Realize the dream of settling down
The family of Ms. Duong Thi Sang, Da Tron village, Dong Tho commune (Son Duong) is a poor household, living in an old, small, dilapidated house and cannot afford to build a new one. In that situation, from the capital of the National Target Program, Dong Tho commune supported Ms. Sang's family with 50 million VND to build a sturdy house with an area of 90m2, 1 living room, 3 bedrooms, and a corrugated iron roof. "I am so happy! Having a decent house, my children having a good place to study, I have more motivation to do business and escape poverty" - Ms. Sang confided.
Ms. Sang is just one of 42 poor ethnic minority households in Dong Tho commune that received support to build houses from capital sources of national target programs. Comrade Nguyen Thanh Ba, Standing Deputy Secretary of the Party Committee of Dong Tho commune (Son Duong) said that the beneficiaries are all truly poor households with difficulties and the will to rise up. From having a stable place to live, they have the conditions to develop the economy , take care of their children, making an important contribution to the goal of sustainable poverty reduction in the locality.

Since the implementation of the Program, the commune has renovated and repaired 42 houses, with a cost of 1.8 billion VND. The support for housing construction has been carried out transparently, publicly, and to the right beneficiaries, and has received high consensus from the people. In addition, from the capital source for implementing projects and sub-projects, 286 tanks of domestic water have been supported for people, with a cost of 856 million VND; supported job conversion for 40 poor households with a cost of 400 million VND; invested in essential infrastructure to serve production and life..."
The family of Mr. Duong Van Binh, village 2, Thuoc Thuong, Tan Thanh commune (Ham Yen) is one of thousands of households in Tuyen Quang that received financial support from the Program to build a new house. For many years, his family has lived in an old, dilapidated house, and every time it rains heavily or the wind is strong, the whole family is in fear. In 2024, Mr. Binh received support of 50 million VND to build a house. He borrowed an additional 100 million VND and asked relatives and friends to help with labor and materials to build a new house.
Mr. Binh happily said: “Thanks to the State's care, my family has a new house. Everyone in the family is very happy, our long-cherished wish of a spacious house to shelter from the rain and storms has now come true. This is a great motivation for the family to stabilize their lives and confidently develop the economy.”
Motivation to escape poverty
Identifying the elimination of temporary and dilapidated housing as a key content to help ethnic minorities improve their lives soon, gradually narrowing the gap in living standards, grassroots cadres in Ham Yen have had many good ways, suitable to actual conditions, to mobilize and propagate poor households to seize opportunities, take advantage of support capital from the State and the community to build and repair dilapidated housing.
Comrade Ma Van Lien, Head of the Department of Ethnic and Religious Affairs of Ham Yen district, said that the district has also mobilized all resources to support poor households in building houses; coordinated the allocation of resources to support housing construction for poor households from the capital of the National Target Programs. In addition, the entire Ham Yen political system has paid attention to and implemented synchronously the propaganda and mobilization work to clarify the objectives of the Program, the importance and profound humanistic significance of the policy to support poor households in building houses, creating a widespread influence among the people. After 4 years of implementing the program to eliminate temporary and dilapidated houses for poor households, up to now, the whole district has built and repaired houses for over 1,100 disadvantaged households.
According to statistics from the Department of Ethnic Minorities and Religions, in the period from 2021 to 2025, implementing project 1 to solve the shortage of residential land, housing, production land, and domestic water, the province was allocated over 155 billion VND for housing construction. From the above budget, over 2,100 poor households were supported to build houses, reaching 102% of the plan.
The results in the work of eliminating temporary and dilapidated houses and improving the lives of ethnic minorities in recent times have created a solid foundation for the province in poverty reduction. Entering the new phase, the province aims to firmly and effectively implement social security policies, ensuring that no one is left behind on the development journey.
To realize this goal, the provincial departments and branches will continue to conduct comprehensive reviews and assessments of households that are still facing difficulties in housing, production land, residential land and domestic water. In addition to capital from the National Target Programs, the province will continue to promote socialization, calling for the cooperation of organizations, businesses, philanthropists and the community to increase support resources; closely integrate with vocational training programs, change the structure of crops and livestock, develop production and business to help households have sustainable livelihoods, truly escape poverty sustainably...
With clear directions and determination of the entire political system, we believe that the dream of solid houses and a prosperous life will spread more and more widely throughout the ethnic minority areas in the province.
