To facilitate citizens in handling administrative procedures electronically, the district has invested in broadband fiber optic network infrastructure covering over 90% of households and 100% of communes, ensuring the communication needs of the people; 4G and 5G networks reach 100% of remote, mountainous, and rural areas...
Mr. Hoang Van Sinh, Chairman of the District People's Committee, said: The district recognizes that digital transformation in administrative procedures plays a very important role, bringing many benefits to organizations and individuals. Through digital transformation, the process of receiving and processing citizens' applications is more open and transparent; reducing processing time and costs for both state agencies and citizens. Online transactions are one of the solutions that the district has implemented quite effectively in recent times.
From the beginning of 2025 to the present, the District Public Service Center Branch has received 1,418 applications (857 new applications; 561 applications carried over from the previous period); of which 745 applications have been resolved correctly and ahead of schedule. 100% of administrative procedures under the jurisdiction of the district and commune levels have implemented the "5-step on-site" and "5-step electronic" processes for eligible procedures. 100% of citizens know how to use smartphones to carry out administrative procedures, search for procedures, and log into their National Public Service Portal accounts via the VNeID application, using the application to provide information instead of paper documents such as identity cards or family information.
Mr. Luong Xuan Hoa (Dong Ngu commune) said: "Previously, I used to do procedures at the commune office, such as registering my child's birth certificate and notarizing documents, which was very time-consuming. Thanks to the Youth Union's guidance on submitting procedures online, now I only need a smartphone and can submit administrative documents from anywhere, which is very convenient."
Besides the positive results achieved, digital transformation in administrative procedures in the district still faces some limitations and difficulties such as: the habit of using paper documents, submitting documents in person, using cash in payments, and limited access to IT applications among the people... In addition, the network infrastructure and internet connection speeds are sometimes slow, causing difficulties for people and businesses using online public services.
To effectively implement administrative reform associated with digital transformation, in the coming period, localities will continue to diversify forms of communication, raise awareness among officials and civil servants, and strengthen guidance for citizens and businesses on using online public services. At the same time, they will continue to monitor and evaluate citizen satisfaction, listen to citizen opinions to have an objective basis for providing public services, and ensure that citizens are at the center of service delivery.
