Deputy Prime Minister Tran Hong Ha and Minister of Infrastructure and Environment Mark Harbers discussed at the meeting.
Attending the meeting on the Vietnamese side were representatives of the leaders of the Ministries of Foreign Affairs, Natural Resources and Environment, Planning and Investment, Agriculture and Rural Development, Transport, the Government Office and the Vietnamese Ambassador to the Netherlands.
On the Dutch side, there were representatives from the Ministries of Infrastructure and Water Management; Foreign Affairs ; Agriculture, Nature and Food Quality; representatives of the Netherlands Organization for International Education Cooperation (NUFFIC), the Dutch Committee for Environmental Assessment and experts from a number of Dutch research institutes and universities.
Deputy Prime Minister Tran Hong Ha emphasized his wish that the Netherlands would support Vietnam in implementing green transformation, renewable energy, water resources management and climate change response.
In his opening speech, Deputy Prime Minister Tran Hong Ha expressed his delight at the positive developments in the Vietnam-Netherlands cooperation relationship over the past 50 years, including the strategic partnership on climate change adaptation and water management.
Since the 7th Session, despite the COVID-19 pandemic, the two sides have actively implemented 19 bilateral cooperation contents, of which 10 contents have been completed, notably: Mekong Delta Regional Planning for the 2021-2030 period, with a vision to 2050; Mekong River Basin Integrated Planning for the 2021-2030 period, with a vision to 2050, along with the establishment of a Regional Coordination Council based on the recommendations of the Mekong Delta Plan (MDP).
Minister of Infrastructure and Environment Mark Harbers shared about the priority areas of support that the Dutch Government will provide to Vietnam in the coming time.
Deputy Prime Minister Tran Hong Ha highly appreciated the Netherlands’ positive and effective contributions to sustainable socio-economic development in Vietnam; he hoped that the Netherlands would support Vietnam in implementing green transformation, renewable energy, water resource management and climate change response.
Minister Mark Harbers warmly welcomed Deputy Prime Minister Tran Hong Ha to visit, work and co-chair the 8th Session, on the occasion of the two countries celebrating the 50th anniversary of the establishment of diplomatic relations; highly appreciated the Deputy Prime Minister's participation and contribution at the Summit on the New Global Financial Compact recently held in France.
Deputy Prime Minister Tran Hong Ha said it is necessary to update policies and priority activities on climate change and water management of Vietnam and the Netherlands.
At the meeting, the two sides reviewed and assessed the implementation of cooperation activities within the framework of the Agreement approved at the 7th Session; conducted a strategic policy dialogue on climate change response and water management, updated policies and priority activities on climate change and water management of Vietnam and the Netherlands. Given the potential for cooperation between the two sides, leaders of the ministries of Natural Resources and Environment, Transport, Planning and Investment, and Agriculture and Rural Development made specific cooperation proposals in priority areas of climate change, water management, green agriculture, circular economy, flood management, seaports, digital transformation, human resource training, etc. The Chairman of the Dutch sub-committee positively acknowledged the proposals, affirming that he will continue to coordinate with relevant agencies of Vietnam; agreed on new potential cooperation contents between the two countries for the coming period.

At the end of the meeting, Deputy Prime Minister Tran Hong Ha and Minister of Infrastructure and Environment Mark Harbers signed the Minutes of the 8th Meeting of the Vietnam-Netherlands Intergovernmental Committee on Climate Change Adaptation and Water Management, agreeing that the 9th Meeting will be held in Vietnam.

* At noon the same day, Deputy Prime Minister Tran Hong Ha visited the Invest International Investment Fund, which specializes in providing financial support for projects on water and infrastructure, sustainable production, renewable energy, sustainable agriculture, and health care.

The Deputy Prime Minister said that after the meeting of the Vietnam - Netherlands Intergovernmental Committee, the two sides identified many potential investment cooperation projects in the fields of renewable energy, climate change response, seaport infrastructure construction, multi-purpose irrigation works, water supply and drainage systems, smart power transmission grids, sustainable agriculture, etc. These are areas in which Dutch enterprises have experience, technology, and implementation capacity.

Mr. Joost Oothuizen, CEO of Invest International Investment Fund, expressed his desire to work directly with Vietnamese ministries and sectors to identify cooperation mechanisms, as well as potential and feasible projects that can be implemented in the fields of seaport infrastructure, renewable energy, climate change response... in Vietnam.
