Not only devoted to local people's issues, Mr. Luan also actively promotes the official operation of the two-level local government model, contributing to building a stable locality.
Live with love and do good things
Receiving us in late July 2025, Mr. Hoang Sy Luan - 3/4 class disabled veteran emotionally mentioned his fallen comrades. He enlisted in 1978, participated in fighting at the southwestern border and was wounded in a major battle.
He shared: “We are lucky to return, but we carry both pain and responsibility. Pain from irreparable loss and responsibility to live up to those who sacrificed. I always tell myself to live kindly, to live with love, to do something useful for the community - that is the best way to show gratitude to my comrades.”
With the trust and confidence of the people and the Party cell, Mr. Hoang Sy Luan joined the Party cell committee of the residential group since 2020 and has been the Party cell secretary of residential groups 31 and 39 Tay Nam Linh Dam from August 21, 2022 to present.
One of the outstanding results is that in 2024, the Party Cell of residential groups 31, 39 Tay Nam Linh Dam coordinated with the Hoang Liet Ward Youth Union (old) to call for social resources to build a "Community Playground" at block CX1, with a total project value of 105 million VND. In an area of about 200m2 , children's playground equipment and outdoor sports equipment for adults are reasonably arranged, becoming a place for entertainment and connecting people in the area.
According to Mr. Hoang Sy Luan, the completed project meets the legitimate needs of people of all ages for entertainment and health training, especially in the context that there is no community playground in residential groups 31 and 39.

In addition, with the spirit of "practice goes hand in hand with words", Mr. Hoang Sy Luan directly mobilized and mobilized social resources to expand the gate of HUD3 building, creating favorable conditions for internal traffic; handling the unclogging of sanitation on Van Tan street - a problem that has existed for many years, bringing a new look to the residential area...
Building a strong solidarity bloc
The Party cell of residential groups 31 and 39 Tay Nam Linh Dam currently has 96 party members, and 155 party members have two-way activities. The Party cell is assessed by the Ward Party Committee as a party cell that has successfully completed its tasks for the period 2022-2024.
As Secretary of the residential group Party Cell, Mr. Luan is always exemplary, a pioneer, daring to think and act; whatever is beneficial to the people, he perseveres to the end, even if there are initial opposing opinions.
“We determined that if we want people to believe and follow us, the Party Cell must first set an example, act first, speak later. Only then can we build a truly sustainable solidarity bloc,” Mr. Luan shared.
With the viewpoint that “Solidarity is not just a slogan, but must start from specific, practical things”, he and the Party cell committee organized thematic activities related to the lives of residents; promoted the role of Party members as exemplary in the neighborhood, took the lead in maintaining environmental sanitation, built a scholarship fund, and a “For the poor” fund. In particular, the Party cell increased dialogue, listened to people’s opinions, and resolved issues that he considered “small but close to the people” such as common walkways, lighting, and public garbage disposal, etc.
His years in the military have trained him to have a strong will, a sense of discipline and a collective lifestyle, especially knowing that if he wants to do great things, he must know how to sacrifice his own interests and put the common good first. Now, he still maintains that spirit, doing everything decisively, clearly, and not afraid of difficulties.
Typically, in the process of transitioning to a two-tier local government model, he clearly understood the Party and State's policies and guidelines; at the same time, he continued to promote the qualities of "Uncle Ho's soldiers" as a valuable "soft resource" to contribute to maintaining local stability. He and the Party cell committee actively propagated to Party members and people in the area to understand the superiority of the two-tier local government model, thereby helping everyone have the right awareness and take the right actions, for the purpose of development.
At 66 years old and 44 years of Party membership, veteran Hoang Sy Luan is still tirelessly contributing, promoting his role as a bridge between the Party, the government and the people.
In 2025, he was awarded a Certificate of Merit by the Executive Committee of the Hoang Mai District Party Committee (old) for achieving the standard of "Excellent completion of tasks" for 5 consecutive years (2020-2024); Certificate of Merit in the emulation movement "Exemplary Veteran" in 2024.

“I just hope that this residential area will always be peaceful, the people will be friendly, know how to give in, and support each other like relatives. The Party cell will always maintain solidarity, work with all its heart and be truly close to the people. No need to say much, just do it for real - do it right - do it thoroughly, especially practical things for the people such as environmental sanitation, neighborhood security, or support for the needy…”, Mr. Hoang Sy Luan shared simply.
Vice Chairman of the Hoang Liet Ward Veterans Association, Vu Van Thieu, said: “Comrade Hoang Sy Luan is one of 94 outstanding veterans and war invalids, representing more than 25,000 war invalids living in the capital, selected by the City Veterans Association to attend the meeting on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025). He always actively promotes new policies, is enthusiastic about things that are beneficial to the community, and is close and friendly, loved by his comrades and the people.”
Chairman of Hoang Liet Ward People's Committee Nguyen Anh Tuan commented: "Veterans like Uncle Luan are the right-hand men of the Party and the government. He has devoted himself to mobilizing and explaining to help people understand and support the two-level local government model, thereby building a strong solidarity bloc from the grassroots level."
