Immediately after merging communes and wards, the Provincial Youth Union Standing Committee directed a review of the Youth Union organization in 75 new administrative units and appointed personnel to hold key positions, promptly consolidating and stabilizing the organization.
Comrade Cam Thi Huyen Trang, Vice Chairwoman of the Provincial Vietnam Fatherland Front Committee, Secretary of the Provincial Youth Union, said: Currently, the whole province still has 3 communes: Co Ma, Muong Bam, Long He lacking a Commune Youth Union Secretary; many communes lack a Deputy Secretary. The Provincial Youth Union has coordinated with local Party committees to soon complete personnel, ensuring the good organization of the upcoming Commune and Ward Youth Union Congresses.
Following the direction of the Provincial Youth Union, the Youth Unions of communes and wards proactively consolidated their organizations after the merger. Ms. Lu Thi Huong, Secretary of the Chieng Hac Commune Youth Union, said: After merging the three communes of Chieng Hac, Tu Nang and Muong Lum, the number of union members increased and the area became larger. The commune Youth Union set up a zalo group to connect the Executive Committee and the "leaders" of the branches, promptly grasp the situation, and orient effective activities.
After the merger, Muong La Commune Youth Union has 73 branches and 2,692 members. The Commune Youth Union has established operating regulations and assigned tasks to the Provisional Executive Committee. Mr. Leo Van Binh, Secretary of the Commune Youth Union, said: The Commune Youth Union has just successfully organized the first (expanded) Executive Committee Conference, passing decisions on establishing the Commune Youth Union, appointing key personnel, operating regulations, and work programs for the last months of the year.
This year’s “Summer Youth Volunteers” campaign took place at a time when the entire province was reorganizing administrative units and organizing Party Congresses at all levels. Since the end of June, union members and youths in 75 communes and wards have actively supported software installation, data entry, document arrangement, and workspace improvement, contributing to the efficient operation of the government apparatus.

The Youth Unions of communes and wards have deployed 81 youth volunteer teams with 1,689 members to support people in performing online public services at the Public Administration Service Center, organizing mobile technology consultation, installing electronic population applications, updating population data and supporting the digitization of civil status data, an important step in digital transformation, contributing to building a modern, effective and efficient administration to better serve the people.
The activities of union members and youth in the merger process have affirmed the vanguard role of youth in local political tasks, contributing to creating the foundation for a new, dynamic, people-friendly and effective government apparatus.
From now until the end of the year, Youth Union chapters at all levels need to focus on preparing to organize the Youth Union congresses at the commune and ward levels. According to Directive No. 48-CT/TW dated June 24, 2025 of the Politburo , the commune-level Fatherland Front congress must be completed before October 31, then the congresses of socio-political organizations, including the Youth Union, will be held.
The Provincial Youth Union directed all levels of the Youth Union to step up propaganda before, during and after the congress, raising awareness and responsibility of Party committees, authorities and the whole society in caring for and educating young people. At the same time, develop a plan to organize the congress, prepare documents, personnel and necessary conditions; launch a vibrant emulation movement to welcome the congress; diversify forms of propaganda in the press and social networks; promote honoring and replicating advanced models.
Secretary of the Provincial Youth Union Cam Thi Huyen Trang added: After the merger, the area is larger, the Youth Union needs to innovate its operating methods, promote the application of information technology, digital transformation in management, propaganda, education and movement organization. At the same time, effectively exploit the fanpages of the Youth Union - Association - Team, attract and orient youth in the new period.
In addition to the activities implemented by the Youth Union at all levels, each Youth Union official needs to proactively study, practice, and have sufficient skills and expertise in Youth Union work and youth movements, meeting the requirements when taking on important responsibilities in the new term, improving the effectiveness of Youth Union work and youth movements in the province.
