Binh Duong breaks ground on construction of 75-hectare An Lap industrial cluster
On April 8, Binh Duong province broke ground on the construction of the An Lap industrial cluster infrastructure in An Lap commune, Dau Tieng district. The project has a total area of 75 hectares and a total investment of VND450 billion.

The infrastructure is expected to be completed in January 2025 to welcome investors into production and business.
An Lap Industrial Cluster was built with the aim of attracting small and medium enterprises and cooperatives located outside industrial zones and clusters in the southern districts (bordering Ho Chi Minh City and Dong Nai ) to invest in production and business.
At the groundbreaking ceremony, Mr. Nguyen Loc Ha, Vice Chairman of Binh Duong Provincial People's Committee, requested the investor to complete the project on schedule, ensure construction quality, and synchronously connect the cluster's infrastructure with the general technical infrastructure of the area.
After completion, the industrial cluster can only attract industries and fields that have been approved for investment in accordance with Government regulations on management and development of industrial clusters.
Besides building new industrial clusters, Binh Duong also aims to build “Net Zero” industrial clusters.
Currently, SEP Cooperative Group (Korea) is researching the construction of a "Net Zero" industrial cluster in Phu Giao district with an area of 180 hectares and an investment capital of about 200 million USD.
According to the plan of Binh Duong Provincial People's Committee, in the period of 2023-2030, the province will build 10 new industrial parks and clusters to attract investment.
Total investment of BOT project of road tunnel through Deo Ca reduced by 7,250 billion VND
The Minister of Transport has just signed Decision No. 397/QD – BGTVT approving the Feasibility Study Report to adjust the Deo Ca Road Tunnel Project (including Deo Ca and Co Ma Tunnel, Cu Mong Tunnel and Hai Van Tunnel) under the form of BOT contract.

Accordingly, there are 3 additional investment items in the Project during implementation, including the construction of Suoi Dua bridge (Km1370+402, National Highway 1); the construction of Cu Mong pass tunnel; the expansion of Hai Van road tunnel (including the operation of Hai Van tunnel through the pass).
The Ministry of Transport decided to adjust the total investment of the Project down to VND 18,903.89 billion, including compensation, support and resettlement costs: VND 593.44 billion; construction and equipment costs: VND 13,254.16 billion; consulting project management costs, other costs: VND 1,988.12 billion; operating costs of Hai Van tunnel through the pass in the 2016-2017 and 2018-2020 periods: VND 455.72 billion; loan interest during construction period (provisional): VND 2,612.45 billion; contingency costs: VND 0 billion.
Compared with Decision No. 3107/QD-BGTVT dated October 5, 2016 of the Minister of Transport on approving the Feasibility Study Report of the BOT Road Tunnel Project through Deo Ca, the total investment after adjustment decreased by VND 7,250 billion, of which the most significant is the reduction of equipment and construction costs by VND 2,049.78 billion; interest during construction decreased by VND 1,209 billion; contingency costs decreased by VND 3,052 billion...
The total investment of the BOT project of the Deo Ca tunnel will be determined accurately when finalizing the project.
The above changes have led to changes in the capital structure for project implementation. Specifically, according to Decision No. 397, the BOT capital for project implementation is 14,127.27 billion VND.
The State capital supporting the Project is 4,776.62 billion VND, including 90 billion VND of State budget capital: used to support site clearance for the Deo Ca tunnel project; 3,506.62 billion VND of Government bond capital used to pay for the BT part of the Co Ma tunnel, access roads, site clearance and resettlement costs; 1,180 billion VND of the medium-term public investment budget for the period 2021 - 2025 used to support the construction of the Deo Ca tunnel project is 1,065.29 billion VND, supporting the organization of site clearance compensation and resettlement of the Project is 114.71 billion VND.
Other contents remain the same as previous decisions of the Minister of Transport.
The Ministry of Transport assigned Project Management Board 85 to carry out the following tasks in compliance with legal regulations; continue to review and complete procedures for adjusting financial plans, adjusting contracts, performing payment and settlement work and related contents according to regulations; be responsible for checking and reviewing capital sources for project implementation, developing capital plans, completing capital procedures for the project according to regulations; ensure the use of State capital to support the project for the right purposes, objects, legal regulations, National Assembly Resolutions and project investment efficiency.
Project Management Board 85 is also responsible for implementing management and strictly controlling construction investment costs; managing contracts, acceptance, capital settlement, project investment costs, ensuring full legal basis and compliance with legal regulations.
It is known that the BOT project of the Deo Ca tunnel was initially approved by the Minister of Transport in Decision No. 47/QDBGTVT dated January 6, 2012. During the implementation process, a number of items were added to the project according to regulations and the capital source for project implementation was adjusted.
By the end of December 2020, all items of the Deo Ca Tunnel BOT Project had been completed, of which the Deo Ca, Co Ma tunnels and access roads were completed in August 2017; the Cu Mong tunnel was completed in March 2019; and the Hai Van tunnel was completed in December 2020.
The project has been put into operation and has promoted investment efficiency, significantly reducing traffic safety risks on National Highway 1.
However, in the process of allocating State budget capital to support the project, the Ministry of Planning and Investment commented in Document No. 5373/BKHĐT-PTHTĐT dated July 10, 2023, reporting to the Prime Minister, stating that “During the implementation process, the Project has had many changes in scale, total investment, capital structure and investment form. All additional items were approved in separate decisions not included in the initial overall project. Up to now, there has been no decision approving the overall Project, as a basis for assigning annual capital plans in accordance with the provisions of Article 53 of the Law on Public Investment. The assignment of annual capital plans is under the authority of the Ministry of Transport”.
On September 20, 2023, Deputy Prime Minister Le Minh Khai commented in Notice No. 386/TB-VPCP of the Government Office, requesting the Ministry of Transport to be responsible for completing procedures, ensuring the use of state capital to support the Project in accordance with regulations and investment efficiency, avoiding corruption, waste, loss, and negativity.
TKV wants to invest in Bauxite - Alumina - Aluminum projects with a scale of 182,000 billion VND
A working delegation of the Coal - Mineral Industry Group (TKV) led by Mr. Nguyen Tien Manh, Deputy General Director, has just conducted a field survey at Mine 1-5 in Dak Glong district, Dak Nong province to proceed with the implementation of the Dak Nong 2 Alumina production plant complex.

Previously, at the working session with the leaders of Dak Nong province, TKV also reported that the Group had completed the project "Overall development of TKV's Bauxite - Alumina - Aluminum sector to 2030, with a vision to 2045".
According to this Project, in Dak Nong province by 2030, TKV will focus on investing in expanding the capacity of Nhan Co Alumina Complex to about 2 million tons of Alumina/year; investing in a new Dak Nong 2 Bauxite - Alumina - Aluminum Complex with a capacity of 2 million tons of Alumina/year and 0.5 - 1 million tons of Aluminum/year.
Accordingly, TKV will implement 2 exploration projects and 5 Bauxite - Alumina - Aluminum projects with a total estimated investment of over 182,000 billion VND, in which priority will be given to implementing the Dak Nong 2 Aluminum Electrolysis Plant Project in 2024, striving to complete it in 2030, to increase the value of deep processing, contributing to building Dak Nong into a national aluminum industry center.
Mr. Nguyen Tien Manh, Deputy General Director of TKV, said that in order to prepare for the implementation of upcoming projects in Dak Nong, TKV has developed resource plans for investment capital. Specifically, TKV has spent nearly 1,000 billion VND to explore Bauxite mines in Dak Nong province, meeting the implementation of Alumina-Aluminum projects in the province, preparing raw materials to meet the implementation of the projects.
With the experience gained in implementing Bauxite - Alumina projects in the past in Lam Dong and Dak Nong, TKV is also very confident in the feasibility of these projects and commits to implementing them as soon as possible.
At the meeting, TKV leaders also pointed out some difficulties and problems in the process of implementing the Project in the past time, for projects expected to be implemented in the area in the coming time and proposed and recommended some contents related to the exploration, exploitation, processing and use of Bauxite, Alumina, Aluminum.
On the Dak Nong province side, the functional departments and local authorities at the meeting all agreed on the policy and supported the projects that TKV is implementing and will implement in Dak Nong in the coming time. However, in the face of current difficulties in compensation and site clearance to recover land for the Nhan Co Alumina Plant project in the past, the locality also requested that, in order to effectively implement the upcoming projects, TKV Group needs to learn from experience to develop specific and detailed plans, even be flexible and creative in compensation and support work to gain people's consensus and create more favorable conditions for project implementation.
Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen acknowledged the contributions of TKV to the development of Dak Nong in recent times and also said that many enterprises are currently conducting surveys and planning to invest in Bauxite mining and Alumina production in the province. Therefore, TKV needs to have a plan for exploration and survey of key areas to avoid overlap.
Regarding the plans that TKV is expected to implement in the coming time, the Vice Chairman of Dak Nong Provincial People's Committee also noted that TKV needs to focus on carefully surveying the potentials and strengths of the province, combining the experiences over time of implementing projects in Dak Nong to build specific and feasible plans, in which, special attention should be paid to environmental issues, creating consensus among people in the project area.
“Dak Nong always supports and accompanies the Group in implementing upcoming projects in the province. TKV’s projects will make an important contribution to the development of the Alumina and Aluminum industry in Dak Nong in the coming time,” said Mr. Yen.
Quang Ngai speeds up progress of key projects
The Thanh Duc Bridge Project has a total investment of 265 billion VND, starting construction on November 25, 2023. According to the design, Thanh Duc Bridge consists of 2 main items: the bridge and the approach road. Of which, the bridge is 557.5m long; the bridge is 13m wide with 4 lanes; the prestressed reinforced concrete girder bridge has 17 spans.

The project consists of two contractors, of which Gia Hung Development Investment Joint Stock Company is the contractor for the construction of the western side of the bridge; and Tien Hung Joint Stock Company is the contractor for the eastern side of the bridge. The project implementation time is 440 days from the commencement date.
A representative of Gia Hung Investment and Development Joint Stock Company said that taking advantage of favorable weather, the unit is simultaneously implementing many construction projects, including bored pile drilling, digging foundation pits, launching beams, casting bridge beams...
Similarly, with a total investment capital of more than 300 billion VND, the Quang Ngai Provincial Convention and Exhibition Center is an important project chosen by Quang Ngai province as a project to welcome the Provincial Party Congress for the 2025-2030 term.
According to the Quang Ngai Civil and Industrial Construction Investment Project Management Board (investor), after more than 1 year of construction, the project is on schedule and will be completed in the third quarter of 2024, expected to be 6 months ahead of schedule.
Mr. Nguyen Van Cuong, Deputy Director of Quang Ngai Civil and Industrial Construction Investment Project Management Board, said that since the beginning of the year, the unit has directed contractors to focus on human resources and equipment to speed up the construction progress of projects. In particular, there are projects where the unit requires contractors to complete earlier than the scheduled progress.
"Currently, the projects invested by the unit are mainly stuck in the site clearance stage. To speed up the progress of the projects, the Management Board continuously urges contractors to take advantage of favorable weather to speed up the progress. If there are any problems, the unit will resolve them and put the projects into use soon," Mr. Cuong emphasized.
The province's total public investment capital plan for 2024 is VND 6,302,869 billion (including other development investment expenditure of VND 104 billion), of which: Local budget capital is VND 5,045,015 billion, central budget capital is VND 1,257,854 billion.
It is estimated that by March 31, 2024, disbursement will reach VND 962,774 billion, reaching 15.3% of the assigned capital plan, of which: Local budget disbursement is about VND 801,178 billion (15.9%), central budget is estimated at VND 161,596 billion (12.8%).
In order to ensure the disbursement schedule of public investment capital in 2024, in mid-February 2024, the Provincial People's Committee issued Plan No. 33 on the detailed disbursement schedule of public investment capital in 2024 with the goal of completing the disbursement of 100% of the public investment capital plan in 2024 by December 31, 2024.
Quang Ngai province requires that investors who do not fully disburse the assigned 2024 public investment plan without force majeure will be reviewed and submitted to competent authorities for decision on handling responsibilities, and cutting the medium-term public investment capital plan from the central budget and provincial budget corresponding to the amount of capital plan assigned in 2024 but not yet disbursed.
Vice Chairman of Quang Ngai Provincial People's Committee Tran Hoang Tuan said that in the context of the province facing many difficulties, the spirit of solidarity and high unity will be the fulcrum for the province to implement key tasks, especially the construction and disbursement of key infrastructure projects.
In 2024, the central budget estimates that Quang Ngai will collect from land use fees is 2,600 billion VND. Therefore, it is very difficult for projects to be approved for investment policies and to allocate capital from land use fees. Therefore, the Provincial People's Committee will report to the competent authority to allocate excess revenue in 2023 to compensate for the shortfall in land use fees in 2024 allocated to the projects.
"More than ever, agencies and units must get to work, pull themselves together and join hands to overcome difficulties, complete infrastructure projects, especially key transport infrastructure projects, to bring the projects to the finish line.
"For local departments and branches in the province, it is necessary to uphold the spirit and responsibility, complete related tasks such as compensation, site clearance, material sources for construction projects... to ensure progress on the construction site and disbursement of capital as proposed by the province in 2024," Mr. Tuan emphasized.
About to activate capital calling policy for major aviation project
The Ministry of Transport (MOT) has just issued Document No. 3362/TTr-BGTVT to the Prime Minister on approving plans, policies, and solutions to implement the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050 (the Plan). Previously, in early June 2023, the Prime Minister signed Decision No. 648/QD-TTg dated June 7, 2023 approving the Plan.

To implement the Plan, at the end of November 2023, the Ministry of Transport assigned the Civil Aviation Authority of Vietnam (the planning agency) to develop plans, policies, and solutions to implement the Plan; collect opinions from 13 ministries, branches, and 29 localities with airport planning. By the end of March 2024, the Ministry of Transport and the Civil Aviation Authority of Vietnam had received 31/42 comments from relevant ministries, branches, and localities.
According to Mr. Le Anh Tuan, Deputy Minister of Transport, this plan aims to identify tasks, solutions, and a list of specific projects to implement the Plan in each phase from now until 2030, including identifying methods, resources, and coordination mechanisms between ministries, departments, branches, and localities in implementation.
In addition, this is also an orientation for ministries, branches and People's Committees of provinces and centrally-run cities in developing plans, coordinating with the Ministry of Transport and related units in implementing tasks and solutions for planning the development of the airport system under local management.
To concretize the Plan and create conditions for localities to proactively plan their investments, the Ministry of Transport aims to complete the planning of 30 airports in the next 2 years (including 14 international airports: Van Don, Cat Bi, Noi Bai, Tho Xuan, Vinh, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho and Phu Quoc; 16 domestic airports: Lai Chau, Dien Bien, Sa Pa, Na San, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Phan Thiet, Rach Gia, Ca Mau, Con Dao, Thanh Son and Bien Hoa).
In the period of 2026 - 2030, complete research and planning of Cao Bang Airport, the second airport in the capital region, and Hai Phong International Airport.
According to preliminary calculations by the Ministry of Transport, to implement the Plan, the total capital demand for airport infrastructure investment (excluding projects self-funded by Vietnam Air Traffic Management Corporation) in the 2021-2030 period is estimated at about VND 420,472 billion.
In Document No. 3362/TTr-BGTVT, along with balancing and arranging state budget capital to invest in building aviation infrastructure according to the Plan, the Ministry of Transport proposed that the Prime Minister allow the maximum mobilization of social capital to invest in new airports under the PPP method.
In addition, the Ministry of Transport proposed to develop a mechanism allowing civil aviation units to invest in, operate, and exploit works on land and infrastructure assets managed by the Ministry of National Defense to make the most of existing infrastructure, serving dual-use activities.
“The state budget and the Vietnam Airports Corporation (ACV) have only balanced about VND 204,615 billion, so the early untie of the knot in the mechanism for socialized investment and upgrading of existing airports and airfields is an urgent issue to soon concretize. Another important highlight in Document No. 3362/TTr-BGTVT is that the Ministry of Transport has identified a list of 19 important national projects and priority projects in the field of aviation infrastructure for the period 2021 - 2030 according to the approved plan. These are projects expected to be invested in the period 2026 - 2030 or the period after 2030. In case there is a need for investment to serve socio-economic development and mobilize resources, the Prime Minister will be reported to approve the investment plan earlier.
This list includes a number of projects in the investment phase such as: Long Thanh International Airport, Tan Son Nhat International Airport, Dien Bien Airport or will certainly be invested by the existing airport operator, ACV. However, there are still a number of new investment projects such as: Phan Thiet or investing in additional passenger terminals at Phu Cat, Con Dao, Cam Ranh Airports... that are being proposed by localities to call for capital in the form of PPP.
The above list also does not include 2 military airports that are being invested in for dual-use conversion (Bien Hoa, Thanh Son) and about 5 airports and potential airports that are being planned by some localities with the main orientation being to mobilize maximum non-budgetary capital for investment under the PPP method.
However, the investment opportunities in the above airports for investors will be clearer after the Project on Orientation for Mobilizing Social Capital for Investment, Management and Exploitation of Airport Infrastructure is approved by competent authorities.
Regarding the project to mobilize social capital for investment and exploitation, the Ministry of Transport said that the Prime Minister issued Decision No. 1121/QD-TTg dated September 22, 2022 to establish a Working Group to study and evaluate the overall capacity of civil aviation exploitation at Thanh Son Military Airport (Ninh Thuan province) and Bien Hoa Military Airport (Dong Nai province); study the project to socialize investment under the PPP method to exploit Na San (Son La province), Vinh (Nghe An province), Chu Lai (Quang Nam province), Can Tho (Can Tho city) and a number of other airports when needed.
According to Clause 1, Article 4, Decision No. 1121/QD-TTg, the People's Committees of provinces and cities are assigned to research and develop socialization projects, invest in the PPP method to exploit airports in their localities, and report to the Working Group. To support localities, the Ministry of Transport has assigned units to proactively develop outlines of the main contents as a basis for implementing the project and send them to the People's Committees of provinces and cities to direct the units to research and develop the project.
The Ministry of Transport is compiling and completing the Project to submit to the Prime Minister for approval in the second quarter of 2024 as a basis for studying and perfecting policy mechanisms and legal corridors in mobilizing social capital to invest in airport infrastructure," the leader of the Ministry of Transport informed.
Assign focal point to review and select optimal option for North-South high-speed railway
The Ministry of Planning and Investment - the standing agency of the State Appraisal Council, independently researches and reviews to select the optimal option for the high-speed railway line on the North-South axis.

This is one of the contents in Notice No. 152/TB – VPCP announcing the Conclusion of Deputy Prime Minister Tran Hong Ha - Head of the Steering Committee at the Second Meeting of the Steering Committee for the development and implementation of the Project on investment policy for high-speed railway on the North-South axis and important national railway projects held on March 26.
Accordingly, the Deputy Prime Minister requested the Ministry of Transport to study, absorb, and fully and thoroughly explain the opinions of the delegates (comments and criticisms of experts and scientists, including the opinions of Prof. Dr. La Ngoc Khue), in which comprehensively evaluate the factors: technology, engineering, safety, organization of transport and exploitation, transport capacity (goods and passengers) of the railway on the North-South axis (including high-speed railway and existing 1,000mm gauge railway), feasibility, capital mobilization plan, financial efficiency, economic efficiency... to choose the optimal scenario.
The Deputy Prime Minister noted that the implementation plan must ensure consistency and uniformity in design standards, infrastructure, signals, equipment, carriages, locomotives, etc. For stations in Hanoi and Ho Chi Minh City, they need to be located in the center, combined with underground and elevated routes, etc. to ensure convenience for passengers.
Regarding the design speed, the Deputy Prime Minister directed to continue to clarify based on analysis and research on investment, operation, and exploitation of passengers and goods in countries around the world as reported by the Ministry of Transport (clarifying standards, organization of transport exploitation, and methods of each country); analyze and demonstrate economic and financial efficiency in the case of only transporting passengers, or transporting passengers and goods in combination.
Regarding technology transfer, the Ministry of Transport will study and propose to establish a separate project to analyze and select technology transfer partners; select technology receiving organizations to master the technology (establish a new state corporation, assign state-owned enterprises or private enterprises, military units, etc.).
Regarding investment divergence, research suitable investment divergence options, and possibly recommend simultaneous or one-time investment to reduce time, costs, etc.
The Deputy Prime Minister assigned the Ministry of Planning and Investment (Standing Agency of the State Appraisal Council) to conduct independent research and review to select the optimal option.
Previously, in the proposal for the Prime Minister to consider and decide to establish a Working Group to develop a Project on the investment policy for the high-speed railway on the North-South axis in June 2023, Minister of Transport Nguyen Van Thang assessed that the project to build a high-speed railway on the North-South axis is very large in scale, has a profound and long-term impact on the country's socio-economic development, has complex technical and technological standards, and requires particularly large investment resources.
At the same time, this is an unprecedented project, implemented for the first time in Vietnam, so it requires centralized direction from the highest level, with strong political determination; it needs to be carefully and thoroughly researched to select investment methods and sources, technical factors (technology, exploitation speed, service objects, etc.), reasonable exploitation models on the basis of suitability with international development trends, actual conditions of Vietnam, ensuring strategic, long-term vision.
Currently, the Ministry of Transport is directing relevant units to absorb the opinions of the Appraisal Council; experts are simultaneously implementing Conclusion No. 49-KL/TW of the Politburo on the orientation of railway transport development.
The Ministry of Transport has also organized a working group to learn from experiences in a number of countries with developed high-speed railway systems such as Europe and China to update and supplement the Project's Pre-Feasibility Study Report. To have a full scientific and objective basis, the Ministry of Transport will mobilize experienced international consultants to research and complete the project as a basis for submission to competent authorities for consideration and decision on investment policy in 2025.
Thanh Hoa adjusts total investment of Hai Hoa beach resort complex
Thanh Hoa Provincial People's Committee has just issued a decision approving the adjustment of the investment policy of the Hai Hoa Beach Resort Complex project invested by Hien Duc Hai Hoa Joint Stock Company.

Accordingly, the project has an area of approximately 67,692.6 m2. In phase 1, the project will invest in construction on an area of approximately 20,410 m2 with technical infrastructure items, a 9-storey hotel, a restaurant area, 8 Bungalow resort villas, a wastewater treatment plant and auxiliary items.
In phase 2, the project will be invested in construction on an area of approximately 47,282.6 m2 with the following items: Technical infrastructure, two 12-storey tourist hotel apartment buildings, Bungalow beach villas, and resort area. Auxiliary areas include: Parking lot, sports area, entertainment area, wastewater treatment plant, landscape works and other auxiliary items.
The project has a total adjusted investment capital of VND501.67 billion. Of which, the investor's equity capital is VND116.94 billion (accounting for 23.31%), borrowed capital and other mobilized capital is VND384.73 billion (accounting for 76.69%).
Project progress is determined, in phase 1, the project will start construction in the fourth quarter of 2021; construction will be completed and put into operation in the third quarter of 2027.
In phase 2, the technical infrastructure will start construction in the third quarter of 2024 and be completed in the third quarter of 2026. In particular, the two 12-storey tourist hotel apartment buildings, the Bungalow beach villas, the resort, the auxiliary areas and other auxiliary items will start construction in the third quarter of 2026 and be completed and put into operation in the third quarter of 2029.
It is known that the Hai Hoa Sea Resort Complex project is implemented at Hai Hoa Sea Tourism Area, Hai Hoa Ward, Nghi Son Town. The project was approved by the Thanh Hoa Provincial People's Committee in September 2017 with a total investment of 301 billion VND.
Binh Dinh increases investment capital in Quy Nhon Port Expansion Project to 2030
The Quy Nhon Port Expansion Project to 2030 in Hai Cang Ward, Quy Nhon City (phase 1) invested by Quy Nhon Port Joint Stock Company has just had its investment policy adjusted by the People's Committee of Binh Dinh Province.

The total length of the wharf after upgrading is 480 m, 35 m wide; ensuring simultaneous reception of 2 general cargo ships, 30,000 DWT container ships fully loaded.
What does the Ministry of Transport say about the risk of flooding on the Hoa Lien - Tuy Loan highway?
Da Nang voters have proposed that the Ministry of Transport review and re-evaluate the drainage system at a number of major transport projects in the city. Specifically, in Hoa Vang district, there are a number of major projects being implemented such as: Expressways, National Highway 14B renovation and upgrade projects... Currently, the design of the drainage system from these projects has not met the requirements, leading to flooding when there is heavy rain.

Responding to the above proposal, the Ministry of Transport said that the Hoa Lien - Tuy Loan section investment project under the Project to build a number of expressway sections on the North - South East route was designed to upgrade and expand the existing Hai Van - Tuy Loan route, with a total length of 11.5 km, invested by the Ho Chi Minh Road New Project Management Board. The project started in September 2023 and is expected to be completed in December 2025. The construction process encountered many difficulties and problems in site clearance.
According to the investor's report, the project passes through a relatively high terrain area, far from the Cu De River. The route intersects with water gathering streams, small streams and irrigation canals, so it is not affected by flooding from large rivers but mainly depends on the rising water level upstream of bridges and culverts when there is heavy, prolonged rain.
According to the results of hydrological surveys, through the historical floods in 2007, 2009, 2013 and 2022, the project area did not experience flooding. During the survey, design documentation, and drainage design solutions, the design consultant calculated the hydrological frequency, agreed upon, and agreed with relevant local agencies and units1 to ensure the drainage aperture of the basin and ensure that the drainage aperture is equal to or greater than the drainage aperture according to the planning approved by the People's Committee of Da Nang City.
However, during the actual construction process, there may be localized areas of stagnant water that cannot be fully anticipated. The Ministry of Transport will direct the Ho Chi Minh Road Project Management Board to coordinate with relevant local units to continue reviewing, researching, adjusting, and supplementing the drainage system (if necessary) to avoid flooding and not affect the daily life and farming needs of local people.
The Ministry of Transport requested the People's Committee of Da Nang City to direct relevant local agencies and units to continue coordinating with the Ho Chi Minh Road Project Management Board during the review process, ensuring that the project is completed and investment efficiency is promoted.
In addition, the Ministry of Transport requested the People's Committee of Da Nang City to direct relevant local agencies and the Department of Transport of Da Nang to promptly review, propose adjustments and supplement the drainage system (if necessary) during the implementation of the National Highway 14B renovation and upgrading project to avoid flooding and not affect the daily life and farming needs of local people.
Investing 3,011 billion VND to upgrade 65 km of La Son - Hoa Lien expressway
The Ministry of Transport has just issued Document No. 3800/TTr – GTVT requesting the Prime Minister to consider and approve the Pre-Feasibility Study Report for the North-South Expressway Expansion Project, Eastern Section, La Son – Hoa Lien.
This is the second time in the past 3 months that the Ministry of Transport has submitted the Pre-Feasibility Study Report for the North-South Expressway Expansion Project, Eastern Section, La Son - Hoa Lien, to the competent authority. In the latest submission, the Ministry of Transport said that it had fully accepted the opinions of the Ministry of Planning and Investment in the Appraisal Results Report and comments from relevant ministries and branches.

According to the proposal, the North-South Expressway expansion project in the East, La Son - Hoa Lien section, has its starting point (La Son) at Km0, connecting with the end point of the Cam Lo - La Son Expressway, La Son town, Phu Loc district, Thua Thien Hue province; the end point (Hoa Lien) is at about Km66, Hoa Lien intersection (connecting with the Hoa Lien - Tuy Loan project under investment), Hoa Lien commune, Hoa Vang district, Da Nang city.
The entire length of the Project is about 64.95km and will be built on a scale of 4 lanes, 22m wide roadbed, in accordance with the technical standards of the current route in operation, level 80.
The route of the Project will follow the La Son - Hoa Lien Expressway currently in operation. If necessary, it will be studied and locally adjusted to improve its operational capacity. This route is consistent with the Road Network Planning for the period 2021-2030, with a vision to 2050, and the planning of Thua Thien Hue province and Da Nang city.
Currently, the basic roadbed of La Son - Hoa Lien expressway has been completed with a scale of 4 lanes and a roadbed width of 22m, so the Ministry of Transport proposed to carry out technical treatment to meet the technical requirements of the project and ensure safety in operation.
The intersections on the route remain the same as they are now because they were basically completed in the previous phase. Particularly at the Ta Lang - Gian Bi intersection (invested by the People's Committee of Da Nang City with local budget capital), investment in items to ensure synchronous and safe exploitation at the intersection.
The bridge and tunnel projects on the route will utilize and maintain the existing bridges and tunnels with a scale of 4 lanes; expand the remaining bridges to ensure a scale of 4 lanes, with the bridge width suitable to the roadbed width.
The preliminary total investment of the Project is about 3,011 billion VND, of which construction cost is about 2,518 billion VND; project management cost, investment consultancy, other costs are about 252 billion VND; site clearance cost is about 2 billion VND; contingency is about 239 billion VND.
The project is expected to be allocated from the central budget for the period 2021-2025, of which: from the medium-term public investment capital for the period 2021-2025, which has been allocated to carry out investment preparation work, VND 1,173 billion and the balance from the increased central budget revenue in 2022 announced in Official Dispatch No. 1303/TTg-KTTH dated December 6, 2023 of the Prime Minister is VND 3,009 billion.
The Ministry of Transport said that the North-South Expressway expansion project in the East, La Son - Hoa Lien section, will be prepared for investment in 2023 - 2024 and basically completed in 2025.
The Ho Chi Minh Road section La Son - Tuy Loan passes through Thua Thien Hue province and Da Nang city, and coincides with the North - South expressway in the East, which has been approved by the Prime Minister for detailed planning in Decision No. 140/QD-TTg dated January 21, 2010.
Implementing the planning, based on the need for resources and the investment policy approved by the Prime Minister, the Ministry of Transport has approved the investment in the Ho Chi Minh road project, La Son - Tuy Loan section, phase 1, in the form of BT contract, with a total investment of 11,485 billion VND, of which the La Son - Hoa Lien section has a scale of 2 lanes, roadbed width of 12m; the Hoa Lien Tuy - Loan section will be invested in the period 2021-2025, with a scale of 4 lanes.
During the implementation of the Ho Chi Minh Road section La Son - Hoa Lien, the Ministry of Transport reported and received approval from the Prime Minister to use the remaining capital of the Project to invest in a number of items with a scale of 4 lanes, 22m wide roadbed, including: roadbed, small bridges and Mui Trau tunnel. The project has been put into operation since April 2022, and is finalizing the project according to regulations.
According to the Ministry of Transport, the expansion of the section to a 4-lane highway will improve the operating capacity of the La Son - Hoa Lien expressway in particular, along with the Cam Lo - La Son and Da Nang - Quang Ngai expressways, forming a traffic axis connecting major economic centers in the region, contributing to improving competitiveness and creating momentum to promote industrial, urban, tourism and service development in the region.

Quang Nam: 3 hydropower projects do not have capital to stabilize life after resettlement
The People's Committee of Quang Nam province has just requested the Ministry of Agriculture and Rural Development to propose and advise the Prime Minister to amend and supplement Article 20 (responsibility of investors) of Decision No. 64/2014/QD-TTg in the direction of strengthening the tight responsibility of investors in stabilizing life and production, especially long-term livelihoods for resettled households.
The Provincial People's Committee also proposed relevant ministries and branches to request the Prime Minister to arrange and support funding in the period of 2024-2025 for investment projects to stabilize the lives and production of people after resettlement of hydropower projects: Dak Mi 4, Song Tranh 2 and A Vuong.
In Quang Nam, the total number of "Projects to stabilize life and production for people after resettlement of irrigation and hydropower projects" as prescribed in Decision No. 64/2014/QD-TTg dated November 18, 2014 established and approved is 4 projects (Projects to invest in stabilizing life and production for people after resettlement of Song Bung 4, Dak Mi 4, Song Tranh 2 and A Vuong hydropower projects).
In particular, the investment project to stabilize the lives and production of people after resettlement of the Song Bung 4 hydropower project has been approved by the Provincial People's Council in the investment policy in Resolution No. 05/NQHDND of the province dated April 21, 2020 and Resolution No. 74/NQ-HDND dated December 8, 2021 on adjusting the investment policy.
The projects that have not yet approved investment policies are 3 projects: Dak Mi 4, Song Tranh 2 and A Vuong (The Provincial People's Committee reported No. 52/BC-UBND dated May 27, 2020 on developing a medium-term public investment plan for the period 2021-2025 in the field of population arrangement, settlement and resettlement of irrigation and hydropower projects). The reason is that the central budget has not allocated capital.
Currently, in Quang Nam province, there are still 3 investment projects to stabilize the lives and production of people after resettlement of hydropower projects: Dak Mi 4, Song Tranh 2 and A Vuong, which do not have capital to approve and implement the projects; the lives of people after resettlement are still difficult, the infrastructure in resettlement areas and points is damaged and degraded.

Finalizing the investor to implement the Huu Nghi - Chi Lang border gate expressway BOT project
The Chairman of Lang Son Provincial People's Committee has just signed Decision No. 688/QD-UBND approving the results of selecting investors to implement the Huu Nghi - Chi Lang border gate expressway project under the BOT form.
Accordingly, the Consortium of Deo Ca Construction Joint Stock Company - Deo Ca Group Joint Stock Company - 568 Construction Joint Stock Company - LIZEN Joint Stock Company was selected as the investor of the Project with a total investment of VND 11,024,723 billion, of which the state budget capital participating is VND 5,495,723 billion; the capital that the investor is responsible for arranging is VND 5,529 billion.

The value of the state capital supporting the construction of the project (excluding costs of competent authorities, contracting agencies, bidding parties, appraisal councils, units assigned to appraise, and compensation, site clearance, and resettlement support costs) is VND 3,718,747 billion.
The project is expected to be completed in 2026; the toll collection and operation period is 25 years, 7 months and 26 days.
The Huu Nghi - Chi Lang border gate expressway project under the BOT form is implemented in the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city with a total length of about 59.87km, including the Huu Nghi - Chi Lang border gate expressway, about 43.43km long and the route connecting Tan Thanh border gate and Coc Nam border gate, about 16.44km long.
The Huu Nghi - Chi Lang border gate expressway is about 43km long and designed with 6 lanes for motor vehicles and a roadbed width of 32.25m; the route connecting Tan Thanh border gate and Coc Nam border gate is about 17km long and designed with 4 lanes for motor vehicles and a roadbed width of 22m.
In the phase of divergence, the Huu Nghi - Chi Lang border gate expressway will be invested in construction with a scale of 4 lanes, roadbed width of 17m; the route connecting Tan Thanh border gate and Coc Nam border gate will be invested in construction with a scale of 2 lanes, roadbed width of 14.5m.
Unifying the construction scale of Ho Chi Minh City Ring Road 4, phase 1
The Ministry of Transport and leaders of 4 provinces and cities agreed on the scale of the Ho Chi Minh City Ring Road 4 Project, Phase 1, to have at least 4 lanes, with continuously arranged emergency lanes and a median strip between the two directions of traffic.
This is one of the notable contents in Notice No. 69/TB – BGTVT on the conclusion of Deputy Minister of Transport Le Anh Tuan on behalf of Chairman of Ho Chi Minh City People's Committee Phan Van Mai and leaders of the People's Committees of the provinces: Ba Ria - Vung Tau, Dong Nai, Binh Duong, Long An at the meeting on the implementation status of the investment project to build Ho Chi Minh City Ring Road 4.

Accordingly, in terms of scale and general technical standards, the Ministry of Transport agreed on the scale of the cross-section of the first phase of the expressway to ensure compliance with the National Technical Regulations on Expressways (at least 4 lanes, with emergency lanes arranged continuously and a median strip between the two directions of traffic). Particularly for the section of Ho Chi Minh City Ring Road 4 that has been invested in and constructed (in Binh Duong province), the People's Committee of Binh Duong province is requested to direct the Consultant to study and propose an investment scale in accordance with the planning.
Regarding the specific mechanisms and policies for the Ring Road 4 construction projects, the Ministry of Transport and the People's Committees of provinces and cities found that the total investment of the component projects is very large, going through many localities, requiring specific solutions to speed up the progress of project implementation, so it was agreed that it is necessary to report and seek opinions from the Southeast Regional Coordination Council and report to the Prime Minister on the policy of building a pilot Resolution on specific mechanisms and policies for the Ring Road 4 projects in Ho Chi Minh City to submit to the National Assembly.
The Ministry of Transport noted that localities need to closely follow relevant legal provisions, refer to the contents of specific mechanisms and policies on investment in road construction issued by the National Assembly in Resolution No. 106/2023/QH15 dated November 28, 2023 and the Resolutions of the National Assembly on investment policies for the construction project of Hanoi Ring Road 4 and Ho Chi Minh City Ring Road 3 to study and propose a number of specific mechanisms and policies applicable to the construction projects of Ho Chi Minh City Ring Road 4.
Specifically proposing specific policy mechanisms under the authority of the Prime Minister, specific policy mechanisms under the authority of the National Assembly (capital source mechanism; capital support mechanism from the central budget; mechanism for exploiting minerals for common construction materials; mechanism for procedures, competence to appraise and decide on investment in component projects; mechanism for managing works after investment and settling investment capital...) to ensure feasibility and speed up the implementation progress of projects.
In addition, the Ministry of Transport and the People's Committees of the provinces agreed to request the People's Committee of Ho Chi Minh City to assume the role of focal agency to synthesize the implementation of the Ring Road 4 construction projects under the direction of the Prime Minister.
The focal agency will preside over and coordinate with localities to develop and complete the pilot Resolution on specific mechanisms and policies for the Ho Chi Minh City Ring Road 4 projects to report to the Southeast Regional Coordination Council for comments at the nearest meeting.
The Ministry of Transport and localities agreed to request Ho Chi Minh City to preside over and agree with localities to select a general consulting unit to conduct a review, prepare a general assessment report for the projects and study and propose specific mechanisms and policies applicable to the entire Ho Chi Minh City Ring Road 4. In Notice No. 69, the Ministry of Transport said that it assigned the Ministry's specialized agencies to closely coordinate with the Ho Chi Minh City Department of Transport and the provinces of Ba Ria - Vung Tau, Dong Nai, Binh Duong, and Long An in developing and perfecting specific mechanisms and policies and promptly supporting and removing technical difficulties and obstacles in the process of preparing investment projects.
The Ministry of Transport requested the People's Committee of Ho Chi Minh City and the provinces to direct relevant agencies and units to urgently review the Pre-Feasibility Study Reports of projects assigned to competent authorities and complete related procedures to submit to competent authorities for approval of investment policies for projects in the third quarter of 2024.
In particular, the Ministry of Transport noted that it is necessary to focus on reviewing the total investment level to ensure compliance with regulations and reality; reviewing financial plans and state capital participating in projects; clarifying the ability to balance and arrange local budget capital to participate in projects assigned as competent authorities in the medium-term period of 2021-2025 and 2026-2030; proposing the value of central budget capital to support projects as a basis for developing specific mechanisms related to state capital participating in projects.
For the Ring Road 4 section, for which the People's Committee of Long An province is the competent authority, the Ministry of Transport requests the People's Committee of Long An province to study the proposal of the People's Committee of Ho Chi Minh City, direct consultants to supplement the investment plan, in which the Ring Road 4 section in Nha Be district, Ho Chi Minh City (about 3.8km long) is separated into an independent component project and assign Ho Chi Minh City as the competent authority to implement the investment using the City's budget.
“Regarding the investment plan for bridge projects at the border connecting the two provinces (Thu Bien bridge connecting Binh Duong province and Dong Nai province; Bau Can bridge connecting Dong Nai province and Ba Ria - Vung Tau province), the Ministry of Transport requests the provinces to discuss and agree on the investment plan (responsibility for site clearance and construction investment) and study and refer to Resolution 106/2023/QH15 of the National Assembly on piloting some specific policies on investment in road construction to propose mechanisms and specific features for investment in bridge projects located in the two provinces”, Notice No. 69 clearly stated.
Proposal to include the Da Khai Expansion Project in the Implementation Plan of Power Plan VIII
Accordingly, Gia Lai Electricity Joint Stock Company said that in order to effectively exploit the hydropower potential, after researching, evaluating and reviewing, the Provincial People's Committee, the Department of Industry and Trade and inter-sectoral agencies agreed to add the Da Khai Expansion Project (increasing the capacity of Da Khai Hydropower Plant by 6MW) to the list of potential power sources in the Lam Dong Provincial Planning for the period 2021 - 2030, with a vision to 2050, to be submitted to the Prime Minister for consideration. On December 29, 2023, the Prime Minister signed and issued Decision No. 1727/QD-TTg approving the Lam Dong Provincial Planning for the period 2021 - 2030, with a vision to 2050.
Accordingly, the Da Khai Expansion Project is suitable for the conditions, criteria, and justifications according to the VIII Power Plan, suitable for the absorption capacity of the system, the capacity to release power of the grid, the cost of electricity and reasonable transmission costs, helping to ensure the safety of system operation, ensuring economy as well as energy security.
According to Decision No. 262/QD-TTg dated April 1, 2024 of the Prime Minister approving the Plan to implement the National Power Development Plan for the period 2021 - 2030, with a vision to 2050, the Da Khai Expansion Project is included in the list of reserve projects.
According to the instructions in Notice 129/TB-CPCP dated March 29, 2024 on the conclusion of the Government Standing Committee on the Plan to implement the National Power Development Plan for the period 2021 - 2023, with a vision to 2050; Document No. 2152/BCT-DL dated April 2, 2024 of the Ministry of Industry and Trade on coordinating the provision of additional data to complete the Plan to implement the VIII Power Plan, in which additional research is encouraged to expand existing projects.
From there, Gia Lai Electricity proposed that the Provincial People's Committee and the Department of Industry and Trade consider recommending the Ministry of Industry and Trade to submit to the Prime Minister a request to add the Da Khai Project to expand the capacity of 6MW to the List of projects to be implemented in the period of 2023 - 2030 to complete the Plan to implement the VIII Power Plan.
Regarding this proposal, Lam Dong Provincial People's Committee assigned the Department of Industry and Trade to preside over and coordinate with relevant departments, branches and localities based on Power Plan VIII; Power Plan VIII implementation plan approved in Decision No. 262/QD-TTg dated April 1, 2024 of the Prime Minister to respond to Gia Lai Electricity.

Proposal to handle the "debt" of more than 254 billion VND after BT De Vong Bridge Project
The People's Committee of Quang Nam province has just directed the handling of problems and shortcomings in projects in the province invested by Dat Phuong Group Joint Stock Company.

In particular, the Provincial People's Committee requested the Department of Planning and Investment to preside over and coordinate with the People's Committee of Thang Binh district and related departments and branches to review and advise the People's Committee to direct the resolution of difficulties at the Binh Duong Resort Service Complex Project; at the same time, instruct the People's Committee of Thang Binh district to report to the competent authority to propose implementing investment procedures to call for and organize the selection of investors to implement the project in accordance with the New Rural Construction Planning of Binh Duong commune approved by the People's Committee of Thang Binh district and the Construction Planning of Thang Binh district area approved by the Provincial People's Committee in Decision No. 339/QD-UBND dated February 7, 2024.
Previously, on March 26, 2024, Dat Phuong Group Joint Stock Company sent a document to the People's Committee of Quang Nam province stating that, for the Binh Duong Resort Service Complex Project, the investor had carried out the following tasks: Approving the Planning Task, approving the 1/500 Planning; clearing 127.29 hectares/154 hectares that need clearing (equivalent to 83%), relocating 2,602 graves/3,102 graves; building fences; constructing roads to serve the construction of the Project.
However, the Binh Duong Resort Service Complex Project was later removed from the list of refunds for the De Vong Bridge BT Project. According to the proposal of the Provincial People's Committee, the investor agreed to refund the Project from 2021 and together with the competent authority of the province determined the investment level for this Project to be VND 254,486,817,795.
However, it has been more than 2 years (since the date of Project revocation), but the state agency has not yet had a policy or direction to resolve the costs that the investor has spent over the years. This has caused financial difficulties for the enterprise and greatly affected its business results.
From there, Dat Phuong Group Joint Stock Company proposed that Quang Nam province consider allocating budget resources to develop a plan to repay the investment costs that Dat Phuong Group has implemented the Project.
In case the budget cannot be allocated, Dat Phuong Group Joint Stock Company requests the province to speed up the selection of investors to implement the Binh Duong Resort Service Complex Project so that they have a basis to recover the invested capital from the new investor.
New direction of Government leaders on Tran De port - Soc Trang
The Government Office has just issued Official Dispatch No. 2392/VPCP – CN to the Ministers of Transport; Finance; Natural Resources and Environment; and Chairman of the People's Committee of Soc Trang province, conveying the direction of Deputy Prime Minister Tran Hong Ha on approving the policy of establishing a master study project to build Tran De Port - Gateway Port of the Mekong Delta.
Accordingly, the Deputy Prime Minister assigned the Ministry of Transport to preside over and coordinate with the Ministries of Planning and Investment, Finance, Natural Resources and Environment to study the proposal of the People's Committee of Soc Trang province on the establishment of a master plan for the construction of Tran De Port - Gateway Port of the Mekong Delta, including reviewing and clarifying the necessity of the project, the legal basis and output products of the project (plan, resolution and report to the Prime Minister in April 2024.
In March 2024, the People's Committee of Soc Trang province submitted a proposal to the Prime Minister for approval of the policy of establishing a master study project to build Tran De Port - Gateway Port of the Mekong Delta.
The local leader said that the Project will focus on researching and assessing the necessity, feasibility and effectiveness of Port investment; investment capital needs and plans to combine public investment capital, non-state investment, and other capital sources for port investment; the ability of strategic investors to participate; necessary conditions, mechanisms and policies to implement port investment; expected goals, scale, location and form of construction investment; land and resource use needs; preliminary design plan for construction investment; explanation of conformity with planning, traffic connection, technical infrastructure around the Project; expected project implementation time; ability to recover capital and repay loans (if any); preliminary determination of socio-economic efficiency and assessment of the project's impact...
The People's Committee of Soc Trang province proposed to assign the province to preside over and coordinate with the Ministry of Transport and related ministries and branches to establish a "Overall research project to deploy a gateway port in the Mekong Delta region".
"If the Prime Minister approves the assignment of the project, the locality will coordinate with ministries and branches to build and complete it in 2024," the submission of the Soc Trang Provincial People's Committee stated.

Dong Nai starts construction of 2,286 billion VND waste-to-energy plant in June 2025
Dong Nai Provincial People's Committee has just issued a Plan to implement the project of a domestic waste treatment plant to generate electricity in Vinh Tan commune, Vinh Cuu district under the form of public-private partnership (PPP).
According to the detailed plan, from March to June 2024, the 1/500 scale planning will be established, appraised and approved.
From June to December 2024, the feasibility study report will be prepared, the feasibility study report will be appraised, technology will be appraised, and investors will be selected, etc.
Bidding will be opened and investors will be selected in early 2025. Construction will start in June 2025 and be completed and put into operation by the end of 2026.
The project of a domestic waste treatment plant to generate electricity in Vinh Tan commune, Vinh Cuu district, is built on an area of 12 hectares in the approved 50-hectare waste treatment planning area.
Phase 1 capacity of the plant will process 800 tons of waste/day with a power generation capacity of 20 MW; phase 2 will process 1,200 tons of waste/day with a power generation capacity of 30 MW.
This project is invested in the form of public-private partnership (PPP) with a total investment of VND 2,286 billion from equity and mobilized capital, not using budget capital.
When completed, the factory will process domestic waste for Bien Hoa City, Vinh Cuu District and neighboring areas, reducing the current landfill rate in Dong Nai.
