The meeting was held in person, combined with online to communes and wards where the project passed through. According to the report, the North-South High-Speed ​​Railway Project, the section passing through the province, has a total length of more than 115 km; the starting point is in Hoai Nhon Bac ward, bordering Quang Ngai province and the ending point is in Quy Nhon Tay ward, bordering Dak Lak province (from Km886+300 to Km1002); passing through 18 communes and wards of the province. Along the entire route, there are 2 stations: Bong Son Station (Hoai Nhon Nam ward) and Dieu Tri Station (Tuy Phuoc Tay commune). The cost of site clearance for the entire route is about 6,410 billion VND.

Currently, the Railway Project Management Board is organizing the selection of a Project Management Consultant and a Consultant to prepare a Project Feasibility Study Report, expected to be completed in September 2025.

The Provincial Land Fund Development Center coordinated with the People's Committees of relevant communes and wards to determine the scale and location of 38 resettlement areas, with a total planned area of ​​nearly 154 hectares, and a construction area of ​​over 140 hectares, to serve the resettlement of nearly 1,600 households affected by the main route.

Of the total 38 resettlement areas, up to now, the People's Committees of communes and wards have approved detailed planning for 30/38 areas; the remaining 08 areas, of which 01 area has established a master plan, completed appraisal and is awaiting approval; the remaining 07 areas have had their planning tasks approved, the People's Committees of communes and wards are appraising and approving detailed construction planning at a scale of 1/500.

Regarding site clearance, Tay Vinh resettlement area (Binh An commune) has completed site clearance, while other resettlement areas are continuing to complete inventory records and develop ward compensation plans for appraisal and approval.

Meanwhile, the Quy Nhon - Pleiku Expressway Construction Investment Project has a total length of about 125km; passing through 17 communes and wards. The total investment of the project is over 43,700 billion VND; of which, the cost of compensation, support and resettlement is over 4,700 billion VND.

Quy Nhon - Pleiku Expressway is designed with 4 lanes, 24.75m wide roadbed, designed speed of 100 km/h. Particularly for the section passing through An Khe Pass and Mang Yang Pass, the maximum speed is only under 80 km/h. The project will initially occupy about 942.15 hectares of land. Of which, rice land is about 189.92 hectares; forestry land is about 257.35 hectares; other land is about 494.88 hectares. The area of ​​forest land (protection forest and production forest) that needs to change its purpose of use is about 324.88 hectares.

Up to now, the Provincial People's Committee has issued documents on compensation, support and resettlement; adjusted the route through An Khe Pass; submitted to the Provincial Party Standing Committee for consideration of the policy of adjusting and supplementing investment in the construction of resettlement areas; completed the survey to propose sections, routes and locations for the groundbreaking ceremony.

Along with that, localities have established Steering Committees for compensation, support and resettlement at the commune level. The Provincial People's Committee guides communes and wards to properly implement the procedures and methods for determining specific land prices, as well as to conduct propaganda to implement the project investment policy.

Chairman of the Provincial People's Committee Pham Anh Tuan said that all preparations to implement the two key projects have been basically completed.

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan requested localities to uphold their sense of responsibility in performing their tasks, closely follow the work to promptly implement, avoiding affecting the progress of project implementation. Relevant departments and branches proposed to improve the leadership of the Provincial Construction Investment Project Management Board to ensure sufficient capacity to meet the requirements of progress and large workload in the coming time.

Urgently carry out the determination of specific land prices to promptly issue land recovery notices. In the process of determining land prices, it is necessary to pay attention to border areas between two administrative units to ensure consistency, consistency, and facilitate the work of formulating, appraising, and approving compensation, support, and land recovery plans.

Chairman of the Provincial People's Committee Pham Anh Tuan especially noted that resettlement areas must be arranged in convenient locations, easy to travel, ensuring that people's lives are not disrupted; along with that, it is necessary to calculate vocational training solutions and create jobs on the spot, ensuring social security for households affected by the project.

Concluding the meeting, Provincial Party Secretary Ho Quoc Dung emphasized: These are two projects of strategic significance, opening up new development space, creating momentum to promote comprehensive socio -economic development of the locality; creating jobs, improving income, improving people's quality of life, while strengthening national defense and security, maintaining social order and safety in the province.

The entire political system and the people in the province need to deeply perceive the significance and special importance of the above two key projects for the development of the province, in order to unify will and action, create consensus in society and be determined in implementation; urgently concretize the requirements and goals into specific and detailed tasks right from the beginning to focus on implementation on schedule.

Secretary of the Provincial Party Committee Ho Quoc Dung requested the Provincial Party Committee's Propaganda and Mass Mobilization Commission to coordinate with the Vietnam Fatherland Front Committee and socio-political organizations of the province to strengthen synchronous and extensive propaganda to each Party cell, hamlet, village, and residential group, especially households affected by the project; diversify information channels to create unity, consensus and support from the people in implementing compensation, support and resettlement work; contribute to ensuring the progress of site clearance according to project progress requirements.

Localities with projects must urgently establish a Steering Committee for compensation, support and resettlement at the commune level and a Land Valuation Council. The relevant agencies must urgently develop a policy for compensation, support and resettlement to be applied uniformly throughout the province, and submit it to competent authorities for consideration and promulgation. Review resettlement areas and select favorable locations that best meet the needs of households.

For the Quy Nhon - Pleiku Expressway project, the Provincial Traffic and Civil Project Management Board and the Provincial Construction Investment Project Management Board coordinate, support and urge communes and wards to carry out compensation and resettlement support for the assigned route section, ensuring progress and quality.

For the High-speed Railway project, the Provincial Land Fund Development Center closely coordinated, supported and urged communes and wards to carry out compensation, support and resettlement work to serve the project; at the same time, urgently completed investment procedures and organized the construction of 38 resettlement areas, ensuring timely handover.

The Provincial Traffic and Civil Works Project Management Board and the Provincial Land Fund Development Center will arrange personnel to support and guide localities lacking human resources in land administration and construction to properly implement the process and methods for determining specific land prices, ensuring compliance with legal regulations, publicity and transparency; speed up compensation, support, resettlement and related procedures. Establish a department to directly receive and promptly resolve people's recommendations and complaints to ensure people's legitimate rights and limit the occurrence of lawsuits.

The Department of Agriculture and Environment coordinates with investors of the two projects to review and clearly identify sources of construction materials and develop plans to ensure adequate supply for both projects./.
