Within the framework of the 32nd Diplomatic Conference, on the morning of December 21, the Ministry of Foreign Affairs held a plenary session on economic diplomacy for national development. Promoting the role of foreign affairs in attracting resources
In recent times, thoroughly grasping the policy of the 13th National Party Congress on "building an economic diplomacy serving development with people, localities and enterprises as the center of service"; under the close guidance of the Politburo, the Secretariat, directly and regularly by the Prime Minister and Deputy Prime Ministers, economic diplomacy has made new developments in a more comprehensive, substantive and effective direction.
Accordingly, it has thoroughly grasped and synchronously and uniformly implemented the Party's major policies and orientations on economic diplomacy; promoted the pioneering role of foreign affairs in mobilizing external resources, making important contributions to the successful implementation of the task: both effectively preventing and controlling the COVID-19 pandemic and promoting socio-economic recovery and development; well implemented the policy of "taking people, localities and enterprises as the center of service"; innovated, created, and promoted the combined strength and coordination of sectors and levels.

In 2023, Ha Tinh will continue to focus on promoting economic diplomacy, organizing working sessions with embassies of countries in Vietnam, international organizations and participating in international forums; organizing investment promotion delegations abroad in Europe and Japan; successfully organizing the conference to announce the Provincial Planning associated with investment promotion, attracting many international delegations and foreign enterprises to participate, thereby attracting foreign investment projects to the province. In 2023, 2 new FDI projects with a total investment capital of 69.7 million USD were approved. Currently, a number of large companies/corporations in the world are continuing to research and prepare proposals to implement projects in the province. Currently, the province is implementing the next steps to submit to the Prime Minister for approval of the investment policy for the project "Priority infrastructure and urban development adapting to climate change in Ha Tinh city", borrowing ADB capital; speeding up the construction progress of other projects funded by the WB, ADB, AFD...; continuing to propose, connect, and mobilize new projects such as: Sustainable development of coastal urban areas in the Central region towards green growth and climate change response in Ky Anh town (funded by AFD); Biomass energy development project to promote green and sustainable growth and Desertification prevention and climate change response project in coastal areas (funded by KOICA). During the year, Ha Tinh also proposed to the Working Committee on Foreign Non-Governmental Organizations to extend and supplement the registration certificates of 17 foreign non-governmental organizations and approve the receipt of 9 new non-refundable aid packages with a total amount of nearly 20 billion VND in the fields of education, labor, employment, and migration. In the coming time, Ha Tinh will continue to strengthen information and external propaganda to international friends, actively participate in international forums and conferences to call for and attract foreign investors and partners to the province; strengthen international integration, promote the establishment of new friendly and cooperative relations with provinces and cities of countries that have many similarities with Ha Tinh province and have potential and strengths in economic development cooperation, technology transfer, and cultural exchange. Innovate and improve the effectiveness of economic diplomacy and investment promotion, giving priority to accessing foreign investment enterprises from countries with advanced technology. Enhance the capacity of enterprises in the province to strengthen cooperation with foreign enterprises. |
