Within the framework of the 31st session, on the morning of March 18, the National Assembly Standing Committee conducted a question-and-answer session on a group of issues in the financial sector. Minister of Finance Ho Duc Phoc was primarily responsible for answering the delegates' questions.
Raising a question, National Assembly Deputy Vuong Thi Huong ( Ha Giang delegation) said that currently the number of customs declarations classified by the green channel system accounts for a large proportion, the time to receive and clear green channel declarations is very fast, only 1-3 seconds, the procedures are carried out through the automatic customs clearance system.
However, this delegate noticed that some businesses took advantage of the fast customs clearance time for green lane declarations to commit smuggling and trade fraud. Therefore, the delegate asked the Minister to inform the Ministry of solutions to overcome this situation.

Answering this question, Minister of Finance Ho Duc Phoc said that for the green channel, we carry out almost automatic customs clearance, documents are transferred electronically, goods are not inspected, so customs clearance speed is very fast.
This shows that we are paying special attention and creating all conditions for customs clearance for businesses. However, we cannot rule out cases where businesses take advantage of the green channel to bring goods into the country that do not comply with regulations.
"The Ministry of Finance has applied science and technology in determining the flow of goods, using camera systems, financial intelligence forces, and data analysis to minimize the situation of taking advantage of the green flow to bring illegal goods into our country," said Mr. Phoc.
National Assembly Deputy Ho Thi Kim Ngan (Bac Kan delegation) added that according to the report of the financial sector, the entire customs sector has arrested and handled 15,943 violations of customs laws compared to the same period in 2022, the estimated value of violating goods is 12,476 billion VND, an increase of 42.6%...
"In general, the situation of law violations is complicated. Therefore, I would like to ask the Minister to explain the causes and solutions to reduce this situation?", delegate Ngan asked.

Responding to delegates , Minister of Finance Ho Duc Phoc said that in recent times, the customs sector has made efforts to combat smuggling and trade fraud. Last year, it caught over 15,000 cases and handled them with a value of about 12,000 billion VND, directly prosecuted 48 cases and transferred nearly 200 cases to the investigation agency.
Mr. Phoc said that the General Department of Customs has deployed many solutions for early and remote inspection, monitoring, and intelligence. Using scanners, data analysis, etc. to detect and handle early;
At the same time, strengthen coordination with border guards and police agencies to exchange information and coordinate handling, arresting and establishing special projects to strictly handle violations.
Participating in the questioning, National Assembly Deputy Trieu Quang Huy (Lang Son delegation) said that according to the report of the Ministry of Finance, some shortcomings and limitations in customs inspection and supervision are that the electronic customs data processing system has not met and is not suitable for the requirements of building an e-Government, a digital Government, and information exchange between State agencies. Therefore, the Minister is requested to provide solutions to overcome the above limitations.
Regarding customs procedures and data processing systems, the Minister of Finance stated that the agencies of the Ministry of Finance such as the treasury, tax, and customs have modern information technology systems and serve the issues of economic development, customs clearance, import and export, and convenient tax collection.
However, the Customs information technology system has been in use for 10 years, so it is outdated and cannot handle the large amount of data it has today. The system cannot connect to businesses or other units. Therefore, the issue is to replace this system.
"The Ministry of Finance proposes that by 2025, the Ministry of Finance will propose to the Government to build another information technology system or Japan will support a data project," said Mr. Phoc .
