearly VND724 billion to three social housing projects outside the city. The current outstanding debt is more than VND614 billion.
The program for lending to social housing, workers' housing, and projects to renovate and rebuild old apartments under Resolution 33/NQ-CP dated March 11, 2023 of the Government is a credit incentive program with a scale of up to VND 145,000 billion with the participation of 9 commercial banks. Previously, the credit scale of this program was only VND 120,000 billion.
The "modest" disbursement figures of Ho Chi Minh City also partly show that the city's social housing development still faces many challenges.
According to the Ho Chi Minh City Department of Construction, the progress of social housing projects in the city is very slow. To date, Ho Chi Minh City has only 205,000 square meters of housing floor space, equivalent to 4,100 apartments, reaching only nearly 12% of the plan to develop 35,000 social housing units in the 2021-2025 period.
A representative of the State Bank of Vietnam Region 2 shared that, in addition to the social housing loan program, the agricultural and rural loan program under Decree 116/2018 of the Government also has outstanding debt in Ho Chi Minh City reaching more than 467,000 billion VND with more than 1.75 million customers.
Enterprises in the Export Processing Zone - Industrial Park in Ho Chi Minh City also have outstanding debt of nearly VND284,000 billion. Of which, short-term debt is over VND225,000 billion, accounting for over 79%; medium and long-term debt is over VND58,000 billion, accounting for nearly 21%.
