Russian news agencies said that at a ceremony held in the Russian Arctic port city of Murmansk, President Putin ordered the launch of the submarine named Perm, named after a city in Russia's Ural region.

This is the first nuclear-powered submarine equipped with Zircon missiles with a range of 900 km and a speed that is very difficult to intercept. In his State of the Nation Address to the National Assembly in February 2019, President Putin said that Zircon missiles can attack both land and sea targets at a distance of more than 1,000 km, at a speed nine times the speed of sound (Mach 9).

Perm is the sixth submarine in Russia's Yasen and Yasen-M class built by the Sevmash shipyard. Russian news agencies say the submarine's technical specifications are slightly different from previous models of the same type.

In addition to attending the launching ceremony, President Putin also visited the Arkhangelsk submarine, which is in the same class as the Perm, and toured the Atomflot enterprise, which oversees Russia's icebreaker projects.
