Currently, 98% of tax declarations of economic organizations managed by Son La Provincial Tax Department are received via electronic transactions; 100% of operating enterprises have completed registration for electronic tax payment services with banks; 100% of value-added tax refund dossiers are received, processed and returned electronically; 80% of enterprises and households have applied electronic invoices.
Implementing the National Digital Transformation Program, the Tax Department of Son La province applies artificial intelligence (AI) and big data analysis to analyze risks, optimize tax inspections and prevent tax and invoice fraud. The Tax Department's Online Public Service Portal, put into operation from July 2025 with 223 administrative procedures, of which 142 are full-process administrative procedures, helps taxpayers fulfill their obligations quickly.
Applying information technology to all operations, from tax management such as tax code registration, declaration, tax payment, tax refund, debt management, inspection to internal management such as staff management, asset management, accounting and document management. The entire process is automated on a digital platform, helping to reduce administrative procedures, save time, and improve operational efficiency.
The implementation of electronic invoices from cash registers for business households under the provisions of Decree No. 70/2025/ND-CP dated March 20, 2025 of the Government is a major and fundamental step in the roadmap to eliminate the form of lump-sum tax from 2026, switching to a self-declaration and self-payment mechanism, in accordance with the direction of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.
In 2025, Son La Provincial Tax Department will focus on deploying electronic invoices generated from cash registers to reduce costs for taxpayers, build a centralized invoice database, and to date, over 1,300 units have successfully registered to use it, of which 567 businesses have issued invoices in 2025, accounting for 43% of businesses that have registered for electronic invoices. For individuals, the eTax Mobile application will be widely popularized, allowing taxpayers to look up information, pay taxes and manage tax obligations right on their mobile phones.
The whole industry promotes the implementation of electronic tax services, exploiting revenues to the state budget. In the first 7 months of 2025, Son La Provincial Tax has managed 189 individuals with business activities on e-commerce platforms, with total revenue of more than 180 billion VND and tax paid reaching more than 2.3 billion VND.
Son La Provincial Tax Department has proactively promoted the benefits and provided instructions on installing the eTax Mobile electronic tax application so that taxpayers can easily perform procedures, declare and pay taxes on their smartphones. The processing procedures at the tax office are automated and connected to the State Treasury for quick payments. Thanks to that, by the end of August, the whole province had 41,959 accounts installing the eTax Mobile application, collecting nearly 20 billion VND in taxes through this application.
The electronic invoice information system has been completed, ensuring smooth and convenient information reception and connection, effectively serving the management and supervision work of tax authorities. At the same time, the Tax sector continues to support businesses and retail stores in digital transformation, applying automatic connection solutions when issuing electronic invoices for each sale. In particular, gas stations are closely monitored for the use of POS machines, tablets, and phones with software installed to create electronic invoices. To date, 177/177 gas stations in the province have completed automatic connection to issue electronic invoices, reaching a rate of 100%.
Effectively implement the review and standardization of personal tax code data with the rate of personal tax codes with information matching the national database of the Ministry of Public Security. Up to now, Son La Provincial Tax has received and processed 100% of first-time tax registration dossiers and tax registration information change dossiers of households and individuals by electronic means; the review and standardization of tax codes of 4 key groups has reached 66.19%.
Ms. Lu Thi Oanh, Head of Tax Department 4, said: Implementing the management of taxes, fees, charges and other revenues of the State budget in 14 communes of Phu Yen and the old Bac Yen districts, with a large area, digital transformation in the tax sector is not only in line with the general development trend, but also has a very positive meaning. The entire process of tax registration and tax code issuance is done online. 100% of registration files of enterprises, business individuals, and business households are done online, connected with the business registration agency via the National Public Service Portal.
In 2025, the budget revenue in Son La province was assigned by the Central Government to VND 4,138 billion, and the Provincial People's Council assigned VND 4,500 billion. Efforts in implementing digital transformation and modernizing tax management have promptly supported and created favorable conditions for people and businesses to fulfill their obligations to the state budget. The budget revenue result by the end of July 2025 reached over VND 2,900 billion, equal to 70.16% of the Central Government's estimate, equal to 64.52% of the Provincial People's Council's estimate. These positive results have significantly contributed to the implementation of the budget collection task, promoting local economic and social development.
