The Prime Minister assessed that in October, the world situation continued to change rapidly and complicatedly, with many difficulties and major challenges. Notably, the US's reciprocal tax policy contained many uncertainties and risks; many countries and regions continued to reduce operating interest rates to support growth; risks in global financial and monetary markets increased; strategic competition and conflicts in some places continued to develop complicatedly; natural disasters, storms and floods were unpredictable...

In the difficult context, thanks to the efforts of the entire political system, the entire people and the entire army under the leadership of the Party, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary To Lam, the Prime Minister acknowledged that the socio-economic situation continued to trend positively, with each month being better than the previous month, and 10 months being better than the same period in 2024 in most areas.

" The highlights are the stable macro-economy, controlled inflation, promoted growth, and guaranteed major balances. Attention is paid to cultural and social fields; social security is guaranteed; people's lives are improved; natural disasters and floods occur continuously but no one suffers from hunger, cold, or lack of food or clothing. Politics and society are stable; national defense and security are consolidated and enhanced; foreign affairs and international integration are promoted, " said the Prime Minister.

However, the head of the Government said that the economy still has limitations and shortcomings and continues to face many difficulties and challenges due to internal economic and external impacts, such as in monetary policy management; gold prices, real estate prices; and production and business in some fields are still difficult.

In addition, the operation of the two-level local government still has difficulties and obstacles; natural disasters, storms, floods, and continuous heavy rains have severely affected production, business, and people's lives...

At the meeting, the Prime Minister asked delegates to focus on discussing and giving specific opinions on the direction and management of the Government, Prime Minister, ministers, heads of sectors, and local leaders; evaluate the outstanding results of the socio-economic situation in October and the first 10 months, their feelings, impressions, concerns, and worries; analyze objective and subjective causes, and draw lessons.

Delegates need to forecast and analyze new points in the context of the upcoming situation; identify key tasks and solutions in the coming time in each specific field, especially stabilizing the macro economy, controlling inflation, promoting growth, effectively implementing the Politburo's Resolutions, and smoothly operating two-level local governments...

The Prime Minister asked delegates to give their opinions on the fields of culture, society, national defense, security, and foreign affairs, and on the tasks and solutions for the coming time (especially building social housing; preventing, combating, and overcoming the consequences of natural disasters; starting the construction of inter-level schools in land border communes, etc.).

Also at the Prime Minister's request, delegates need to discuss the implementation of key projects and tasks submitted to the Central Executive Committee, the Politburo, the Secretariat and the 10th Session of the 15th National Assembly; institutional bottlenecks need to continue to be resolved with innovative thinking, urgent approaches, and the spirit of "3 no's": no perfectionism, no haste, no missed opportunities, to turn the legal system from a bottleneck into a competitive advantage.
