Construction Industry: Determined to Achieve Double-Digit Growth

2025 is the final year of implementing the Resolution of the 20th Provincial Party Congress, and it holds significant importance for the province's socio-economic development. In accordance with Directive No. 42-CT/TU of the Provincial Party Standing Committee and Plan No. 21/KH-UBND of the Provincial People's Committee, the Construction sector has proposed many comprehensive and decisive solutions to promote infrastructure development, improve urban quality, and make a positive contribution to achieving double-digit economic growth targets.

Boost investment in infrastructure and develop regional transportation connectivity.

To strive for the highest possible achievement of socio-economic targets in 2025 as well as the entire 2020-2025 term, the Provincial People's Committee requests that departments, agencies, and the People's Committees of districts and cities continue to thoroughly understand and strictly implement the directives of the Central Government, the Government, the Prime Minister, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; organize and manage proactively, flexibly, and effectively; coordinate closely and smoothly; and implement comprehensive solutions to promote socio-economic development.

From the beginning of the year, the Department has closely coordinated with other departments, agencies, and localities to implement key projects. One of the important tasks is to accelerate the progress of land clearance and resolve obstacles in investment procedures to ensure the progress of key projects.

According to Mr. Tran Quang Trien, Director of the Department of Construction, the department will coordinate with relevant units to accelerate the construction progress and complete procedures for key projects, ensuring requirements for progress and quality. At the same time, it will continue to research and propose investment in important transportation projects to create regional connectivity and linkages, in line with the province's development plan, such as: the Ninh Binh - Hai Phong expressway project, the section passing through Nam Dinh - Thai Binh province (CT.08); the coastal road; the road from Thai Binh city to Nghin bridge under public investment; the road from Thai Binh city to Hung Ha district connecting Hung Yen province; the southern ring road of Thai Binh city, the section from S1 bridge to the extended Chu Van An road; and the main roads within the Economic Zone.

In addition to developing transportation infrastructure, the Construction sector continues to review and propose adjustments to urban technical infrastructure plans, especially transportation plans, in order to enhance connectivity between areas and create momentum to promote industrial, commercial, service, and urban development in the province.

According to the Provincial Statistics Office's report, in the first two months of 2025, total investment from the state budget reached VND 1,289.7 billion, an increase of 33.29% compared to the same period in 2024. Of this, provincial-level budget capital was estimated at VND 603.8 billion, an increase of 57.34%; district-level budget capital was estimated at VND 465.2 billion, an increase of 17.43%; and commune-level budget capital was estimated at VND 220.7 billion, an increase of 17.6% compared to the same period last year. These figures reflect the strong transformation of the construction sector in mobilizing and effectively utilizing investment resources, making a significant contribution to the province's overall growth target.

The coastal road project passing through Thai Binh province aims for completion by the end of 2025, contributing to the growth of the construction industry.

Completing urban planning and developing modern and sustainable cities.

One of the key tasks of the Construction sector in 2025 is to continue advising on, disseminating, and implementing national and provincial sectoral plans in the fields of construction and transportation; carrying out construction and architectural planning management; implementing the Thai Binh Provincial Urban Development Program for the period 2021-2030... while reviewing and adjusting zoning plans and detailed plans to create favorable conditions for urban development and attract investment.

In the field of housing development, the industry is implementing a plan to invest in and build at least 1 million social housing units for low-income earners and industrial zone workers, in accordance with Decision No. 338/QD-TTg of the Prime Minister . The construction industry is also coordinating with businesses and investors to accelerate the construction progress of social housing projects in the province, creating favorable conditions for low-income people to access housing.

In addition, inspection and control of construction order will be strengthened to ensure that projects are implemented in accordance with planning, permits, and meet quality and safety requirements. Regular inspections of construction projects in the area will be conducted to promptly detect and handle violations, contributing to a transparent and law-abiding construction environment.

To improve management efficiency and facilitate businesses and citizens, the construction industry is accelerating the application of technology and digital transformation. Mr. Dang Xuan Binh, Chief of the Office of the Department of Construction, stated: Currently, the Department has 169 administrative procedures, including 103 fully online public services, 47 partially online public services, and 19 other public services. The Department strictly implements the process of receiving and resolving administrative procedures at the Provincial Public Administrative Service Center according to the "5-in-1" approach; dossiers are processed on time or ahead of schedule, without errors or irregularities. The Department is also researching the application of new technologies in the design, construction, and management of projects to improve investment efficiency and project progress control.

With a spirit of innovation and decisive, coordinated solutions, the construction industry in Thai Binh is gradually asserting its core role in infrastructure development and urban creation, contributing to the sustainable socio-economic development of the province in the coming time.
