Improving capacity for shipbuilding and repair

(CPV) - Factory X55 of the Navy Technical Department has the business name of Hai Binh Company Limited. Despite many difficulties, in recent years, the Factory has always proactively improved its capacity to build and repair ships, successfully completed assigned military and defense tasks, and has always been the leading flag in the Emulation movement to Win of the Technical Department as well as the Navy.

Factory X55 is responsible for repairing and ensuring technical equipment for ships, boats, and weapons for the Navy, regional armed forces, and helping repair ships for the Royal Cambodian Navy; at the same time, it produces, trades, and conducts economic activities according to its business functions.

In recent years, with the attention and investment of superiors, the Factory has gradually invested in modern equipment; the capacity and technological level of staff and workers have been constantly improved. In addition, the Factory still faces many difficulties such as: The Factory's production area is narrow, the products are mainly manufactured outdoors, and are affected by weather and climate. Machinery and equipment are not yet synchronized, many equipment have become outdated after many years of use, and are not suitable for modern production processes. Human resources are scattered, and must be allocated to both military products and economic products, both new construction and repair, as well as training and combat readiness tasks... while financial management mechanisms and policies have changed; the requirements for ship repair tasks and ensuring equipment and technical equipment are high.

Colonel Nguyen Huu Thac, Political Commissar of the Factory, said: “The Party Committee and the Factory Board of Directors have correctly forecasted and assessed the situation, identified the advantages and difficulties that will have immediate and long-term impacts. On that basis, the Factory has developed a plan, determined the content, targets and specific, timely goals suitable for each stage and each task.”

From the above capital and the Factory's investment, the unit has combined investment in equipment suitable for the production technology process and market demand. Directly in charge and directing the construction, the Engineering-Technology Department has coordinated with units and partners to deploy technology, design products on specialized software for ship design and construction; coordinate work deployment for workshops, plan construction items, completion progress, and regulate production for construction sectors.

According to Lieutenant Colonel Hoang Khanh Lap, Head of the Technical-Technology Department: “During the construction process, the department assigns staff to monitor and supervise the progress and quality of each item and progress; coordinate with the product quality inspection department and the ship owner to inspect the quality as it is implemented. Presiding over the product acceptance, we absorb, thoroughly overcome shortcomings and perfect the product. Thanks to that, the Factory's products always meet high requirements on quality, technique, and aesthetics, which are highly appreciated by superiors, units, partners, and customers.”

Identifying human as the decisive factor, the Factory focuses on training and coaching to improve the professional qualifications and skills of staff and workers to meet the requirements of the task. The Factory regularly opens training courses at the unit, invites experienced lecturers at home and abroad, consultants from skilled establishments, large and capable companies; sends staff and employees to training and coaching at units, factories, vocational schools, etc. Party committees and commanders of agencies and units promote emulation movements in labor production, encourage and motivate staff, workers and employees to work overtime; conduct scientific research, promote initiatives, and improve techniques applied to labor production at the Factory.

Captain Dinh Hong Tung, Ship Hull Workshop Manager, shared: “To construct the hull and interior of the ships, we select officers and workers with good qualifications and capabilities to deploy, supervise and construct. During the implementation process, the workshop arranges highly skilled comrades to accompany and guide comrades with average or weak qualifications or comrades who are new to the Factory. Thanks to that, the capacity and qualifications of officers and workers have been improved to meet the requirements of the assigned tasks.”

As a technical assurance unit, the work is specific, high intensity, with many potential risks and occupational safety risks, the Factory has implemented synchronous measures to maintain regular order, discipline, compliance with regulations and safety in production, ensuring the environment and working conditions for workers. Currently, the Factory has a quality management system that meets ISO 9001:2015 standards and environmental management according to ISO 14001:2015 standards. Proactively improving its capacity, the Factory has synchronously repaired, improved and modernized many types of combat ships; tugboats and rescue ships. The Factory has mastered the technology to build new generations of modern multi-purpose passenger ships such as mother ships serving submarines for tourism, luxury cruise ships serving paragliding and coral viewing services at sea; tugboats with large capacity and large-sized deck barges; dry cargo ships from 1,000 to 3,200 tons....

With synchronous and effective solutions, every year, X55 Factory always fulfills its planned targets well, the production value of each year is higher than the previous year. In 2024, the production value will reach 121% of the target, the average income of workers will be over 14.7 million VND/person/month, the life of officers and workers will continue to improve. The shipbuilding and repair capacity of X55 Navy Factory has been affirming solid steps on the path of development.
