The basic salary is expected to increase by approximately 8%.
In recent days, information regarding the potential adjustment of the basic salary and pension levels has been of great interest to many people. At a meeting with constituents in Lao Cai province on March 9th, Deputy Prime Minister Pham Thi Thanh Tra stated that salary reform is a common desire of voters nationwide. According to projections, from July 1st, 2026, the basic salary may be adjusted upwards by approximately 8%; this will be linked to adjustments in pensions, allowances for meritorious individuals, and other social benefits.
Currently, the basic pension is 2.34 million VND/month, effective from July 2024. Although there has been an improvement compared to before, the rising cost of living is creating pressure on spending. Mr. Nguyen Van Hung (from Tam Hiep ward), a retired teacher, said: “I am very interested in information about pension adjustments, because I mainly rely on my pension for my life. Each adjustment brings a little more peace of mind. Everything is increasing now, so if the pension is adjusted, it will ease some of the pressure.”
Similarly, Ms. Le Tran Phuong Hieu, a civil servant working in Tran Bien ward, believes that the increase in the basic salary is a necessary encouragement for grassroots officials. “The workload after the provincial merger is heavier, and the demands are higher. When we heard the news that salaries might increase from July 2026, all salaried workers were excited and looking forward to it. Although the increase isn't huge, it will help improve income to some extent,” Ms. Hieu shared.
Also at the aforementioned meeting with voters, Deputy Prime Minister Pham Thi Thanh Tra stated that salary adjustments will be calculated based on the country's budget balance and economic conditions. Furthermore, the policy must ensure harmony between the salaries of officials, civil servants, and members of the armed forces with the benefits for retirees, meritorious individuals, and social welfare beneficiaries.
The Deputy Prime Minister also stated that the Government is continuing to study and refine the mechanism for bonuses linked to work performance. Accordingly, agencies and units will evaluate work efficiency based on task results to have appropriate reward policies. This is also considered a solution to improve the efficiency of the apparatus and create more motivation for officials and civil servants.
Improve living standards and create work motivation.
The planned increase in the minimum wage from July 1, 2026, has not only attracted the attention of officials, civil servants, and workers, but is also considered by many citizens as a policy with practical significance for social life. This is because increasing the minimum wage is not simply an income adjustment, but also contributes to ensuring social security and creating further impetus for development.
First and foremost, increasing the basic salary helps improve the income and stabilize the lives of cadres, civil servants, public employees, members of the armed forces, as well as many others receiving salaries and allowances from the state budget. In the context of rising living costs, salary adjustments are seen as a solution to partially offset the fluctuations in market prices.
Ms. Tran Dieu Hien (from Trang Dai ward) said: For those living on pensions or fixed incomes, each pension adjustment brings a certain sense of security. "If pensions are adjusted upwards, it also helps us reduce the pressure of expenses," Ms. Hien shared.
Besides improving living standards, increasing the basic salary is also considered a motivating factor for civil servants and public employees. When income improves, workers have more opportunities to focus on their professional duties, enhancing their sense of responsibility and the quality of service to the public. This is also one of the important solutions to retain and attract qualified human resources in the public sector.
According to Ms. Tran Thi Ngoc Bich (from Long Thanh commune), a reasonable salary increase policy would create more motivation for those working in the state apparatus. "When income improves, officials and civil servants will feel more secure in their work. People also hope that those working in the public sector will have better conditions to serve the people more effectively," Ms. Bich expressed.
Another important significance of increasing the base salary is its contribution to the implementation of social security policies. The current base salary is the basis for calculating many benefits such as wages, allowances, social assistance, social insurance, and health insurance. Therefore, when the base salary increases, many policy beneficiaries, retirees, those who have contributed to the revolution, and those receiving social assistance will also receive higher levels of support, thereby contributing to improving their living conditions.
Furthermore, increased income also has a positive impact on the economy. When people's incomes improve, their spending power increases, which in turn stimulates consumption, promotes production and business activities, and creates further impetus for the development of many economic sectors.
For the salary increase policy to be effective, many believe that the government needs to implement it in conjunction with solutions to control market prices and improve the efficiency of budget utilization. In that case, salary adjustments would not only improve the lives of salary earners but also contribute to sustainable socio-economic development.
