At the National Conference to disseminate and implement Resolution 66 and Resolution 68 of the Politburo on the morning of May 18, Prime Minister Pham Minh Chinh said that he would launch a movement for the entire people to compete to get rich, contribute to building and protecting the socialist Vietnamese Fatherland.

This call to arms attracted public attention because of its profound generality, strong message and clear development orientation.

VTC News Online Newspaper reporter interviewed Dr. Nguyen Si Dung - former Deputy Head of the National Assembly Office, member of the Prime Minister's Policy Advisory Council - to clarify the layers of meaning and conditions for realizing the "competition to get rich" movement in economic and social life.

Talking about the orientation of our country's socio-economic development in the coming time related to this statement of the Prime Minister, Mr. Nguyen Si Dung said that the Prime Minister's launching of the movement "all people compete to get rich, contribute, build and protect the socialist Fatherland" is a profound political declaration, containing three important orientations for our country's socio-economic development in the coming time.

Firstly, it is the affirmation of the central role of people and businesses in the new development model. If in the past, the State was often seen as the "bearer" of development responsibilities, now the mindset has changed significantly: national development is a common cause, in which each person and each business is a creator, a soldier on the legitimate front of enrichment. Putting the concept of "competing to get rich" into the national policy represents an ideological breakthrough - not only encouraging enrichment, but also considering it a patriotic act.

Second, this movement reflects a close connection between the goal of economic growth and the need to protect and build the Fatherland. The keyword "socialism" in the statement is not a decorative element. It emphasizes that the path to wealth cannot be separated from social responsibility, fairness, and inclusive development. Legitimate wealth goes hand in hand with nurturing the spirit of community, with contributing to social security, with building a prosperous nation that leaves no one behind.

Third, this is a call to awaken the nation's internal strength in an important transition period. In the context of a volatile world, external resources cannot be a long-term support. Sustainable development must be based on an endogenous foundation - that is, the creativity, labor, dedication and aspiration to get rich of the entire people.

- In your opinion, should we understand "getting rich" in this message in terms of individuals, communities or nations?

I believe that "getting rich" needs to be understood comprehensively, integrating all three levels of meaning: personal enrichment, community enrichment and national enrichment. These are not three separate levels, but three concentric circles, spreading and complementing each other in a development model based on civic spirit, social awareness and national aspirations.

First of all, personal enrichment is the starting point and a legitimate right. A society cannot prosper if each citizen does not have the right and motivation to truly enrich themselves through intelligence, labor and creativity. When people are guaranteed property rights, freedom of enterprise, and the state supports a fair competitive environment, "getting rich" is no longer the privilege of a small group, but becomes the goal of the majority.

Next, enriching the community is a higher development of the spirit of "patriotic emulation". A businessman who knows how to share the results with society, a farmer who cooperates with his neighbors, an intellectual who contributes knowledge to the community - these are all vivid images of "enriching the community". Wealth is not only measured by money, but also by the ability to create social value - that is the morality of development, the core of the great solidarity of the people.

And national enrichment is the ultimate goal. When millions of individuals and tens of thousands of communities become wealthy in a just way, the nation will prosper. But national enrichment is not just about GDP or revenue - it is also about status, about belief, about identity, and about resilience in a changing world.

In other words, the Prime Minister is not just calling on each citizen to enrich themselves, but also arousing a deeper ideal: to make the journey of personal enrichment part of the mission of nation-building. That is the combination of modern entrepreneurship and traditional patriotism, of active individualism and liberal communitarianism, of the development of each individual and the destiny of the whole nation.

- So how should this spirit be implemented so that every social class can participate and benefit properly?

We cannot encapsulate the message of the head of Government in the concept of wealth accumulation, but the greater expectation of this movement is to create a new class of people and entrepreneurs who are capable, responsible, have national spirit, dare to think, dare to do, dare to innovate to get rich legitimately.

They will be aware of the responsibility not only to enrich themselves but also to create value for society. For example, for people, through paying taxes, connecting with the community; and for businesses, through creating products, creating jobs for workers, bringing value to the economy...

If the movement is effectively implemented, any citizen - regardless of economic class or region - will know and have the mindset to get rich, and of course not everyone is the same.

Farmers can get rich through learning, developing high-tech agriculture, new cooperative models, OCOP products, agricultural tourism, and agricultural exports.

People in remote areas can take advantage of local advantages to develop unique cultural and tourism products, enrich themselves with indigenous knowledge, medicinal products, traditional handicrafts, and clean agriculture.

Urban entrepreneurs have more opportunities in investment, technology, creative startups, high-end services, logistics, etc.

- What factors are needed to successfully launch such a movement, sir?

I believe that for the "competition to get rich" movement to succeed, it cannot rely solely on spiritual appeals or mobilization. This must be a comprehensive development strategy, in which policies, institutions, resources and the participation of the private sector are all essential and complementary components.

First, policies must be guided by vision, designed according to the principles of companionship and facilitation. A national enrichment movement cannot develop if the policy system is restrictive, has high legal risks, or discriminates between economic sectors. Tax policies, credit, labor training, digital transformation, startup support, etc. need to be synchronous and interconnected.

And finally - and most importantly - the active, proactive and creative participation of the private sector... We need to give them confidence, opportunities and a creative role. The State plays the role of "launching pad", but businesses and people are the "growth engines".

Next, institutions must be transparent, stable and encourage innovation. No one dares to get rich without a clear legal framework and confidence in the protection of the law. Institutions must guarantee property rights, freedom of enterprise, and fair competition. Good institutions are a stronger driving force than investment capital or budget subsidies.

On the other hand, state resources need to be allocated intelligently to “activate” rather than replace the market. What the state needs to do is to unblock capital flows, provide infrastructure, support disadvantaged areas, and design risk-sharing mechanisms (such as credit guarantees, agricultural insurance, etc.). The goal is to create an environment where everyone has the opportunity to rise up, and no one is left behind.

And finally - and most importantly - is the active, proactive and creative participation of the private sector. No one else but entrepreneurs, producers, farmers, intellectuals, youths... are the ones who turn movements into actions, and political will into development results. We need to give them confidence, opportunities and a creative role. The State plays the role of "launching pad", but businesses and people are the "growth engines".

For the emulation movement to become rich to succeed, it needs a synchronous development ecosystem - where institutions are the foundation, policies are the tools, resources are the catalysts and the private sector is the subject of action. When these four factors operate in harmony, the movement will not only be a temporary success, but can become a sustainable development driver for the entire economy.
