Since the operation of the two-level local government model, in addition to investing in improving facilities and equipment for communes and wards, the province has also paid special attention to training, professional training, and improving the capacity of civil servants.

Take advantage of young resources to grasp technology

In order to promptly support people as well as overcome limitations in facilities, Lang Son Provincial Youth Union recently issued Official Dispatch No. 2829-CV/CTĐ&TTN, dated July 5, 2025 on deploying a youth volunteer team to support the operation of the two-level local government model.

On July 7, more than 1,200 union members and youths in 65 communes and wards across the province simultaneously launched a youth volunteer team to support the operation of the two-level local government model and provide online public services at the grassroots level.

With the determination of "Understanding the area - Solid technology - Dedicated support - Effective dissemination", from the beginning of July to the end of August 2025, youth volunteer teams will be present at public administrative service centers in 65 communes and wards to carry out activities to support the people.

The youth volunteer teams undertake many practical tasks such as: Supporting the editing and digitization of population data, entering system data, arranging documents; sorting and guiding people to carry out administrative procedures according to the process; supporting basic operations on public devices; installing and using the VNeID application, electronic identification accounts; supporting people to use the National and local Public Service Portals, etc.

Comrade Doan Thanh Cong, Vice Chairman of the Vietnam Fatherland Front Committee of Lang Son Province, Secretary of the Lang Son Provincial Youth Union, said that 100% of communes, wards and affiliated Youth Unions in Lang Son province simultaneously organized Peak Day activities to support the operation of the two-level local government model and provide online public services at the grassroots level. The Lang Son Provincial Youth Union flexibly linked this activity with summer volunteer campaigns: Green Summer, Red Flamboyant, Pink Vacation, Green March, etc., attracting many Youth Union members throughout the province to participate.

Focus on training to improve staff capacity

In addition to utilizing the resources of union members, youth, and the younger generation to grasp technology, in July, the People's Committee of Lang Son province assigned the Department of Science and Technology to be the focal point for organizing online and in-person training courses for commune and ward officials in the whole province.

Since early July, the People's Committee of Lang Son province has organized a launching ceremony and training for the information technology force to support communes and wards. The province has guided teachers and information technology staff participating in the support on how to use the i-Office electronic office software and online public services, including: Installing the installation packages including the digital signature installation package, the Plugin installation package; how to edit signature and seal images; instructing on basic process flow operations; how to guide people and businesses to submit documents on the national public service portal; how to access the system and process documents, install anti-malware software, etc.

Also in mid-July 2025, the Training and Professional Development Center, Lang Son Provincial Police organized a training course on vehicle registration and issuance and re-issuance of driving licenses for commune-level police forces throughout the province.

This intensive training course disseminates and thoroughly educates students on the basic contents of the law related to vehicle registration, issuance, and re-issuance of driving licenses. Students are guided to practice procedures on public services such as: Receiving applications for driver license renewal and re-issuance; submitting applications for driver license renewal; performing first-time vehicle registration for domestically manufactured and assembled vehicles and imported vehicles; instructions on using the software for registration and management of automobiles and motorbikes; practicing vehicle registration.

According to comrade Nguyen Quang Huy, organizing training is necessary to foster knowledge and professional skills for the team of commune and ward civil servants in the whole province in response to current demands. Through training courses, in addition to improving the ability to perform public duties, Lang Son province will review the qualifications of cadres, detect problems arising from practice, thereby making reasonable arrangements, adjustments and solutions, ensuring the smooth operation of the new model...

To concretize the determination to build a modern digital governance model, the Office of the People's Committee of Lang Son province recently organized a training conference on the application of artificial intelligence (AI) in administrative management and public services. The conference had the direct participation of leaders of the Provincial People's Committee as well as leaders of departments, branches, business associations and civil servants in the whole province.

At the Conference, delegates learned and practiced with AI models in the field of administrative management and public services; grasped how to quickly search for information from administrative documents, support reading-understanding-summarizing reports, policy documents and professional documents; analyzed data with AI; created AI chatbots to automatically reply to messages... and many other effective tasks.

“Grasping artificial intelligence (AI) technology is a concrete step of the province in implementing Resolution No. 57 of the Central Committee, thereby helping cadres and civil servants in the whole province clearly understand the concept, potential and application trends of AI in administrative management and serving the people. Knowledge and ability to skillfully exploit AI technology help us optimize administrative work, promote digital transformation, accelerate administrative reform and improve efficiency in management, operation and implementation of tasks at agencies, units and localities”, affirmed Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lang Son province.
