On the afternoon of September 23, a working delegation led by Comrade Tran Luu Quang, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee, worked with the Standing Committee of the Binh Thanh Ward Party Committee. Before the working session, the Secretary of the Ho Chi Minh City Party Committee conducted a field survey of the environmental dredging and improvement project of Xuyen Tam Canal (from Nhieu Loc - Thi Nghe Canal to Vam Thuat River).
Accompanying the delegation were comrades: Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee; Pham Hong Son, Chief of the Ho Chi Minh City Party Committee Office and leaders of Ho Chi Minh City departments and branches.
At the meeting, leaders of Binh Thanh ward reported on the operation of the two-level local government model; progress of disbursement of public investment capital; compensation and site clearance for the environmental improvement and dredging project of Rach Xuyen Tam.
Leaders of Gia Dinh and Binh Loi Trung wards also reported on the progress of compensation and site clearance for the environmental dredging and improvement project of Rach Xuyen Tam canal through these two wards.
Ho Chi Minh City will work together and will not "abandon" wards, communes, and special economic zones.
After listening to opinions, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang shared the difficulties and pressures that communes are currently facing.
He commented that in recent times, localities, including Binh Thanh ward, have operated the 2-level local government model with commendable results. Localities need to continue to promote spirit and responsibility, overcome difficulties to fulfill assigned tasks well.
The Secretary of the Ho Chi Minh City Party Committee requested that each agency, unit, locality, and cadre team must "play their roles and responsibilities more appropriately."
Emphasizing the principle that for the tasks that the commune level has not been able to do, Ho Chi Minh City will "assist" the localities, and for the tasks that the "assist" has not been completed, the city must do them together. "Ho Chi Minh City will not abandon the wards, communes, and special zones," Comrade Tran Luu Quang affirmed.
At the same time, the Secretary of the Ho Chi Minh City Party Committee requested that the city's departments and branches and localities must coordinate better, be more responsible, and have more positive solutions in handling work, ensuring the legitimate interests of the people. Comrade Tran Luu Quang noted that the situation of "sending documents up and down" with general answers must be stopped, and subordinates do not know how to implement them.
The method of removing difficulties of Rach Xuyen Tam project must be a model.
After listening to the report on the progress of compensation and site clearance for the Rach Xuyen Tam environmental dredging and renovation project, the Secretary of the Ho Chi Minh City Party Committee noted that for cases that are not eligible for compensation, the departments and branches of Ho Chi Minh City and localities must have more positive solutions for these cases in the direction of how to help people buy social housing to stabilize their lives.
From this specific suggestion, the Secretary of the Ho Chi Minh City Party Committee proposed that the city study and develop policies for these cases, with clear criteria to ensure fairness for the people.
Concluding on a number of specific cases, the Secretary of the Ho Chi Minh City Party Committee directed that the working group of the Department of Agriculture and Environment of Ho Chi Minh City must act as the main coordinator in coordinating the implementation of compensation and site clearance for the project to improve and dredge the environment of Rach Xuyen Tam. At the same time, these working groups must be expanded to other projects of Ho Chi Minh City. He also requested that the commune level must coordinate smoothly with departments, agencies, and units, especially for this working group.
The Secretary of the Ho Chi Minh City Party Committee proposed to develop a Gantt chart (work progress chart) for the environmental improvement and dredging project of Rach Xuyen Tam. He emphasized the need to inspect, urge, and monitor the progress to ensure the completion of compensation and site clearance by the end of November 2025.
“The goal is to complete compensation and site clearance by this deadline. Comrades identified this as an important political task assigned by the Secretary of the Ho Chi Minh City Party Committee,” Comrade Tran Luu Quang emphasized.
According to the Secretary of the Ho Chi Minh City Party Committee, any matters that exceed the authority must be reported to the Ho Chi Minh City leaders for study, and a separate policy of the city can be issued for implementation.
“Comrades, don’t be afraid. I am the person with the highest responsibility in Ho Chi Minh City. I will not abandon you. I will protect you to the end,” Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized when mentioning the policy of encouraging and protecting dynamic, creative cadres who dare to think and act for the common good.
The Secretary of the Ho Chi Minh City Party Committee believes that through the way of working and resolving difficulties and problems regarding compensation and site clearance for the environmental dredging and improvement project of Rach Xuyen Tam, a common solution will be applied to projects, especially projects related to many wards and communes.
The Secretary of the Ho Chi Minh City Party Committee has made public the phone number for wards, communes, and special zones to report if they encounter any difficulties or problems after this working session. "Comrades, please send a message to my phone number. I promise to forward the matter to the right address for resolution," Comrade Tran Luu Quang affirmed, expressing that leaders and former leaders of Ho Chi Minh City through the periods have great expectations for the project to renovate and dredging the environment of Rach Xuyen Tam to be completed on schedule to create a new look, promoting the development of Ho Chi Minh City in the future.
Key project with the largest investment capital in Ho Chi Minh City
The project has a total investment capital of more than 17,229 billion VND from the Ho Chi Minh City budget. The project starts at the intersection with Nhieu Loc - Thi Nghe canal and ends at the intersection with Vam Thuat river, with a total length of more than 8.8 km. The implementation period is from 2023 to 2028.
In 2025, the project was assigned a public investment plan of more than VND 1,860 billion, however, currently only more than VND 174 billion (9.37%) has been disbursed. This year's capital disbursement is expected to reach over VND 930 billion (about 50%).
The project passes through 7 wards of the former Binh Thanh district and 1 ward of the former Go Vap district (now Binh Loi Trung ward, Gia Dinh ward, Binh Thanh ward and An Nhon ward).
The project has 3 construction packages, currently implementing package XL-03 from Luong Ngoc Quyen street to Vam Thuat river (in the area of An Nhon ward and Binh Loi Trung ward). For package XL-01 and package XL-02, contractor selection is currently underway.
For the XL-03 package, the contractor is currently organizing the simultaneous implementation of 6 construction projects within the scope of this package. Of which, the work of clearing, felling and relocating trees along the route has been completed. The contractor is carrying out the construction of the remaining items.
According to the Management Board of Ho Chi Minh City Urban Infrastructure Construction Investment Project, the project is currently facing difficulties and obstacles, mainly in compensation and site clearance. Therefore, the Board recommends that the Chairman of An Nhon Ward People's Committee urgently direct the handover of the remaining site in October 2025 to implement the project (currently, there are 29 households that have not yet handed over the site). At the same time, it recommends that the Chairman of Binh Loi Trung Ward People's Committee coordinate with relevant units to mobilize 20 households to hand over the site to implement the XL-03 package in November 2025.
Director of the Department of Agriculture and Environment Nguyen Toan Thang said that the Department has completed the Working Groups and sent officials to wards, communes, and special zones to resolve issues related to the issuance of certificates of land use rights and ownership of assets attached to land for organizations and individuals in commercial housing development projects in Ho Chi Minh City.
