Opening of Smart Monitoring and Operation Center
Before the meeting started, the province inaugurated the Tuyen Quang Province Smart Monitoring and Operation Center. The center will collect information and data connected to the database of agencies, units, and localities to help provincial leaders have information and data in management, planning, and development orientation.

At the same time, it serves the management and handling of emergency situations in the province quickly, accurately and effectively; provides a database, general and detailed information on the professional fields of agencies, units and localities, helping provincial leaders manage, direct and operate the province's activities in accordance with the actual situation, bringing high efficiency, better serving people and businesses.
Thereby, connecting information and updating data to serve the work of building policies and strategies for sustainable medium- and long-term socio -economic development.
The center's operation will contribute to improving the management and operation capacity of all levels of government and improving the quality of work of government apparatus at all levels.

Chairman of the Provincial People's Committee Nguyen Van Son emphasized that people can directly report from the scene and from the grassroots to the Smart Monitoring and Operation Center.
Thereby, monitoring the activities of public agencies and actively participating in the process of building and perfecting policies of the state and the province, contributing to improving the economic and spiritual life of the people and the whole society.
“3 proactive measures” to remove difficulties and obstacles
According to the report of the Provincial People's Committee, to ensure the direction and operation of Digital Institutions, the province has issued documents, resolutions, action programs... and signed cooperation agreements with the two groups Vietnam Post and Telecommunications and FPT Group to coordinate and support the implementation of Digital Transformation in the province.

The province currently has 1,283 BTS stations in operation, ensuring 100% of villages, hamlets, and residential groups have mobile phone coverage.
Regarding digital government activities, the province's shared systems such as online video conferencing, document management software system and provincial administration operate stably and effectively.
In mid-March 2024, the Department of Information and Communications officially put into operation the version of the province's administrative procedure settlement information system with the Citizen Data Warehouse function.
When registering an account on the national public service portal, people and businesses will have electronic data storage space, helping to store information and electronic data related to public administrative transactions... Up to now, the province has provided 1,826 administrative procedures on the provincial administrative procedure settlement information system.

Regarding the results of implementing Project 06, 2024 is determined to be the year to focus all efforts on implementing the contents that are the foundation to promote Project 06, towards affirming the results of the Project in 2025. The province has implemented on schedule for 73 assigned tasks.
Some of these include breakthrough tasks such as promoting cashless social security payments, digitizing household registration, cleaning tax data, or pilot models applying solutions from the national population database, chip-embedded citizen identification cards, and electronic identification accounts that bring practical benefits to people, organizations, and businesses.
At the meeting, delegates discussed and clarified a number of difficulties and obstacles in the digital transformation process, such as the lack of a policy on minimum spending ratio and guidelines on spending norms for information technology applications, digital transformation, and policies on hiring digital transformation experts; some localities have not been proactive and active in guiding people to use channels to interact with the government, use online public services, and make online payments; the activities of the Community Digital Technology Team have not really been effective; data is still scattered or stored on paper, has not been edited, digitized, or connected to a shared data warehouse, and the implementation of national digital platforms maintained by central ministries and branches is still slow...

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Van Son highly appreciated the efforts of departments, branches and localities in performing tasks over the past 5 months.
He emphasized that the workload in digital transformation and implementation of Project 06 is huge, so agencies, units and localities need to look directly at difficulties and obstacles to find solutions, closely following the central and provincial plans; strengthen propaganda, dissemination, and enhance the role and responsibility of leaders, with the goal of serving people and businesses best.
The 2024 digital transformation plan of Tuyen Quang aims to complete 81 tasks, Project 06 has 71 tasks, departments, branches and localities review the list of tasks to be performed according to the Digital Transformation plan, proactively and resolutely implement assigned tasks; focus on deploying and using platforms serving digital government according to the list of digital platforms used throughout the province; urgently review, edit, build data and connect to the province's shared data warehouse, especially for data invested by the province, currently stored at ministries and branches, it is necessary to connect to the shared data warehouse.

Units and localities prioritize the construction of databases in the approved list of shared data and open data, connecting with the province's shared database portal; focus on implementing unachieved targets for digital transformation scoring and ranking, fully prepare documents for scoring in 2023, and be responsible for assessment results according to assigned fields.
He requested that local departments and branches must take "3 proactive actions": Proactively resolve issues, proactively coordinate, and proactively report when exceeding authority.
The Provincial Police continue to carry out the tasks set out in Project 06, ensuring the achievement of assigned goals and requirements; the Department of Information and Communications continues to carry out the tasks of building and upgrading infrastructure and shared platforms for the entire province.

At the meeting, the Provincial People's Committee announced the results of the assessment and ranking of the level of digital transformation in agencies, units and localities. According to the results, the Department of Justice, Tuyen Quang city, Trang Da commune (Tuyen Quang city) are the top 3 units in terms of digital transformation level in 2023.
