Exemplary Customs Officer

Stepping onto the stage for the first time to receive the title of Outstanding Young Person of the Central and Central Highlands Region, awarded at the ceremony held in Gia Lai last March, Mr. Pham Thanh Sang - an officer of the Provincial Customs Department - could not hide his emotion and pride.

Sang recounted that just a few minutes on stage felt like a fast-forwarded film, showcasing his 12 years of hard work and dedication to his profession. Having worked in customs since 2011, holding various positions from officer at the Nam Giang Border Gate to the Ky Ha Port Border Gate, Sang gained valuable experience and strengthened his professional expertise.

At the port, the volume of goods entering and leaving is large and diverse, and many large businesses operate there, so the responsibility of customs officers is very high. Therefore, the requirements for oneself are meticulous in demeanor, attitude, and speech, and must possess the knowledge and skills to help customers understand correctly and quickly, facilitating smooth operations.

Based on his work experience, in 2023, Mr. Sang initiated a method to improve the efficiency of monitoring and managing transit goods that cannot be sealed, by using QR codes to collect information and images. This approach helps customs officers reduce the number of paper documents; information and images are stored scientifically and comprehensively, saving time and printing costs during inspections.

As a result, the customs clearance process is carried out faster, creating favorable conditions for businesses. Similarly, earlier initiatives to improve the efficiency of statistics and reporting on transit and independently transported goods at the Ky Ha Port Customs Branch also helped improve the unit's work efficiency.

By proactively taking on challenging and new tasks, constantly innovating, researching, and proposing groundbreaking initiatives and solutions, since 2021, Sang has had 3 innovative initiatives recognized and effectively applied in practice.

Not only is Sang highly skilled professionally, but he is also an energetic youth leader, helping the Youth Union of the Ky Ha Port Customs Branch operate effectively and implement many meaningful projects for the community.

Thanks to his efforts, from 2020 to the present, he has been rated as having excellently completed his duties, and has been commended as an outstanding Youth Union Secretary at the provincial level in 2021; an exemplary young cadre, civil servant, and public employee of Quang Nam province in 2024; the title "Advanced Youth Following Uncle Ho's Teachings in the period 2023 - 2024" awarded by the Youth Union of provinces and cities in the Central and Central Highlands regions; and has been commended by the Party Committee of the Provincial Agencies Bloc as a model in implementing Conclusion No. 01-KL/TW.

In April 2024, Pham Thanh Sang was transferred to work at the Control Team of the Provincial Customs Department. "The recent recognition further motivates me to continue striving my best in my work, aiming for specific goals to contribute to the overall development of the Quang Nam customs sector," Sang said.

Dedicated to the profession

Having worked in the Social Insurance sector for nearly 18 years, Phan Thi Bich Thoa, a specialist at the Provincial Social Insurance Office, finds daily joy in helping people and workers resolve issues related to their social insurance benefits and policies.

Working at the One-Stop Service Department of the Social Insurance Agency, Ms. Thoa and her colleagues handle numerous files and answer people's questions related to procedures, regulations, and policies on social insurance, health insurance, unemployment benefits, etc. As a bridge between the Social Insurance Agency and the people, Ms. Thoa sets high standards for herself in terms of expertise, dedicated service attitude, and timely handling to ensure that people's rights are protected.

Ms. Thoa recounted an incident where an elderly man came to have his wife's health insurance card updated so that she could be promptly taken to Ho Chi Minh City for cancer treatment. Given the urgent situation, she flexibly adjusted the information, ensuring the patient was transferred to the appropriate hospital in time.

“A few days later, the uncle returned and expressed his gratitude and praised our quick handling of the matter, which warmed our hearts. For me, the joy each day is helping people and workers ensure their rights related to social insurance policies are protected,” Ms. Thoa shared.

Due to the nature of her daily work involving frequent contact with many people, it's inevitable that some will be short-tempered, but Ms. Thoa remains calm, listens patiently, and resolves each case, providing specific guidance on regulations and helping them complete their applications quickly, especially those related to unemployment benefits or updating information on health insurance cards in urgent situations.

Recently, the number of people requesting a lump-sum social insurance withdrawal has increased significantly. She takes the time to learn about each person's story in order to provide appropriate advice, helping people better understand the social security policies of the Party and the State.

According to Ms. Thoa, the work at the One-Stop Service Department is very specialized, requiring staff to have a thorough understanding of regulations in order to handle matters promptly or advise leaders on handling cases beyond their authority. To help people reduce travel time or waiting time, she carefully checks the documents upon receipt.

"The industry's policy is to serve the people, and working at the One-Stop Service Center, we feel even more aware of our responsibility. When we can help people resolve their issues and get their relevant policies and regulations resolved, we all feel happy, and it motivates us to stay committed to our work," Ms. Thoa shared.

Having assumed the position of Chief of the Provincial Inspectorate Office since 2021, Ms. Vo Thi Thuy Ha has always been dedicated to her work, firmly grasping the Party's guidelines and the State's policies and laws to promptly advise leaders on solutions to improve work efficiency. Notably, immediately after the promulgation of the 2022 Inspection Law and Government Decree No. 43/2023 detailing some articles and measures for implementing the Inspection Law, Ms. Ha proactively researched and updated herself on the new functions and tasks of the sector.

According to Ms. Ha, research shows that Article 77 of the 2022 Inspection Law stipulates the appraisal of draft inspection conclusions, but it is still general and not specific enough, causing difficulties in the appraisal process and failing to clearly define the position of the Head of the Team for Appraising Draft Inspection Conclusions.

"Therefore, when Decree No. 43 was issued, I saw 'new turning points' for the appraisal work, so I advised the leadership and was assigned the task of developing the 'Procedure for appraising draft inspection conclusions in the province'. The nature of office work would not be as 'specialized' as Department 2 regarding legal affairs or Department 3 regarding appraisal work."

However, upon receiving the responsibility, we had to focus on implementation and quickly develop the process for early application. And after nearly four months, the process was completed, approved by the leadership, and allowed to be applied from November 2023. This is a completely new process, not many provinces and cities in the region have implemented it yet,” Ms. Ha said.

According to Ms. Ha, the "Procedure for Appraising Draft Inspection Conclusions in the Province" was developed based on the 2022 Inspection Law and Government Decree No. 43/2023. This helps the Head of the Appraisal Team for Draft Inspection Conclusions fully understand the principles of appraisal, ensuring that it is within the correct scope of authority, follows the correct procedures as prescribed by law, and that the assessment and conclusions are objective, fair, and respect the rights of all relevant parties. It also helps to speed up the appraisal process for draft inspection conclusions, reduce travel and accommodation costs, save money, and improve the efficiency of inspection work.

In addition, the Provincial Inspectorate Office is continuing to be tasked by the leadership with drafting regulations on the functions and duties of the Provincial Inspectorate and is currently seeking feedback from departments, agencies, and localities. Simultaneously, it is researching solutions for implementing administrative reform and digital transformation within the Provincial Inspectorate. Recently, the Provincial Inspectorate Office has developed and put into operation a software system for receiving citizens and managing complaints and denunciations in the province, integrating it with the Quang Nam Provincial e-Government System; and a software system for randomly selecting individuals for verification of assets and annual income… all of which have been highly appreciated by all levels.

Fostering a sense of responsibility, daring to think, and daring to act.

According to Nguyen Xuan Duc, Deputy Secretary of the Party Committee of the Provincial Agencies Bloc, the implementation of studying and following President Ho Chi Minh's teachings within the Party Committee of the Provincial Agencies Bloc is becoming increasingly in-depth. Following a three-year review of the implementation of Conclusion No. 01, the Party Committee of the Bloc commended and rewarded 26 collectives and 39 individuals, including many Party members and non-leaders.

Currently, in the face of difficulties and challenges in the political, economic, and social situation, each cadre, Party member, civil servant, and public employee of the Party Committee of the Bloc needs to further enhance their role and responsibility, and must awaken and spread a positive spirit, creating new motivation, especially the aspiration for development and contribution towards the goal of developing the province.

“The Party Committee of the Bloc is implementing a political campaign to raise awareness of responsibility and improve the effectiveness of public service performance among cadres, Party members, civil servants, and public employees.” The aim is to find solutions to overcome limitations, difficulties, bottlenecks, and obstacles at the grassroots level, especially those stemming from shirking responsibility, avoiding accountability, fear of responsibility, reluctance to act, and unwillingness to offer advice among a segment of cadres, Party members, civil servants, and public employees, including leaders of Party committees and agencies, in order to focus leadership and guidance. This will awaken the spirit of daring to think, daring to act, and daring to take responsibility for the common good,” Mr. Duc said.
