The meeting took place in the context of the two countries actively promoting their traditional friendship, opening a new phase of strategic cooperation in the fields of science and technology (S&T), innovation (ICT) and digital transformation (DT). This was the first time a ministerial-level exchange took place between the two agencies in charge of S&T and ICT, marking an important turning point in the bilateral cooperation between Vietnam and Morocco.
At the meeting, the two sides expressed their delight at having the opportunity for the first time to have a direct and comprehensive dialogue on the potential for cooperation in key technology areas towards sustainable development. Minister Azzedine El Midaoui introduced the general strategic orientations of the Moroccan Ministry of Higher Education , Scientific Research and Innovation (MESRSI), emphasizing the key role of scientific research, innovation and digital transformation in transforming the national growth model. He assessed Vietnam as a model of rapid and sustainable development with impressive development indicators in GDP, science and technology, innovation and digital technology. Minister Azzedine El Midaoui expressed his desire for strategic cooperation between Morocco and Vietnam specifically in research on strategic technology applications, operations and connectivity of the innovation ecosystem, as well as sharing practical lessons in Vietnam's digital transformation implementation.

Deputy Minister Bui The Duy expressed his joy at the opening of a new and historic phase of cooperation between the two countries in the context of the long-standing diplomatic relations. The Deputy Minister discussed Vietnam's achievements in the strategic trio of science and technology - innovation - digital transformation; and shared the issues that Vietnam has encountered in the process of sustainable development, which are also the issues that Morocco has been facing. The Deputy Minister proposed co-funding research mechanisms to carry out tasks of common interest to the two countries, and at the same time applied current mechanisms and agreements to enhance the exchange of experts and researchers, as well as maximize the digital transformation ecosystem to connect startups of both sides to seek startup opportunities. In addition, Vietnam is ready to promote the transfer of digital transformation solutions in areas of mutual interest to both sides.
Leaders of the two ministries discussed opening up strategic cooperation opportunities in science and technology, innovation and digital transformation, especially in key technology areas that both sides are interested in and are having to solve, such as renewable energy, saline intrusion, technology development, digital transformation in research activities and connecting the two countries' digital transformation ecosystems.
The leaders of the two ministries agreed to establish direct coordination channels and establish a joint working group to concretize cooperation contents, aiming to sign agreements. On this occasion, Deputy Minister Bui The Duy respectfully invited Minister Azzedine El Midaoui to visit Vietnam to continue promoting and deepening bilateral cooperation.
Morocco is a North African country with an open, stable economy that is transforming rapidly in the fields of science, technology, innovation and digital transformation. With national strategies such as "Maroc Innovation" and "Digital Morocco 2030", the Moroccan Government identifies science and technology as the foundation for sustainable development. The country prioritizes research and application in the fields of renewable energy, smart agriculture, biotechnology, mineral resources and healthcare.
In addition, Morocco's innovation ecosystem is growing with centers such as Technopark, the "Innov Invest Fund" program and technology incubators, contributing to the promotion of advanced industrial sectors such as automotive, aviation and high-tech agriculture. In the field of digital transformation, Morocco is actively building e-government, upgrading digital infrastructure, developing online public services and training digital citizens, with the goal of becoming a digital nation by 2030.
The bilateral meeting between the Vietnamese Ministry of Science and Technology and the Moroccan Ministry of MESRSI not only opens up opportunities for practical cooperation between the two countries but also affirms the increasingly clear role of science and technology, innovation and digital transformation in promoting sustainable development, for the long-term benefit of the people of the two countries, as well as contributing to the global scientific development process./.
