Some outstanding results on the organization and operation of the Provincial People's Council, term XI, mid-term 2021-2026

1. Organize many sessions of the Provincial People's Council urgently, promptly, and legally, meeting local development requirements.

The Provincial People's Council has successfully organized 16 meetings (including 7 regular meetings and 9 thematic meetings to resolve unexpected matters). The meetings of the People's Council are organized in a necessary, reasonable, scientific manner , ensuring both timeliness and "substantiality and effectiveness" in successfully resolving the contents and tasks, whether newly arising or unexpected, with the mindset of not being surprised and not falling into passivity; the preparation of the meetings has many improvements such as: The content is carefully prepared, "early, from afar"; reducing the time for reading reports, increasing the time for questioning, discussing, and explaining; the management work is flexible, focused, and key, clarifying issues with different opinions, promoting the highest enthusiasm, intelligence, and responsibility of delegates; applying information technology, organizing live television, implementing digital transformation of all activities of the People's Council...

2. The People's Council Resolution is issued to ensure that it is necessary, legal, has appropriate resources, is feasible, and is put into practice.

Through 16 sessions, the Provincial People's Council has passed 314 resolutions on socio -economic fields, government building and personnel decisions under its authority. Many resolutions of the Provincial People's Council have contributed to breakthroughs in socio-economic development in the fields of clean energy, tourism, industry, high-tech agriculture, construction, real estate, ensuring social security, socio-economic development in ethnic minority and mountainous areas. The resolutions were carefully prepared by the Standing Committee of the Provincial People's Council in coordination with the Provincial People's Committee to ensure the Party's policies, legal basis, resources and conditions to ensure the implementation of the resolutions to achieve results and put them into practice.

3. Questioning and explanation activities are improved and innovated so that all levels of government can perfect and serve the people.

The Provincial People's Council organized 5 question-and-answer sessions, and the Provincial People's Council Standing Committee organized 2 explanation sessions. The selected questions and explanations were issues that were still stuck, existing, and limited in state management, which were of interest to delegates, as well as concerns, recommendations, and legitimate aspirations of voters and people.

Thereby, it has supervised and urged the People's Committee, departments, branches and sectors to coordinate in removing difficulties, obstacles, shortcomings and limitations in implementing solutions to ensure social security, improve people's lives, and contribute to the implementation of local socio-economic development tasks in recent times.

4. Monitoring activities are promoted comprehensively, closely, widely, constructively and developedly.

The Provincial People's Council, the Standing Committee of the Provincial People's Council and the Provincial People's Council committees organized 15 thematic supervision delegations; 17 surveys on arising content; and questioned 7 directors and heads of departments and branches at 4 regular meetings.

Thematic supervision is focused on improving quality; the selected monitoring topics ensure focus, key points, and areas of state management that have problems, shortcomings, and limitations such as corruption prevention and control; thrift and waste prevention; education; forest management and protection; crime prevention and control; and the implementation of national target programs for socio-economic development in ethnic minority and mountainous areas.

Regular survey and monitoring work is promoted to ensure close attention to reality, consider resources and feasibility in the development and promulgation of resolutions; consider and urge the settlement of legitimate aspirations and legal complaints of citizens; survey and urge the implementation of resolutions and conclusions of the People's Council. Thereby, improving the effectiveness of law enforcement by authorities at all levels and proposing the development and adjustment of mechanisms and policies, for policies in line with the socio-economic development orientation of the province at each stage.

5. Contact voters, contact voters on special topics, receive citizens, listen closely, resolve and achieve results on voters' legitimate suggestions and aspirations.

Provincial People's Council delegates met with voters 12 times before and after regular meetings; received 894 opinions and recommendations under the authority of the provincial level. Organized a conference to meet voters on the topic "Promoting effective implementation of agricultural and farmer development policies in Ninh Thuan province". Received 123 citizens, received 558 petitions, and forwarded 336 petitions to competent authorities for response and resolution.

Delegation groups and delegates closely follow the grassroots, strengthen field surveys to grasp the legitimate thoughts and aspirations of voters and people in order to promptly reflect, urge, and monitor the settlement results of competent agencies, ensuring the legitimate and legal rights and interests of voters; some contents of voters' reflections are concerned and resolved satisfactorily and promptly, receiving high consensus and support from voters.

6. Improve the quality of delegates to meet the requirements of operations in the new situation.

The Standing Committee of the Provincial People's Council focuses on organizing training and improving the operational capacity of People's Council delegates; providing information; ensuring the working conditions of delegates.

The quality of the delegates' activities has been increasingly improved, demonstrated through their contributions to the drafting of the Provincial People's Council's resolutions, supervision and survey activities, especially their participation in discussions and questioning at the People's Council's meetings; the People's Council delegates have enhanced their role and responsibility as people's representatives through regular and annual contact with voters and citizens.

7. Digital transformation, 4.0 technology widely applied in People's Council activities

Promote digital transformation and application of digital technology in all activities of the People's Council; especially the provision of information and documents for meetings, online and paperless meetings; the process of discussion and exchange between members of People's Council organizations at all levels.
