On November 8, Mr. Tran Luu Quang, member of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee led a working delegation with the Vietnam National Industry and Energy Group ( Petrovietnam ).
Speaking at the meeting, Secretary of the City Party Committee Tran Luu Quang affirmed that Ho Chi Minh City will accompany Petrovietnam in the common development of the City and the country, and consider Petrovietnam (PVN) a strategic partner in the long-term development process.

Marine economic development - new pillar of Ho Chi Minh City
According to Secretary of the City Party Committee Tran Luu Quang, Ho Chi Minh City is entering a new phase of development, in which the marine economy is identified as a pillar sector, with energy and logistics as two spearheads. He emphasized that these are also core sectors of Petrovietnam, opening up many opportunities for cooperation between the group and the city.
Secretary Tran Luu Quang highly appreciated the role and contribution of Petrovietnam in the country's development. "PVN not only makes a great economic contribution but also plays an important role in ensuring energy security and non-traditional security. Every day, Petrovietnam is contributing to building a stronger, more sustainable, friendlier image of the country, bringing a better life to the people," he said.

According to statistics, Petrovietnam currently contributes about 19% of Ho Chi Minh City's GRDP and 15.8% of the national budget revenue. "In the past, many people, including me, thought that PVN only exploited resources to sell for money, but now that is not the case. Oil and gas exploitation only accounts for more than 30%, the rest is the effort, intelligence, and contributions of tens of thousands of PVN officers, engineers, and workers over many generations," Mr. Tran Luu Quang shared.
Ho Chi Minh City accompanies and solves problems for Petrovietnam to develop
Secretary of the City Party Committee Tran Luu Quang affirmed that Ho Chi Minh City will make every effort to support and facilitate Petrovietnam's development. The city's leaders emphasized four key groups of recommendations: planning; land management and use; participation in key projects of Ho Chi Minh City; and proposing a unique, outstanding mechanism, in line with the development trends of Vietnam and the world .
“Our spirit is to have a new way of behaving, to solve problems harmoniously. There is no need to send roundabout documents, just prepare documents and go directly to work with departments, branches, department directors report to the leaders of the Committee. This way will help to resolve problems faster, more substantially,” he said.

The City Party Secretary also noted that departments and branches need to determine the order of priority, focus on handling issues within the City's authority, and should not waste time waiting for opinions from superiors. "Currently, the special mechanism under Resolution 98 allows Ho Chi Minh City to be more proactive. Even many new regulations from the Central Government are more open. The problem is whether we dare to do it or not," he emphasized.
He also affirmed that Ho Chi Minh City fully agrees with the five pillars of strategic cooperation that Petrovietnam proposed in the long-term cooperation orientation: Building Ho Chi Minh City into a smart city - the goal identified in the Resolution of the City Party Congress; Promoting green development and clean energy; Building a clean supply chain, towards a sustainable economy; Forming a marine technical service center of 200 - 400 hectares; Developing a synchronous innovation ecosystem, creating new momentum for the City's economy.
According to Mr. Tran Luu Quang, Ho Chi Minh City is particularly interested in PVN's green energy and innovation models. "We need to arouse green awareness in every citizen, from small things like choosing environmentally friendly products. To do this, we need the cooperation of many forces, including Petrovietnam - a unit with enough capacity and vision to be a pioneer" , he said.

Regarding the marine technical service center project, the City Party Secretary said that if Petrovietnam is given priority and meets the conditions, Ho Chi Minh City is ready to arrange suitable land funds. “I believe this will be an important highlight in the City’s marine economic development strategy,” he said.
Assigning tasks with goals and transparent scoringAt the meeting, the Secretary of the City Party Committee emphasized that the management motto of Ho Chi Minh City is "assigning tasks with specific goals and deadlines". The city only manages the final results, ensuring compliance with regulations but requiring clear progress.
“We will have a transparent scoring mechanism. Those who do well and complete on time will be recognized; those who are late will be reminded. Everything must be fair and clear to encourage a sense of responsibility,” he said.

According to the Secretary of the Ho Chi Minh City Party Committee, the locality currently has many potential land funds, with sufficient conditions to form large-scale technical service and supporting industrial zones.
Also during the working session, Secretary of the City Party Committee Tran Luu Quang thanked Petrovietnam for its humanitarian gestures, including the clean water system investment program for Thanh An island commune (former Can Gio district) - the only locality in Ho Chi Minh City that currently does not have clean water.

“On the way here, I approved the investment policy for this project. I hope Petrovietnam will join hands and implement it in a 'turnkey' manner so that people can soon have access to clean water. One fine day, when the project is inaugurated in the joy of Thanh An people, it will be a beautiful image of the partnership between Ho Chi Minh City and Petrovietnam,” he said.
At the end of the working session, Secretary of the City Party Committee Tran Luu Quang emphasized that the cooperation between Ho Chi Minh City and Petrovietnam not only has economic value but also demonstrates the spirit of solidarity for sustainable development, bringing a better life to the people, in line with the common aspirations of both the City and the Group.
