"Every party member and cadre must truly imbue revolutionary ethics"

To specify the Resolution of the 13th National Party Congress, the Politburo issued Regulation No. 144-QD/TW, dated May 9, 2024, on revolutionary ethical standards of cadres and party members in the new period (Regulation No. 144-QD/TW). This is an important regulation that contributes to supplementing and perfecting the system of Party building viewpoints on ethics and strengthening the building and rectification of a clean and strong Party.

Building revolutionary ethics is an issue closely linked to building a contingent of cadres and party members, which is considered a key task in the revolutionary stages of the Party. During his lifetime, President Ho Chi Minh attached special importance to building revolutionary ethics for cadres and party members. He said: "A revolutionary must have ethics, without ethics, no matter how talented, he cannot lead the people." His views are expressed through many speeches and articles that form "Ho Chi Minh's Thought on revolutionary ethics". Our Party has issued many policies, resolutions, and regulations on Party building on ethics that have been effectively implemented from the central to the grassroots levels, creating a framework of standards for the ethical values of each cadre and party member to build a strong Party in terms of ethics.
Why was our Party, a young party of only 15 years old in 1945, able to lead the people to make the August Revolution, winning independence and freedom for the country and the people? Why was the Party able to lead the people to make heroic victories such as the Dien Bien Phu Victory in 1954, "Resounding throughout the five continents, shaking the earth"; the great victory in the spring of 1975, reuniting the country? And why was a country heavily devastated by war carrying out the renovation process to have "the foundation, potential, position and international prestige as today"? ... That is thanks to the wise and talented leadership of the Party, but the profound value in that is that generations of Party members have been loyal, steadfast, ready to sacrifice for the independence and freedom of the Fatherland, for the people and have been trusted and supported by the people - Those noble values are revolutionary ethics.
Revolutionary morality is the noble dignity of a party member that “does not fall from the sky. It is acquired through daily struggle and persistent training to develop and consolidate”; it is an important factor that creates the prestige of a party member. The country has “the foundation, potential, position and international prestige as it is today” thanks to the arduous sacrifices of many previous generations of party members, ready to give up the warm happiness of their families, sacrifice their own personal happiness to embark on the thorny revolutionary path, even ready to go to the guillotine, to the shooting range, ready to sacrifice for the cause of national salvation, as the poet To Huu wrote: “Revolutionary life, since I understood/Committing myself means having to endure imprisonment/The sword is held to the neck, the gun to the ear/The body is only half alive”,…

Delegates at Lai Chau province watched the documentary: "Revolutionary ethics is the root and foundation of revolutionaries" at the National Conference to disseminate central documents; including Regulation No. 144-QD/TW on revolutionary ethical standards of cadres and party members in the new period, organized by the Politburo and the Secretariat on July 9, 2024.

However, besides exemplary party members, there are still party members who disregard revolutionary moral values, use the name of communists to take advantage of the Party's prestige, take advantage of the position and power given to them by the people for personal gain, commit corruption, abuse power, affecting the Party's prestige and the people's trust.
When the basic and essential values of cadres and party members are not voluntarily implemented, it is necessary to institutionalize them into mandatory regulations to strictly maintain the Party's discipline; to spread and promote revolutionary ethical values and eliminate degraded elements, and to preserve the Party's reputation and prestige. That is an inevitable rule to build and rectify a clean and strong Party.
Regulation No. 144-QD/TW has fully systematized the revolutionary ethical standards that each cadre and party member of the Party must properly implement. The ethical values of a party member are stipulated in 5 articles: "Patriotism, respect for the people, absolute loyalty to the Party and the Fatherland", "Courage, innovation, creativity, integration", "Diligence, thrift, integrity, impartiality", "Solidarity, discipline, love, responsibility" and "Exemplary, modest, self-cultivation, lifelong learning" with 19 articles are the standards that each cadre and party member must constantly strive for and persistently practice.
The revolutionary ethical standards in Regulation No. 144-QD/TW are criteria for the qualities of revolutionary cadres and party members towards themselves, their behavior towards compatriots, comrades and work; and their personal responsibility towards the Party and the nation. As a party member, one must first of all be a decent person; moreover, one must be strict with oneself to set an example, to train one's will and mettle for the ideal one has chosen. Regulation No. 144-QD/TW requires the responsibility of cadres and party members to preserve the good qualities and revolutionary ethical values that have been built and nurtured by many previous generations of cadres and party members of the Party over the past 94 years. This is not only preserving for oneself but also preserving for the collective and organization; it is also an affirmation that "Our Party is ethical and civilized" so that each cadre and party member will always be loved by the people, contributing to firmly consolidating the flesh-and-blood relationship between the Party and the people. Practicing revolutionary ethical standards, promoting and spreading the good qualities of cadres and party members to the masses is difficult, but preserving revolutionary ethics is even more difficult.
The standards in Regulation No. 144-QD/TW are not difficult to implement because they are highly universal for over 5 million Party members from central cadres to Party cell members. Those are the natural values of Party member standards. However, entering a new stage of development, cadres and Party members, especially leaders and managers at all levels, must face the negative side of the market economy, easily falling into individualism leading to the risk of degradation in political ideology, ethics, lifestyle... Overcoming trivial desires to maintain the revolutionary moral qualities of Party members is an issue that requires daily cultivation and persistent training.
The entire Party, the entire army, and the entire people are looking forward to the 55th anniversary of the implementation of the Testament of President Ho Chi Minh - the founder and trainer of our Party, a shining example of revolutionary ethics. Every cadre and party member must constantly study and follow Uncle Ho, strictly implement Regulation No. 144-QD/TW and the Party's policies, resolutions, and regulations to strive and practice revolutionary ethics as Uncle Ho instructed in his Testament: "Every party member and cadre must truly imbue revolutionary ethics... We must keep our Party truly clean, and must be worthy of being a leader and a truly loyal servant of the people." That is a practical and meaningful task in implementing his Testament.
