The Ministry of Education and Training stated that a notable highlight for 2025 will be the strong attraction of talented students to teacher training programs as well as key engineering and strategic technology fields, especially at top universities.
According to a report by the Ministry of Education and Training, the average cutoff score for all admission methods to majors and universities in 2025 will be 19.11 ; while in 2024 it was 22.05. The Ministry of Education and Training believes that this decrease is consistent with the significant drop in the 2025 high school graduation exam scores in Mathematics, Biology, and English.
In the context of average admission scores in 2025 being about 3 points lower than in 2024 and a strong differentiation between majors, the Ministry of Education and Training considers it a positive sign that the enrollment results for teacher training majors have improved significantly.
In particular, in 2025, among the 74 majors with admission scores based on high school graduation exam results of 28/30 or higher, 50 are teacher training majors.
Minister of Education and Training Nguyen Kim Son said that the high entrance exam scores for teacher training programs demonstrate their ability to attract public interest.
"This is very welcome news for the entire education and training sector, showing a positive development trend and increasing vitality for the sector," Minister Son said.

According to statistics from the Ministry of Education and Training, the total number of students admitted to universities in the first round of 2025 through the system is 773,167 (an increase of 95,181 compared to 2024) out of a total of 849,544 applicants.
The number of candidates who confirmed their enrollment in the first round was 625,477 - a significant increase compared to last year, of which 613,335 were in the university sector, equivalent to 52.87% of the total number of candidates taking the high school graduation exam (compared to 51.3% in 2024). However, this means that 147,690 candidates, despite being accepted, did not enroll in university, accounting for 19.1%.
The Ministry of Education and Training believes that in 2025, organizing a single admissions round after the high school graduation exam, while requiring admissions methods using academic transcripts to utilize the results of the entire 12th grade year, will reduce costs, lessen unfairness, and address the issue of academic neglect among 12th-grade students.
In addition, the regulation stipulating that the admission methods and combinations for a training program are based on equivalent admission scores also addresses the lack of transparency and fairness.
According to the Ministry of Education and Training, in 2025, 16 training institutions (out of more than 500 admissions points of higher education institutions) experienced errors and slow handling of issues, causing anxiety and frustration for candidates and parents.
The causes of these errors were promptly identified and mainly fell into three groups:
Firstly, the subjective mindset of some higher education institutions and technical staff, who are not fully aware of the regulations, has led to errors in announcing the admission conditions and criteria (subject combinations for admission, entrance thresholds, supplementary criteria, etc.).
Secondly, many training institutions apply different admission methods and combinations for the same major, but these methods do not guarantee equivalent assessment capabilities.
Thirdly, some training institutions abuse the system of bonus points and preferential points, leading to unreasonably high admission scores for some majors.
