Improving the effectiveness of propaganda and mass mobilization work in the new situation

In the revolutionary cause of the Party, in each historical period, propaganda and mass mobilization (M&A) work has always played a particularly important role - being the leading front, a key field in building and consolidating the political and ideological foundation of the Party and the regime; a bridge between the Party, the government and the people. M&A work has a special significance in mobilizing people's strength, consolidating the great solidarity bloc, protecting border sovereignty and promoting sustainable socio-economic development.

In the 2020 - 2025 term, in the context of many fluctuations in the world, region and domestic situation with intertwined advantages and challenges, the provincial TG&DV sector always promotes the spirit of solidarity, responsibility, creativity, and flexibility to actively advise Party committees at all levels to successfully complete political tasks with many outstanding marks, contributing to strengthening the great national unity bloc, creating consensus in society, and developing the province's socio-economy.

The provincial Trade and Services sector, following the direction of the Central Government and the Provincial Party Committee, has innovated content and methods, and synchronously deployed many activities in line with reality. The focus is on propagating and effectively implementing the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress, 3 key programs, 3 breakthrough contents to exploit 5 main advantages, remove 3 bottlenecks and bottlenecks of the province. Timely propagandizing and mobilizing cadres, party members and people to actively compete and implement the "dual goal" of both preventing and fighting the Covid-19 epidemic and developing the socio-economy in the first half of the term; actively responding to major and key programs and projects such as: New rural construction program, sustainable poverty reduction, development of ethnic minority areas, elimination of temporary and dilapidated houses; Dong Dang (Lang Son) - Tra Linh ( Cao Bang ) Expressway Project; Routes connecting to international and bilateral border gates and Ban Gioc - Duc Thien Waterfall Scenic Area...

Information, propaganda, and political and ideological education work has been improved. The staff sector has summarized 110 directive documents of the Central and the province; organized more than 22,800 conferences to study and fully and promptly disseminate resolutions and directives of the Party with the participation of over 90% of cadres and party members. The whole province has built over 400 typical models, commended 162 collectives and 704 typical individuals in studying and following Ho Chi Minh's ideology, morality, and style in association with the conclusions of the Central Committee, which have been focused on implementation, put into order, and effectively. The work of researching, compiling, propagating, and educating the history of local party committees and the history of revolutionary traditions has researched, compiled, and published 168 books; Culture and arts are actively and creatively deployed in conjunction with the celebration of major holidays and important events of the country and locality in many suitable forms, spreading love for the homeland, fostering national pride in the whole society, especially the young generation; contributing to creating consensus and unity among cadres, party members and people on the project of merging and rearranging administrative units at all levels, the significance of naming administrative units associated with historical and cultural celebrities in the province.

The work of press orientation, publishing, propaganda on social networks, digital transformation has been promoted; information channels such as the Internal Notice Newsletter, edited and published 55 issues. The electronic information page "TG&DV Cao Bang", Fanpage "Cao Bang today"... have been effective, contributing to orienting public opinion, spreading positive information, refuting bad and toxic information. Foreign information work has been focused on, promoting the image and potential of the province; contents of cooperation and exchange with Guangxi province (China), attracting investment, promoting integration. Mass mobilization work is increasingly oriented towards the grassroots, closely following the locality, promptly grasping and resolving the thoughts and aspirations of the people, contributing to limiting complicated complaints, eliminating illegal organizations. A team of 1,462 prestigious people in residential areas, ethnic minority areas, and religious areas has played a good role as a "bridge" in coordinating with Party committees and authorities to grasp the people's situation. Spreading widely with more than 10,295 "Skilled Mass Mobilization" models in all areas of life and society; connecting people in economic development, building new rural areas, reducing poverty, and maintaining security and order in the area.

With the achieved results, the provincial Department of Transport and Services has effectively promoted the role of "going first to pave the way, accompanying the implementation, following the summary", contributing to strengthening the great national unity bloc, creating consensus in society, promoting sustainable socio-economic development. In the period of 2021 - 2025, the province's economy continues to maintain a good growth rate. The average economic growth rate (GRDP) is estimated at 4.46%/year; the economic scale in 2025 is estimated at over 28,618 billion VND. Average income per capita reaches 50.73 million VND/year; total budget revenue in the area every year meets and exceeds the assigned target. The economic structure has shifted positively, many large projects, especially the Dong Dang - Tra Linh expressway, are being implemented, creating a driving force for breakthroughs in the coming period. Support to eliminate 19,060 temporary and dilapidated houses; The poverty rate decreased by an average of 4.24% per year; cultural and social fields made new progress; education, health care, and social security received attention; traffic infrastructure, electricity, water, and cultural facilities received synchronous investment; the rural appearance was renewed, and the material and spiritual life of the people was constantly improved.

In the context of entering a new development stage with increasingly high requirements on the quality of Party building, socio-economic development and deep international integration, the work of TG&DV continues to promote its pioneering role, pioneering on the ideological, cultural and mass mobilization fronts, in which it is necessary to focus on implementing the following 6 key tasks and solutions:

Firstly , continue to innovate the content and methods of TG&DV work in a practical, easy-to-understand, close-to-the-people direction, suitable for each subject and locality; take practical effectiveness, changes in awareness and actions of cadres, party members and people as a measure of effectiveness. Effectively carry out propaganda work on the Party's guidelines and policies and the State's policies and laws; focus on propagating and implementing extensively the four important resolutions of the Politburo - "The Four Pillars" including: Resolution No. 57-NQ/TW, dated December 22, 2024 on science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW, dated January 24, 2025 on international integration in the new situation; Resolution No. 66-NQ/TW, dated April 30, 2025 on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68-NQ/TW, dated May 4, 2025 on private economic development. Deploy propaganda for programs, projects and plans of the province associated with education on revolutionary ideals, the spirit of self-reliance, self-reliance, creating consensus in the whole society and arousing the will to rise up to build Cao Bang to develop rapidly and sustainably.

Second , strengthen coordination between specialized agencies and the TG&DV force in policy communication, ensuring unity, accuracy and consistency. Promote the effectiveness of the press, social networks, loudspeakers, and grassroots cultural institutions in propagating new policies and guidelines. At the same time, build a close inter-sectoral coordination mechanism; regularly hold meetings; improve quality and efficiency, strengthen research work, grasp public opinion to effectively serve the leadership, direction, promulgation of new policies and guidelines, orientation and timely handling of arising issues, creating social consensus in the process of implementing the province's development policies and guidelines.

Third , promote digital transformation in TG&DV work. Continue to invest in digital infrastructure, apply digital platforms in operations, information, and public opinion surveys. Increase the use of social networks to spread positive information, effectively maintain fanpages and community groups, and closely connect with the people, especially the young generation. At the same time, improve digital skills and information technology application capacity for TG&DV staff at all levels.

Fourth , build a team of TG&DV cadres who are proficient in their profession, close to the grassroots, dare to think, dare to do, have strong political qualities, a high sense of responsibility, understand practice, have the skills to mobilize the masses, know how to listen, know how to persuade and proactively innovate. Regularly organize training, professional development, update new knowledge, soft skills, and digital skills for the cadre team. Encourage TG&DV cadres to stay close to the grassroots, proactively advise on solutions to problems arising from local practices. Pay attention to the rotation and arrangement of young cadres with capacity, innovative spirit, and creativity. At the same time, focus on doing a good job of TG&DV in ethnic minority areas and religious areas; Promote the role of prestigious people, religious dignitaries, village elders, and hamlet chiefs, combined with propaganda and mobilization in accordance with customs, practices, languages, and cultural characteristics of each locality, contributing to strengthening the great national unity bloc and maintaining political and social stability.

Fifth , continue to improve the quality and replicate the "Skilled Mass Mobilization" models associated with new rural construction, environmental protection, poverty reduction, and community tourism development. Promote the role of prestigious people and leaders, link patriotic emulation movements with each subject; commend and replicate advanced models, use emulation movements as a driving force to strengthen the great solidarity bloc and build a strong grassroots political system. At the same time, promote government mass mobilization, uphold the responsibility to serve the people, strengthen direct dialogue, and consolidate people's trust in Party committees and authorities. Grasp the operating situation of the 2-level local government model; promptly reflect the people's thoughts, aspirations, and recommendations, promote democracy, ensure comprehensive leadership of Party committees, effective and efficient management and administration of the authorities, contributing to maintaining political stability and social order and safety at the grassroots level.

Sixth , promote foreign propaganda work, promote the image of Cao Bang to international friends; promote the advantages of the Global Geopark, promote tourism cooperation, border trade, attract investment; at the same time share experiences in tourism and services, preserve culture, maintain border security, and sustainable development.
