During the period 2021-2024, the poverty rate according to the multidimensional poverty standard decreased by approximately 4.2% (an average decrease of about 1.05% per year); the poverty rate in poor districts decreased by an average of over 4% per year, and the poverty rate among ethnic minorities decreased by an average of over 3% per year.
Effectively implementing Directive No. 05 of the Party Central Committee on strengthening the Party's leadership over sustainable poverty reduction by 2030, in 2024, poverty reduction efforts continued to maintain a multidimensional poverty rate reduction of over 1%, achieving the target set in the Resolution of the 13th Party Congress.
The Prime Minister has decided to recognize one district as having escaped poverty and 17 particularly disadvantaged communes in coastal and island areas as having escaped their extremely difficult circumstances.

According to the Ministry of Labour, Invalids and Social Affairs , by the end of 2024, 4 out of 6 poverty reduction targets for the 5-year period had been met or exceeded. Disbursement of the program has shown many positive changes. By the end of November 2024, the disbursement of operational funds for the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period was the highest compared to the other two national target programs.

To achieve the set goals, the Ministry of Labour, Invalids and Social Affairs has proactively coordinated with other ministries, sectors, and localities to fully and promptly implement poverty reduction policies as prescribed, such as: completing guiding documents and proactively organizing the implementation and guidance of ministries, central agencies, and localities in developing and implementing the program implementation plan and disbursing funds for 2024; and developing the capital plan for the program implementation in 2025.

The Ministry shall submit to the Government a report to the National Assembly on the results of the Program implementation for the period 2021-2024 and propose directions for the Program for the period 2026-2030; advise on the fundamental and decisive resolution of difficulties and obstacles in the implementation of the Program within the Ministry; and promptly notify the adjustment of poverty reduction targets and tasks for 63 localities.

The results of the 2023 review of poor and near-poor households were announced to serve as a basis for implementing social security policies, to guide the development of the 2024 review plan for poor and near-poor households, and to update the database on poor and near-poor households with the national population database. Vietnam was invited by the G20 to be a founding member of the Global Alliance to Combat Poverty and officially became a member of this Alliance.
Furthermore, the Ministry of Labour, Invalids and Social Affairs has proactively advised the Government to organize a program to support the elimination of temporary and dilapidated housing nationwide. The program has mobilized the entire political system, the consensus, support, and participation of ministries, agencies, businesses, organizations, and individuals in the work of eliminating temporary and dilapidated housing, and the amount of funding mobilized for the program is over 5,000 billion VND.
The goal is to eliminate all temporary and dilapidated houses for poor and near-poor households nationwide by the end of 2025, achieving this target five years ahead of the goal set by the Central Committee of the Communist Party.
