Construction industry strives to control administrative procedures in an effective and efficient manner

In line with the plan to review and evaluate administrative procedures (AP) in 2025 assigned by the Provincial People's Committee, recently, the Department of Construction has promptly issued documents directing, implementing, guiding, and urging the work of AP control, contributing significantly to the coordination of AP control activities between agencies and units. The standardization of the content of AP announcement has been implemented promptly; the issuance of regulations on AP under the authority of the Department has been strictly controlled according to Decree No. 63/2010/ND-CP and the Law on Promulgation of Legal Documents. Through the assessment of the impact of AP regulations, many AP documents have been amended and supplemented accordingly, including unnecessary APs that have stopped being issued or have been abolished.

In the first quarter of 2025, the Department of Construction directed the administrative reform to be actively implemented in the following aspects: Institutional reform, organizational reform, staff innovation, application of information technology, especially administrative procedure reform and building a team of civil servants. Currently, 100% of administrative procedures under the authority of the Department provide full and partial online public services. The Department has effectively applied the Document Management and Operation Software System for daily work; Public Administrative Service Software - Electronic One-Stop Shop in handling administrative procedures; Quality Management System according to ISO 9001:2015 standard, covering all administrative procedure handling processes in State management activities on construction at the agency. The electronic information page (http://soxaydung.namdinh.gov.vn) has increasingly rich information, helping to enhance the application of information technology in State management and serving the people, promptly disseminating legal documents, information on the activities of the sector, in which regulations, processes and administrative procedures in the fields of operation of the Department are maintained regularly and always updated with new information. Implementing, reviewing administrative procedures, researching and guiding public and transparently on the Department's electronic information page, the Provincial Public Service Portal and publicly posting at the Center for Public Administration Services, Investment Promotion and Supporting Provincial Enterprises on administrative procedures such as granting construction permits, granting certificates of practice for construction activities, granting construction permits to foreign contractors... ensuring easy access for businesses, organizations and individuals. After the merger, the Department of Construction has 174 administrative procedures under its jurisdiction; of which 16 are in the field of vehicle inspection; Road sector has 61 administrative procedures; inland waterway sector has 36 administrative procedures; maritime sector has 1 administrative procedure; construction planning management sector has 9 administrative procedures; housing management and real estate business sector has 25 administrative procedures; construction quality management, construction judicial appraisal, construction specialized testing has 9 administrative procedures; construction activity management sector has 15 administrative procedures; construction materials sector has 1 administrative procedure; urban development and technical infrastructure management sector has 1 administrative procedure... 56/174 administrative procedures under the authority of the Department provide partial online public services, reaching 32%; 118/174 administrative procedures provide full-process services, reaching 68% according to the provisions of Decree No. 42/2022/ND-CP dated June 24, 2022 of the Government. The set of administrative procedures is announced and implemented by the Provincial People's Committee at the Center for Public Administration Services, Investment Promotion and Enterprise Support of the province and on the website of the Department of Construction, the Online Public Service Portal of the Department of Construction, the Provincial People's Committee: https://soxaydung.namdinh.gov.vn/thu-tuc-hanh-chinh; dichvucong.namdinh.gov.vn. The Department of Construction has arranged 2 officers to concurrently take on the function of controlling administrative procedures to provide guidance, receive and return results at the Center for Public Administration Services, Investment Promotion and Enterprise Support of the province. Thanks to that, in the first quarter of 2025, the Department of Construction received 427 records for handling administrative procedures via the online public service page; the number of records returning results via the online public service page is 358/427 records (69 records are within the processing time limit); 100% of the results of handling administrative procedures are digitized and implemented on the Online Public Service Software. Particularly for administrative procedures related to the issuance, exchange and re-issuance of driving licenses under the jurisdiction of the Department of Transport from January 1, 2025 to February 28, 2025, 4,085 records were received and returned. From March 1, 2025, administrative procedures related to the issuance, exchange and re-issuance of driving licenses have been transferred to the Public Service.

To continue to effectively organize the implementation of administrative procedure control in 2025, in the coming time, the Department of Construction will continue to closely follow the key tasks assigned in the administrative procedure control plan in Nam Dinh province in 2025 to proactively implement. Timely implement the announcement of revised and supplemented administrative procedures to publicize and make transparent all administrative procedures under the authority of the Department according to the contents and forms prescribed by the Government, the Ministry of Justice and the Provincial People's Committee and in other practical and appropriate forms. Strictly control the process of handling administrative procedures for individuals and organizations; strengthen periodic inspections of the implementation of administrative procedure control activities at the Department and perform the task of providing public services; promptly handle acts that cause trouble for individuals and organizations in handling administrative procedures. Implement the quality of the impact assessment process on regulations on administrative procedures in draft legal documents, only issue administrative procedures assigned by law and ensure their necessity, reasonableness and legality. Promote the review and assessment of administrative procedures and related regulations that are still problematic, inadequate or no longer suitable, causing difficulties for individuals and organizations. Digitize the results of handling administrative procedures under the authority to ensure connection and sharing of data in handling administrative procedures in the electronic environment. Strengthen the application of the one-stop, one-stop mechanism for administrative procedures, continue to strongly reform administrative procedures in the direction of simplicity and convenience for people and businesses to work at the Department. Coordinate the effective implementation of the one-stop mechanism at the Center for Public Administration Services, Investment Promotion and Business Support of the province to reduce the time for handling administrative procedures for people, the spirit and attitude of serving the people, the working style of officials and civil servants in handling administrative procedures to reduce the time and cost of performing administrative procedures for individuals and organizations.
