Many positive results
Reporting at the inspection, the leaders of the Department of Education and Training stated that Hanoi has the largest education system in the country. The city currently has 2,913 schools at all levels and one training school for education officials (an increase of 39 schools compared to the same period last year); nearly 2.3 million students; 70,150 classes (an increase of 48,000 students compared to the same period last year), and 29 vocational education and continuing education centers.

Within the city, there are also 105 educational institutions with foreign investment, 9 foreign representative offices, and 1,052 foreign language and computer training centers of various types. The entire education sector has more than 155,000 administrators, teachers, and staff at all levels and disciplines, with 100% of teachers meeting the required standards.
As of 2024, the entire education sector has 342 teachers who have been awarded the titles of People's Teacher and Excellent Teacher by the President of Vietnam . This is an important resource for the city to implement reforms and improve the quality of education and training in a practical and effective manner, approaching advanced and integrated education systems, and contributing to the development of a creative city and a global learning city.
Hanoi's education sector set a target of 80-85% of public schools meeting national standards by 2025. As of the end of November 2024, the percentage of schools meeting national standards in the city reached 80.4%. This result represents an increase in both quantity and percentage compared to the period before the implementation of Program 06-CTr/TU for the 2021-2025 period. Along with this, the sector also aims to build 3-5 advanced, modern multi-level general education schools with a scale of 5 hectares or more by 2025.
Hanoi has completed the development orientation for its preschool, general education, and continuing education systems; this has been updated in the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the revised Hanoi Capital City Planning Project to 2045, with a vision to 2065; including 7 advanced, modern, high-quality multi-level general education schools. Currently, the number of high-quality schools in the city is 23, an increase of 5 schools compared to before.
Over the years, students in Hanoi have consistently achieved high results, ranking first nationwide in national and international student competitions; mass education has received significant attention and focus. Hanoi is one of the first four provinces and cities in the country to be recognized by the Ministry of Education and Training as having achieved the standard for universal secondary education, reaching 99.81% (ranking 11th out of 63 provinces and cities, an increase of 13 places compared to 2021).
Many campaigns and emulation movements in the education sector have been implemented effectively and have their own unique characteristics, such as the movement: "Schools join hands for development - teachers share responsibilities," "The drumbeat for studying," and the Hanoi Teacher Award for dedication and creativity…
Activities fostering patriotism, national pride, moral values, and a healthy lifestyle have been widely implemented; the quality of cultural models and the implementation of codes of conduct in schools have also been improved through the "Building a Culture of Conduct in Schools" project and the "Happy School" criteria. The entire city organized classes on understanding the Party for 1,610 students and admitted 168 new Party members who are high school students.
Continue to focus on doing better.
During the inspection, representatives from various units, departments, and sectors requested that the Department of Education and Training provide clearer information on the implementation of economic and technical norms; national standard school targets; the construction of advanced and modern multi-level schools; the shortage and surplus of teachers; and the training of high-quality human resources for education, etc.

Sharing information on the issues of interest to the inspection team, representatives from the Department of Education and Training explained several matters related to school education, such as: food safety, school health, physical care for students, moral and lifestyle education, experiential activities, promoting folk culture in schools, and building elegant and civilized Hanoi citizens…
Concluding the inspection, Vice Chairman of the Hanoi People's Committee Vu Thu Ha commended and highly appreciated the achievements of the Hanoi Department of Education and Training in the past period. Notably, the department's document issuance system was basically implemented early and fully; the department also provided advice to the People's Committee on new, difficult, and unprecedented issues. Digital transformation was implemented effectively; new and innovative models were promoted to improve the quality of education; examinations and admissions were conducted seriously and safely; international cooperation flourished and was effective; and cultural, artistic, and sports activities were vibrant, high-quality, and in-depth…
To ensure the continued effective implementation of the City Party Committee's Program 06-CTr/TU by the Department of Education and Training, Vice Chairman of the City People's Committee Vu Thu Ha noted that the Department of Education and Training needs to pay more attention to achieving the targets set out in the plan; and promptly develop models and management plans for advanced and modern multi-level schools.
Regarding improving the quality of mass education, although the education sector has made efforts and achieved good results, it is still not commensurate with the status of the capital city. Therefore, it is necessary to define clearer rankings and goals to strive for and create a difference from other provinces and cities nationwide.
The Department also needs to promptly review and understand some emerging issues in the sector in order to find solutions to prevent potential violations. In addition, the Department needs to pay closer attention to issues such as building culturally advanced schools and improving teacher quality.
In the coming period, the Department of Education and Training will continue to develop economic and technical standards and a roadmap for educational autonomy; urgently develop a plan to submit to the City People's Committee regarding the organization of teacher delegations to study abroad; and develop a dual-degree program and a general plan on improving the quality of education from 2026 to 2030 for timely submission to the City People's Committee for consideration.
