Muong Gion reforms administrative procedures.

With the goal of using people's satisfaction as a measure of service quality, immediately after the merger, Muong Gion commune focused on reforming administrative procedures, improving the quality of operation of the Commune Public Administrative Service Center, and gradually building a modern, open, transparent, and people-friendly administration.

The Muong Gion Commune Public Administrative Service Center handles administrative procedures for the people.

After the merger, Muong Gion commune has over 16,200 residents living in 23 villages. The increased population and larger geographical area mean a greater workload for administrative tasks, and the people's demands on the local government are also higher than before.
At the beginning of the year, the People's Committee of Muong Gion commune issued the Administrative Reform Plan for the period 2025-2030 and the implementation plan for 2026 with 35 specific tasks in various fields, such as: reforming administrative procedures, reforming the organizational structure, digital transformation, and improving the quality of cadres and civil servants. To date, the commune has completed 8 out of 35 tasks according to the plan, achieving nearly 23% of the year's progress.

The commune's Public Administrative Service Center proactively advises the Commune People's Committee on solutions to improve the efficiency of administrative procedures; reviewing, simplifying, updating, and fully publicizing procedures at the headquarters to ensure transparency and convenience for the people. Currently, the Center operates on a "four-in-one" model in receiving, appraising, approving, and returning results of administrative procedures. The exploitation of electronic data and the use of information integrated into the VNeID application instead of many traditional documents have significantly reduced the time for processing administrative procedures and limited the need for people to travel multiple times.

Ms. Bac Thi Trieu, from Bo Xanh village, Muong Gion commune, shared: "When people come to complete procedures, they are guided and supported online, so submitting documents is faster and more convenient than before. The QR codes for administrative procedures are also publicly displayed so that people can easily look them up and find out more."

The Muong Gion Commune Public Administrative Service Center has 5 staff members responsible for various fields, including: Justice - Civil Registry; Culture - Social Affairs, Finance and Accounting; Education - Health, Ethnic Minorities - Religion; Agriculture - Environment, Construction and Industry and Trade; Internal Affairs - Foreign Affairs, Science - Information. Along with strengthening human resources, the commune focuses on investing in infrastructure and equipment to support professional work. The system of queue number dispensing equipment, display screens, scanners, and QR code boards for administrative procedures is relatively standardized. In addition, the internet and Wi-Fi systems have been upgraded, creating conditions for people to access and use online public services more conveniently.

Mr. Tong Van Pinh, a specialist at the Muong Gion Commune Public Administrative Service Center, shared: "The investment in facilities and digital infrastructure has helped speed up the process of receiving and processing applications. People can look up information and perform public services online right at the center, and officials also find it easier to support and guide citizens, especially the elderly or those unfamiliar with using technological devices."

In the administrative procedure reform, the Commune Public Administrative Service Center is implementing 418 procedures under the commune's authority, and 38 newly arising procedures are being carried out online. From the beginning of the year until now, the center has received and processed 698 administrative procedure dossiers, of which 693 dossiers were processed on time or ahead of schedule, and 6 dossiers are currently being processed according to regulations.

In addition, the commune also coordinated with the police force to assist people in registering for level 2 electronic identity verification accounts on the VNeID application. Various forms of support were implemented through community digital transformation teams and public service support teams in the villages, directly guiding people on how to submit applications from home. For the elderly, vulnerable people, or those with mobility difficulties, the commune developed a separate support plan to ensure that all citizens have access to public administrative services.

Administrative reform awareness campaigns have been implemented flexibly through village meetings, visual propaganda, and posting information on the commune's website. Since the beginning of the year, the commune has organized 6 awareness sessions at the grassroots level and published 62 news articles on administrative reform, digital transformation, online public services, and the responsibilities of officials and civil servants.

Mr. Lo Minh Duong, Deputy Director of the Public Administrative Service Center of Muong Gion Commune, said: According to survey results up to the end of April 2026, the satisfaction index of people with the services of the commune's administrative agencies reached 100%, an increase of 15% compared to before the merger. Aiming for the satisfaction of people and businesses when handling administrative procedures, the commune continues to review and promptly adjust shortcomings in work as well as implement solutions to improve the working style, attitude towards citizens, and procedures for receiving and processing applications of the staff and civil servants performing their duties.

From the results achieved, it can be seen that administrative reform in Muong Gion is gradually deepening, not just simplifying procedures but aiming to build a service-oriented administration that is modern, professional, close to the people, and strengthens the people's trust in the local government.
