Decision No. 1843/QD-UBND dated August 17, 2022 of the Provincial People's Committee approving the Project to support the establishment and development of production areas associated with the consumption of organic agricultural products in Hung Yen province for the period 2021-2025, with a vision to 2030, aiming to build organic agricultural production areas associated with consumption on the basis of selecting key agricultural products with competitive advantages of the province and widely publicizing organic agricultural production areas to attract economic organizations, enterprises and individuals to invest in developing organic agricultural production; organize production to create certified organic products in accordance with regional and world organic agricultural standards.
The project's goal is that by 2025, the area of organic crop land will reach about 1% of the total crop area for the province's main crops such as rice, fruit trees, and vegetables. The rate of organic livestock products will reach about 1% of the total livestock products for the province's main livestock products such as cattle meat, poultry meat, and waterfowl. The area of organic aquaculture will reach about 0.5% of the total area for some of the province's main livestock products. The added value of organic agricultural products compared to non-organic production will be at least 15% or more. By 2030, the area of organic crop land will reach about 1.5% of the total crop land for the province's main crops such as rice, fruit trees, and vegetables. The rate of organic livestock products is about 1.5-2% of the total livestock products for the province's main livestock products such as: cattle meat, poultry meat, waterfowl. The area for organic aquaculture is about 1.5% of the total farming area for some of the province's main products. The added value of organic agricultural products compared to non-organic production is at least 20% or more.
To implement the project, the Department of Agriculture and Rural Development has coordinated to organize 8 training courses to equip basic knowledge on sustainable organic agricultural production for nearly 500 businesses, farms, cooperatives, and agricultural producers in the province. The Department of Agriculture and Rural Development has coordinated with localities to build a number of organic crop production models with an area of 12 hectares; of which, 10 hectares are for rice, 2 hectares are for vegetables and fruits. Households participating in the model have been instructed on organic production techniques to meet the requirements of standard TCVN 11041-2:2017.
Organic production models have initially changed the thinking of producers towards creating agricultural products with high quality, economic value, and safety for producers and consumers, gradually building a clean and sustainable production by not using input materials (fertilizers, pesticides, etc.) of chemical origin but replacing them with products of organic origin, microorganisms, antagonistic fungi, natural enemies, etc. Products of the models have met food safety standards, so their selling prices are 1.5 to 2 times higher than products produced according to traditional processes; some products such as cucumbers and leafy vegetables have a selling price 3 to 4 times higher, bringing high economic efficiency, creating trust, encouraging farmers to expand the area and scope of application. Currently, the Department is coordinating with related units to organize activities to certify the conversion to organic production for the above production areas.
To develop organic agriculture to ensure both sustainability and productivity and product quality, the provincial agriculture and rural development sector is focusing on synchronously implementing a number of solutions such as: Strengthening propaganda work, raising awareness of the role of organic products to managers, producers, businesses and consumers; strictly complying with the production, processing, monitoring and certification processes of organic agricultural products. Develop and submit to competent authorities for promulgation specific support mechanisms and policies for organic agricultural production such as planning production areas, supporting production capital, building brands, preferential land leases, etc. At the same time, there are support policies and attention to enterprises producing and trading in fertilizers and pesticides of organic and biological origin, etc. Market factors play an important role in the development of organic agriculture, so related sectors need to pay attention and research potential markets to help enterprises negotiate, sign export contracts and expand product consumption markets. In the field of science and technology, sectors and localities need to re-evaluate the organic product production process of enterprises in terms of: Management, quality, product trade, etc. to find out difficulties and propose appropriate solutions for development. Research, select and adjust plant varieties, livestock, and farming techniques suitable to natural conditions. Promote the use of net houses, greenhouses, automatic water spraying systems (drip or mist), automatic sensor systems, etc. in the development of organic agriculture. Along with that, promote encouragement and attract domestic and foreign enterprises to invest in the production and trading of organic agricultural products; pesticides, fertilizers, and animal feed of organic origin.
