Accordingly, the determination of emergency construction works is under the decision-making authority of the Chairman of the Provincial People's Committee, the Chairman of the District People's Committee, the Chairman of the Commune People's Committee for newly constructed or repaired and renovated works to promptly prevent and overcome the consequences of natural disasters caused by storm No. 3.

The Chairman of the Provincial People's Committee, the Chairman of the District People's Committee, the Chairman of the Commune People's Committee, according to the province's decentralization, has the authority to decide on the construction of emergency works within the scope of management by issuing an order to construct emergency works.

The Department of Construction requests that relevant localities, agencies and units urgently inspect, assess needs and propose urgent works that need to be promptly remedied to submit to competent authorities to issue orders to build urgent works as a basis for implementation.
