In his opening speech, Comrade Pham Dai Duong, Member of the Party Central Committee, Deputy Head of the Central Policy and Strategy Committee, emphasized: Blockchain technology has become a fundamental technology in the digital transformation era, not only creating "digital trust" - the foundation for sustainable, transparent and effective operation of the economy. digital economy , digital society; but also gradually establish new standards in most areas from finance, healthcare, education to national governance.

In the world , many countries have early identified Blockchain as a strategic technology and have taken strong steps in building an innovation ecosystem. In Vietnam, the Prime Minister approved Decision No. 1236/QD-TTg dated October 22, 2024 on the promulgation of the National Strategy on Blockchain application and development to 2025, with a vision to 2030. In June 2025, blockchain technology was once again identified as one of the 11 strategic technology areas that Vietnam prioritizes investment, mastery and development.

Da Nang City is also encouraging controlled testing of new models such as: Digital assets, digital financial services to attract investment funds and startups. Da Nang is also one of two cities selected to build an international financial center with specific mechanisms and policies. On August 26, 2025, the People's Committee of Da Nang City issued Decision No. 1181/QD-UBND approving a controlled, limited-term test of "Basal Pay Software: Application of Blockchain technology in the exchange of crypto assets with fiat money, in compliance with Travel Rule regulations".

This is the first time in Vietnam that a solution is designed to integrate the Travel Rule standard, focusing on building a system that combines Blockchain technology and traditional finance, to support the exchange of crypto assets (TSMH) with fiat money in a transparent, automatic manner, fully complying with international regulations on anti-money laundering (AML) and terrorist financing (CFT).

At the event, delegates listened to in-depth sharing and discussions from experienced domestic and international speakers, thereby having a comprehensive view of Vietnam's position and potential on the regional Blockchain map, testing and development opportunities in Da Nang; proposals on policy mechanisms to promote digital payment platforms and narrow the gap between digital asset products and mass users; the global shift trend from traditional assets to digital assets... In the thematic discussion session, speakers delved into key issues such as: Legal framework for issuance, trading, safety supervision of digital assets and solutions for developing digital asset ecosystems.

Vietnam Blockchain Day 2025 is a forum for meeting and exchanging between experts, developers, businesses and investors in the Blockchain field to promote the application of Blockchain technology in key economic sectors in Vietnam such as: Finance, healthcare, education, logistics and state management; calling for investment sources in the Blockchain ecosystem of Vietnam in general and Da Nang in particular, especially start-up and innovative projects based on this technology.
