In the morning, the National Assembly held group discussions on socio-economic issues in 2023; the projected socio-economic development plan for 2024; the implementation of the state budget in 2023, the state budget estimates, and the central budget allocation plan for 2024. A mid-term assessment of the implementation of the following plans was also conducted: socio-economic development for 2021-2025; economic restructuring for the period 2021-2025; medium-term public investment for the period 2021-2025; and national finance and public debt borrowing and repayment for the five-year period 2021-2025.

During group discussions, many delegates assessed that, in the face of immense difficulties and challenges, the Party, State, National Assembly, and Government have provided timely, focused, and effective leadership and guidance, consistent with many major policies and decisions. After half of the term, Vietnam has basically overcome difficulties and challenges and achieved many important and fairly comprehensive results, creating a foundation for socio-economic development, promoting growth, and enhancing competitiveness in the medium and long term; and continues to be a bright spot in the global economy.
However, economic growth still faces many challenges; macroeconomic stability is not yet truly solid due to the impact of external factors. In 2023, many key growth drivers slowed down and faced numerous difficulties.
Analyzing several influencing factors, difficulties, and assessments of the regional and global situation, President Vo Van Thuong pointed out some causes leading to limitations and obstacles. According to the President, the decentralization and delegation of power have not yielded high results, are not clear, and have not encouraged the responsibility of agencies, organizations, and individuals within the political system.
"The Party's conclusion states that we must promote clear and transparent decentralization and delegation of power, in a way that each level clearly defines its authority and responsibility, so that subordinates do not have to ask superiors about their affairs and superiors do not have to interfere in the work of subordinates. When necessary, questions must be answered clearly and transparently. But we have not yet achieved this," the President said.
The next reason pointed out by the President is the lack of responsibility in drafting legal documents. In addition, there is the problem of officials avoiding or fearing responsibility...
During the group discussions, Prime Minister Pham Minh Chinh spent considerable time exchanging views with delegates on issues related to investment and development, and responding to climate change in the Mekong Delta region.
According to the Prime Minister, landslides in the provinces and cities of the Mekong Delta are a major problem, requiring both immediate solutions and the development of large-scale, long-term projects to prevent negative impacts on the region. This is one of the important tasks identified by the Government. Among the projects that need to be implemented are those aimed at combating landslides, subsidence, saltwater intrusion, and climate change. This requires increased international cooperation and the mobilization of resources. Projects funded by international loans need to be focused and targeted.
"If we're going to borrow, we must do large-scale projects that will turn the tide and transform the situation, not small, fragmented projects. Instead of spreading ourselves too thin, we should focus on major issues like combating subsidence, landslides, saltwater intrusion, and climate change," Prime Minister Pham Minh Chinh noted.

In the afternoon, the National Assembly discussed in the plenary session several points of disagreement in the draft Law on the Management and Protection of National Defense Facilities and Military Zones.
At the meeting hall, Minister of National Defense Phan Van Giang also explained and clarified some issues raised by National Assembly deputies during the discussion session; emphasizing that the Ministry of National Defense will fully incorporate the contributions of National Assembly deputies, continue to research and refine the draft law to ensure consistency and uniformity with the legal system, create conditions for economic and social development, and ensure national defense and security.
On the afternoon of October 24th, with 95.34% of the total National Assembly delegates participating in the vote in favor, the 15th National Assembly voted to approve the list of 44 positions subject to a confidence vote at its 6th session.
National Assembly Chairman Vuong Dinh Hue stated that the confidence vote aims to enhance the effectiveness and efficiency of the National Assembly's oversight activities, improve the quality and efficiency of the state apparatus, contribute to assessing the prestige and performance of those being evaluated, and help those elected and approved by the National Assembly understand their level of trust so they can continue to strive, improve, and enhance the quality and efficiency of their work. At the same time, it serves as a basis for competent authorities to consider, plan, train, and assign personnel. Therefore, this is a crucial task that needs to be conducted according to strict procedures, ensuring democracy, objectivity, impartiality, openness, and transparency.

According to Nguyen Thi Thanh, Head of the Delegation Affairs Committee of the National Assembly Standing Committee, as stipulated by the Constitution and laws, the total number of people holding positions elected or approved by the National Assembly since the beginning of the 15th National Assembly term is 50 positions, and currently 49 people are holding positions elected or approved by the National Assembly.
According to Clause 5, Article 2 of Resolution 96/2023/QH15, no vote of confidence will be taken for individuals holding positions specified in Clauses 1 and 2 of Article 2 who have announced their retirement or who were elected or appointed in the year of the vote of confidence. Therefore, five individuals elected or approved in 2023 will not be subject to a vote of confidence: Mr. Vo Van Thuong, President of the Socialist Republic of Vietnam; Mr. Tran Hong Ha, Deputy Prime Minister; Mr. Tran Luu Quang, Deputy Prime Minister; Mr. Dang Quoc Khanh, Minister of Natural Resources and Environment; and Mr. Le Quang Manh, Member of the Standing Committee of the National Assembly and Chairman of the Finance and Budget Committee of the National Assembly.
The Standing Committee of the National Assembly submitted to the National Assembly a list of 44 individuals to be subject to a vote of confidence at the 6th Session of the 15th National Assembly.
