On April 14, the Vietnam Lawyers Association in collaboration with UNDP organized a technical consultation meeting for the Training Document on improving management skills and organizational development of legal consultancy centers under the Vietnam Lawyers Association.
In her opening speech, Ms. Le Thi Kim Thanh - Vice President of the Vietnam Lawyers Association said that stemming from the desire to move towards a good, accessible legal consultancy service, meeting the increasing and diverse needs of the people in general, especially the disadvantaged/vulnerable groups in society in particular, the Vietnam Lawyers Association has clearly identified the need for solutions to improve the quality of legal consultancy services and legal aid of the Association's affiliated Legal Consultancy Centers, including enhancing the capacity of the team of consultants and legal consultancy collaborators, along with improving the management capacity and organizational development of these Centers.

Therefore, within the framework of the program “Strengthening Law and Justice in Vietnam” funded by the European Union, with financial contributions from UNDP, UNICEF and implemented by UNDP and UNICEF in coordination with the Ministry of Justice of Vietnam, the Vietnam Lawyers Association has been developing training materials to improve both the human resources capacity and organizational capacity of Legal Consulting Centers.
Up to now, the Legal Consulting Skills Documents Part 1 and Part 2 have been completed for use in training sessions.
Regarding the Document Set on Management Skills and Organizational Development of Legal Consulting Centers, the Vietnam Lawyers Association has recently completed the first draft. Today's consultation meeting aims to share the main results of this Document Set and to solicit opinions from experts, practitioners and representatives of Legal Consulting Centers to complete this document.
Ms. Le Thi Kim Thanh expressed her hope and belief that the content of this document will meet the real needs of legal consultancy centers in particular and of the staff of the Bar Association at all levels in general.
The set of documents on management and organizational development skills of the Legal Consulting Centers under the Vietnam Lawyers Association includes 3 main parts: Strategic and planning management; Communication and brand management; Human resource management and development.
The document is designed in two volumes, one for students and one for trainers so that resource trainers can use this document to retrain their staff.
This document was prepared by a team of experts from Management and Organizational Transformation Consulting Company Limited (T&C Company). To develop this document, T&C Company also conducted a survey to assess the capacity building needs of the team of consultants and collaborators of the Vietnam Lawyers Association in 2019 to determine the needs of the Association, thereby developing documents to suit actual needs.
Within the framework of the working session, Mr. Vu Van Tuan - Director of T&C Company (the unit implementing the Document Set) presented the main contents of the draft Document Set for training to improve management skills and organizational development of legal consultancy centers under the Vietnam Lawyers Association.

Following that, Dr. Hoang Thi Ngan - Former Director of the Department of State Administrative Organization and Public Affairs, Government Office and Lawyer Nguyen Hung Quang - Executive member of NHQuang & Associates Law Office, Chairman of the Vietnam International Commercial Mediation Center presented some comments on the draft document, in which these experts emphasized the practicality and applicability of the document in practice.

At the meeting, delegates representing a number of provincial and municipal Bar Associations and independent experts with extensive experience in organizational development also exchanged and discussed openly and frankly many issues to contribute valuable ideas to the Document.
Incorporating comments from this technical meeting, the Document Set will continue to be edited to meet the requirements set out before being used as training materials for leaders of Legal Consulting Centers under the Vietnam Lawyers Association nationwide .
