This Resolution takes effect from July 26, 2025, replacing previous regulations of the two old provinces of Dak Lak and Phu Yen .
The Resolution clearly stipulates the scope of regulation, applicable subjects and specific expenditure levels for each group of industrial promotion activities to encourage the development of industry and handicrafts, support cleaner production, build technical demonstration models and develop rural industrial product brands.
The main source of funding for industrial promotion activities is from the provincial budget, which is allocated annually. At the same time, it is encouraged to mobilize other legal financial sources, integrated with target programs and local socio -economic development programs.
Some notable spending levels in the resolution include: Support for establishing rural industrial production enterprises in areas with difficult socio-economic conditions, up to 10 million VND/enterprise.
Support the construction of technical demonstration models to disseminate new technologies and produce new products, including costs for construction, purchase of machinery and equipment, completion of documents on technological processes and production processes, serving technical demonstrations, with a maximum support level of 30% of costs, but not exceeding 800 million VND/model.

Support the construction of pilot models on applying cleaner production in industry for industrial production establishments, including costs for: replacing raw materials, fuels, and materials; renewing machinery, equipment, and technological lines; training to improve management capacity and workers' skills; product consumption; completing documents on technological processes and production processes for technical demonstration, with a maximum support level of 30% of costs, but not exceeding 400 million VND/model.
Support the application of advanced machinery and equipment, technology transfer, and scientific and technical advances in industrial and handicraft production, with a maximum support level of 50% of costs, but not exceeding 270 million VND/facility.
Support for organizing fairs and exhibitions of domestic rural industrial products and handicrafts at 100% of booth rental costs (within the province) and 80% (outside the province).
For organizing and participating in exhibitions for rural industrial establishments abroad, 100% of the costs are supported: renting premises, designing, setting up booths, general decoration of the booth area, opening ceremony costs (if it is a separate exhibition); costs of organizing seminars, product demonstrations; costs for program organizers. Expenses are determined based on bidding prices or, in cases where bidding conditions are not met, according to prices approved by competent authorities.
Support for building and registering rural industrial product labels (brands) up to 35 million VND/label (brand).
The branch organizes voting and grants certificates of outstanding rural industrial products at the provincial level, up to 100 million VND/time.
The Resolution also clearly stipulates the level of expenses for hiring experts, upgrading facilities for the Center for Industrial Promotion and Trade Promotion, expenses for communications, establishing professional associations, etc.
Expense contents that have not been regulated will be applied according to Circular 28/2018/TT-BTC and related legal documents.
The issuance of this Resolution aims to unify management and effectively use industrial promotion funds, while creating new momentum to promote industrial and handicraft production in the province.
