Ha Tien is a border ward established after merging 4 old wards including My Duc, Phao Dai, Binh San and Dong Ho. With an area of over 61km2 and a population of over 40,600 people, the ward has a large area, densely populated, bordering the sea and border, playing an important role in socio -economic development, ensuring national defense and security. However, many households do not use smartphones or do not have an internet connection, and do not save the contact number of the police, so they have difficulty reporting urgent incidents.
Based on that reality, in early 2024, the Vietnam Fatherland Front Committee of the ward piloted the model of "Security and order keychains" in the old Phao Dai area. The model was implemented by 10 core members, who directly presented keychains to people. On the keychains are printed the phone number of the ward police on duty and a QR code leading to the fanpage of the ward police. People can reflect and provide information at any time, helping to strengthen the connection and timely support between people and the authorities.
As a lottery ticket seller, Ms. Tran Thu Thuy (60 years old), residing in Group 6, Ward 3, often travels from dawn to dusk, carrying money from selling lottery tickets, and cannot help but feel insecure. Since receiving the security keychain, she feels more secure. “Before, I was very scared when walking on deserted streets at night, but now thanks to this keychain, I feel secure. If anything happens, just call the phone number on the keychain and someone will help immediately,” Ms. Thuy said.
Ms. Huynh Thi Xuong (80 years old), residing in Group 5, Ward 3, lives alone and does not use a smartphone. After receiving the keychain, she asked for a few more for her children and grandchildren to use. “The keychain is small but useful. If anything happens, I can call that number and immediately reach the police, I feel more secure,” Ms. Xuong shared.
Secretary of Ward 3 Party Cell Dao Van Thol said that in the past, if people wanted to report, they had to go directly to the ward headquarters, some houses were more than 5km away, which was very inconvenient. Thanks to the keychain, many incidents were reported promptly by phone. Once, there was a traffic accident at night, thanks to calling the phone number on the keychain, the police force arrived very quickly. Cases of scuffles, petty thefts or gatherings causing trouble were also handled promptly.
Up to now, the Vietnam Fatherland Front Committee of the ward has distributed nearly 500 key chains to residents and installed nearly 100 hotline information boards in the neighborhoods. Through this, the police force has received nearly 20 valuable reports, helping to promptly prevent many situations, especially teenagers gathering to cause public disorder.
In addition, in 2024, the ward also launched a model of self-managed traffic safety routes, continued to effectively maintain the security camera model, traffic safety school gates... Thanks to the synchronous coordination, from the beginning of 2025 until now, the security and order situation in the ward has been basically stable, with no serious crimes; the Old Fort area alone recorded a decrease of nearly 50% in the number of violations compared to the same period last year.

In the coming time, we will continue to replicate the model to the remaining neighborhoods, contributing to improving the effectiveness of the movement “All people protect national security”.
